Trustee Wilks (Mayor Pro Tern) called the meeting to order at 9:00 A.M. Trustee Tim Corcoran
was also in attendance. Representing Village staff were Police Chief Richard Eddington and
Administrative/Solid Waste Coordinator Lisa Angell.

Mr. Ramesh N. Gandhi, 342 S. Maple Street presented a letter addressed to Mayor Farley
expressing thanks from the Mt. Prospect Townhome Association for the Village's assistance in
accommodating the Association's parking needs during reconstruction of their parking lot.
Mr. Gandhi specifically mentioned the efforts of Police Officer Dirk Ollech in coordinating the
temporary parking arrangements with the Mt. Prospect Park Oistdct. (Trustee Wilks assured
Mr. Gandhi the letter would be given to Mayor Farley, Village Manager Michael Janonis, Police
Chief Eddington as well as Officer Ollech.)
In addition, Mr. Gandhi complimented the Village on the construction of the new Village Hall.
He asked if redevelopment of the old Village Hall property included a setback similar to the
setback at the new Village Hall; reduction in the travel lanes on Emerson Street. Trustee
Corcoran and Trustee Wilks responded there would be a setback but not to the degree of the
new Village Hall, and no reduction in the travel lanes.
Trustee Corcoran, mentioned the newly renovated library was also an impressive structure, and
encouraged Mr. Gandhi to visit the library if he had not already done so.

Margaret Lannen, 999 N. Elmhurst Avenue, discussed the progress at Randhurst. 1) Costco's
Grand Opening is October 13th, the ribbon cutting ceremony is at 8:00 A.M. 2) The water tower
is finished. 3) Landscaping and banners have been installed; many positive comments were
made regarding the landscaping. 4) The platform for the carousel has been installed. The
carousel will be open for Santa's debut on November 20th. 5) The children's play area is open.
Carol Tortorello, 223 S. Elmhurst Avenue, commented on the success of the October 2nd
Village Hall Open House. She also provided a residential address and asked that it be given to
the Health Division for follow-up regarding property maintenance violations; overgrown
trees/shrubs and excess debris in the backyard. Trustee Wilks requested staff make the
appropriate referral to the Health Division.
Ms. Tortorello asked about the two (2) hour parking restriction on Busse Avenue adjacent to the
Village Hall. She stated the Life Source truck is on-site for the monthly blood drive at Village
Hall from approximately 2:00 p.m. until 8:00 p.m. the first Thursday of every month. Due to the
equipment transported into the building for the blood drive, Life Source uses the street parking
for entry through the Busse Avenue entrance. Ms. Torterello asked what, if any exception could
be made for the truck on the day of the blood drive. Chief Eddington responded he would take a
look at the parking restrictions to determine what could be done to accommodate the parking
needs of Life Source.
Larry Braus, Mount Prospect Jaycees, also spoke positively about the new Village Hall.
Mr. Braus provided an update of Jaycee events. I) The 42nd annual Thanksgiving Day Turkey
Trot will be Thursday, November 25th. He noted the new Park District Club House will be
open for the event. 2) Annual Memorial Weekend Carnival generates funding to support local
scholarships and senior programs. However, unfavorable weather conditions impact the amount
of available funds. The organization continues to seek a new location for the event but to date
has been unsuccessful. Trustee Corcoran and Trustee Wilks thanked Mr. Braus and the
Jaycess for their contribution to the community.
Ron Robowski, 1328 Peachtree, had several questions pertaining to installation of a fence, and
construction of a new garage. Mr. Robowski was referred to the Building Division for
guidelines and specifications regulating residential properties. Mr. Robowski indicated one of
his motivations for having a fence installed was to keep a neighbor's unrestrained dog out of his
yard. Police Chief Eddington advised Mr. Robowksi to call 911 when there is a problem with
an unrestrained dog.
Trustee Corcoran, provided an update on an earlier request from the Main Street condominium
owners regarding additional parking space. As promised, he met with Mr. Bruce Adreani,
Norwood Builders to discuss whether existing owners could purchase an additional parking
space in their building at the original selling price. Mr. Adreani informed Trustee Corcoran he
is not be inclined to do so because parking spaces have already been sold at the new price.

Trustee Corcoran indicated that since the interested owners were not at this meeting he would
communicate this information to them directly.
David Schein, 512 NaWaTa Avenue, had several items to share. 1) A resident reported to him
that the lighting on the top level of the parking deck does not comply with Village code.
Trustee Corcoran responded there have been several lighting issues the Village has had to work
with the contractor on due to non-compliance. He noted, part of the lighting problem was due to
the fact that the lighting plans for this project were approved prior to adoption of the Village's
new lighting requirements. Trustee Corcoran assured Mr. Schein the Village would continue to
resolve all lighting issues to ensure compliance. 2) Mr. Schein asked for clarification on resident
contributions to the Village. Trustee Wilks informed Mr. Schein a fund for the tax deductible
donations to the Village has been established; he was directed to the Village Manager for
information on how checks should be written. 3) He asked about the availability of flu shots;
due to the shortage the Village will not be providing flu shots this year. 4) Mount Prospect
Youth Commission - to address the problem with absenteeism the Commission has adopted a
three strikes and you're out policy. Commission members who fail to make proper notification
of their absence at (3) three regular meetings will be removed from the Commission. However,
for members who are away at school or have conflicting commitments that prohibit attendance,
the Commission has recommended adoption of an Associate Member status. The change would
allow these individuals to remain on the Commission but their absence would not affect quorum
status. Trustee Wilks reminded Mr. Schein that such action would need to be formally
presented to the Village Board as a request to amend the ordinance. Mr. Schein stated the
proper procedure will be followed. 5) The Youth Commission plans to participate in the October
16th Welcome New Residents event. 6) Thanked Mr. Jeff Wulbecker, Village Engineer for
providing a comprehensive map of the Village to Lincoln Jr. High. The map is being used for a
science project involving the tracking of squirrels in the area.
Trustee Wilks, stated she n:cently attended the Fire Safety Alliance Luncheon, noting the first
week of October is national Fire Safety Awareness Week.
