HomeMy WebLinkAbout04/15/2004 SWC minutes MOUNT PROSPECT SOLID WASTE COMMISSION April 15, 2004 MEETING MINUTES PRESENT Commissioner Rod Mobus Chairman George Luteri Commissioner Pankaj Parikh Commissioner Ken Westlake Commissioner Mary Winkler Lisa Angell Public Works CALL TO ORDER Chairman Luteri called the meeting to order at 7:35 p.m. APPROVAL OF MINUTES Minutes from the February 19, 2004 meeting were approved as written. CITIZEN FORUM No individuals were in attendance to address the Commission. However, the Solid Waste Coordinator shared a letter she received from a resident voicing her support for a “toter” recycling system. The resident identified several merits for the wheeled carts and encouraged the Village to consider implementation. - SOLID WASTE PROGRAMS AND DATA The Commission members discussed the bar graph which illustrated the volume of recyclables colleted since 2001. Concerned with the drop in collections in 2004 the members discussed what may be impacting the volumes and what could be done to increase collections. The Solid Waste Coordinator stated, SWANCC had advised its member communities that hauler reports may not accurately reflect volumes collected. [The Coordinator has discussed reporting with ARC.] Commissioner Westlake stated that a drop in volume may also coincide with the soft economy. The Coordinator reported communities using the “toter” system typically see an increase in the volume of materials collected. The larger containers provide the extra capacity residents need for the recyclables generated. It is believed that if residents do not have enough capacity for their recyclables the tendency is to put them with the regular garbage. OLD BUSINESS The Coordinator reported the revisions/additions members recommended for the Solid Waste Bid Specifications had been completed. She also stated the Village had gathered additional data to complete analysis of a commercial franchise. The Coordinator explained the program SWANCC is offering to member communities considering commercial franchise agreements; SWANCC will coordinate all aspects of the bid and administer the franchise agreement during the term of the contract. According to SWANCC the agency is already working with a couple of communities to implement the program and several other communities have expressed an interest. The Coordinator stated it is still the Village’s intent to allow ARC to make a proposal based on the bid specifications, residential and commercial. The proposal would be given to the Board for consideration, the Board will decide whether to accept or go out for bid. If the Village goes out for bid the anticipated date would be early July. EW BUSINESS The Coordinator asked if any of the Commissioners would be at the Open House. Several of the Commissioners volunteered to work at least for a portion of the event. The Coordinator will follow-up with an e-mail to confirm their participation. The Recycling Display will highlight the upcoming Household Hazardous Waste Collection, May 22, 2004. nd The Coordinator asked if any of the members would be working at the May 22 Household Hazardous Waste Collection. She stated the MWRDGC would bring in as many staff as needed so if the members were not available there would be adequate coverage. She will follow-up with the members via e-mail for this event as well. NEXT MEETING The next meeting was scheduled for Thursday, June 17, 2004 in the Public Works Facility, 1700 West Central Road at 7:30 p.m. However, the meeting was scheduled with the understanding the Coordinator would e-mail the members to see if a June meeting was necessary. If there are no items for the agenda th other than participation in the 4 of July Parade the Coordinator can do this through e-mail rather than a formal meeting.
