PROCLAMA TION
NA TIONAL ARTS AND HUMANITIES MONTH
OCTOBER 2004
Whereas, the month of October has been recognized as National Arts and
Humanities Month by thousands of arts and cultural organizations,
communities, and states across the country as well as by the White House
and Congress for more than a decade;
Whereas, the arts and humanities embody much of the accumulated
wisdom, intellect, and imagination of humankind;
Whereas, the arts and humanities enhance and enrich the lives of every
American;
Whereas, the arts and humanities playa unique role in the lives of our
families, our communities, and our country;
Whereas, the nonprofit arts industry also strengthens our economy by
generating $134 billion in economic activity annually and by supporting the
full-time equivalent of 4.85 million jobs;
Whereas, the United States Conference of Mayors passed unanimously in
June 2004, a policy resolution to urge mayors and other elected officials to
proclaim October as National Arts and Humanities Month;
NOW, THEREFORE, BE IT RESOL VED, that I, Gerald L. Farley do
hereby proclaim October as
National Arts and Humanities Month
in Mount Prospect and call upon our citizens to celebrate and promote the
arts and culture in our nation and to specifically encourage the greater
participation by those said citizens in taking action for the arts and
humanities in their towns and cities.

PROCLAMA TION
"FIRE PREVENTION WEEK"
OCTOBER 3-9, 2004
WHEREAS, fire kills 3,500 to 4,000 people in the United States each year and 80 to 85%
of all fire deaths occur in the home; and
WHEREAS, roughly 70% of home fire deaths occur in homes without smoke alarms
or without working smoke alarms; and
WHEREAS, most home fire deaths and injuries can be prevented through early warning
and quick responses; and
WHEREAS, smoke alarms have been proven an effective life-saver, having helped to cut
the home fire death rate by one half since their introduction to the general public; and
WHEREAS, working smoke alarms are essential in every household and should be
installed on every level of a home, including the basement and outside of each sleeping
area; and
WHEREAS, developing a home fire escape plan, and practicing it at least twice a year, are
critical to escaping a real fire safely; and
WHEREAS, the Fire Prevention Week 2004 theme "It's Fire Prevention Week: Test Your
Smoke Alarms, " is an important message for all Illinois citizens;
WHEREAS, the Mount Prospect Fire Department is committed to the safety of life and
property from devastating effects offire; and
WHEREAS, the members of the Fire Department are joined by other concerned citizens of
Mount Prospect, as well as other emergency service providers and safety advocates,
businesses, schools, service clubs and organizations in their fire safety efforts.
NOw, THEREFORE, 1, Gerald L. Farley, Mayor of the Village of Mount Prospect,
do hereby proclaim the week of October 3-9 as
"FIRE PREVENTION WEEK"
in the Village, and I call upon the people of the Village of Mount Prospect to remember the
2004 message to test your smoke alarms and to take the steps needed to make their homes
and families safe from the leading causes of home fires.

PROCLAMA TION
"DOMESTIC VIOLENCE A WARENESS MONTH"
OCTOBER, 2004
WHEREAS, domestic violence is a serious crime that affects women, children, the
elderly and men; and
WHEREAS, the problems of domestic violence are not confined to any group of
people, but cross all economic, gender, racial and societal barriers; and
WHEREAS, the crime of domestic violence violates an individual's privacy, dignity,
security and humanity through the use of physical, emotional, sexual, psychological
and economic control and/or abuse; and
WHEREAS, children who grow up in violent homes are believed to be abused and
neglected at a rate higher than the national average; and
WHEREAS, domestic violence costs the nation billions of dollars annually in
medical expenses, police and court costs, shelters and foster care, sick leave,
absenteeism and non-productivity; and
WHEREAS, it is fitting to set aside a special time to bring the issue of domestic
violence to the attention of all residents of Mount Prospect so they may be better
informed and involved in coordinated community programs to eliminate this crime
from our society.
NOW, THEREFORE, /, GeraldL. Farley, Mayor of the Village of Mount Prospect,
do hereby proclaim the month of October 2004 as
"DOMESTIC VIOLENCE AWARENESS MONTH"
and 1 encourage everyone within the Village to join forces with victims, service
programs, criminal justice officials, and concerned citizens across the country
to observe October as Domestic Violence Awareness Month.

"MAKE A DIFFERENCE DA Y"
OCTOBER 23, 2004
WHEREAS, Make a Difference Day, which is held on the fourth Saturday
of October every year, is a day dedicated to community volunteer work; and
WHEREAS, this national day of service is regarded as a challenge to citizens,
to help those less fortunate in any way they can; and
WHEREAS, Make a Difference Day was founded to promote volunteer efforts
that make our community a better, cleaner, safer place to live, work and play; and
WHEREAS, Make a Difference Day has inspired many volunteers to become
more engaged in their communities and bring people of all backgrounds together
to work for the common good of the people; and
WHEREAS, a day of volunteerism and community service is valuable to the
community, and gives a feeling of accomplishment and compassion to every
participant.
NOw, THEREFORE, /, Gerald L. Farley, Mayor of the Village of
Mount Prospect, do hereby proclaim October 23,2004 as
"MAKE A DIFFERENCE DA ¥"
in the Village of Mount Prospect, and 1 urge my fellow citizens to observe this day
by joining with friends, family, and colleagues to engage in projects benefiting
their community.
