The meeting was convened at 9:00 a.m. Those present were Trustees Irvana Wilks (Mayor Pro Tern),
Mike ladel, Richard Lohrstorfer, Tim Corcoran and Michaele Skowron. Representing the Village were
Assistant Village Manager Dave Strahl and Human Services Director Nancy Morgan.

Kevin Bolger, 510 N. Prospect Manor requested that the Village coordinate with the Mosquito
Abatement program by posting signs in neighborhoods announcing spraying dates. After a brief
discussion, Trustee Skowron stated that one taxing body cannot post signs for another taxing body, but
suggested that we exploring all options discussed i.e. posting signs, call list, newsletter notification, etc.
Mr. Bolger also requested that the Village review how we transmit information to the Cook County
Assessors Office regarding building improvements vs. building maintenances work. Trustee Skowron
suggested that there may be some way to modify our current methods of reporting this information. Mr.
Bolger would like a call back on this issue.
Katy and Bert Hanson, 103 Eastwood Ave. and Jean (no last name), 100 N. Elmhurst Ave. voiced
concerns about their neighbor's evening spray painting. He has now installed a canvas so they cannot
view his activity, but they can smell and hear it. They received a letter from the neighbor's attorney
threatening a law suit if they continue to call the police. Trustee Corcoran said that they have every
right to call Police, but that the Village cannot guarantee that they will not be sued. Mr. Kevin Bolger
suggested that they could call the Illinois EP A requesting an air monitor be install in their yard.
Alan Kidston, 5 W. Central; John and Donna Franczyk, 20 S. Main and Nick Honcharuk, Jr., 11
So. Wille St. #506, discussed the Village Center parking plan. They felt that Bill Cooney provided a
good report. However, they need relief for their parking problems. Trustee Wilks stated that they should
not look towards the parking deck to solve their parking issues. The Village needs time to assess the
parking demands of this structure. Trustee Corcoran stated that the Village is more aware of parking
needs for this area and future regulations may be different. Mrs. Donna Franczyk requested that the
Village put pressure on Norwood to offer existing parking spaces at the initial condo sale price. Trustee
Corcoran will pursue this issue.
Jim Uszler, 9 S. Elm, wished to clarify a misleading story put forth by a new organization in town
regarding the Chamber of Commerce. They have stated, "No organization has been supportive of
consumers of business". Mr. Uszler pointed out that the Chamber has supported consumers of business in
many ways such as the Downtown Block Party, the Downtown Association, etc. Mr. Uszler also stated
that they are working on a membership drive, and that they often get calls as if they were the Village.
The Chamber, in partnership with the Mt. Prospect Park District, is organizing an International Festival to
be held at RecPlex on the afternoon of September 25.
Margaret Lannen, 999 N. Elmhurst, discussed the progress with Randhurst. 1) The water tower will be
green, however a graphic will be included by the end of the month. 2) The signage will be up by the end
of the month. 3) Costco will open 10/13/04. 4) There will be murals on the storefronts. 5) The
landscaping is going in. 6) There will be a carousel installed in the picnic area. 7) There will be a
children's play area. 8) There will be new rest rooms on the 1 st floor by the play area. 9) Kay Bee Toys
will open up temporarily for Christmas shopping. 10) The message board is gone and will not be
reinstalled. It is very expensive and Randhurst feels there are more efficient ways to promote their
Center.
Richard Rascher, 605 S. Geroge, had two traffic concerns. Since work has been done on Mt. Prospect
Rd., cars are cutting through his neighborhood. He is requesting speed bumps be installed on Emerson,
William and George Sts. Trustee Wilks stated that the Village tends not to install speed bumps because
they cause problems for snowplows. The Village has studied "Traffic Calmers" such as circles and cul-
de-sacs. Trustee Corcoran said that when you address a traffic issue in one neighborhood, it transfers
it to another area. The Village could look into temporary speed bumps.
Mr. Rascher asked about the traffic flow on Northwest Hwy. through the Emerson and 83 traffic light
intersections. This situation becomes even more difficult when the train gates are lowered. Dave Strahl
stated that the Village has examined the traffic flow on Northwest Hwy. very carefully, and due to the
number of recent train related traffic fatalities, Metro has developed a very conservative policy regarding
safety in reference to the lights and gates at Central Road. Unfortunately, nothing can be done to alleviate
gate closing with no train at Central.
Carol Tortorello, 223 S. Elmhurst, had a concern involving Radon Gas detection scams. Dave Strahl
stated that this industry is State regulated. Also, you can buy a testing kit and do your own testing.
David Schein, 512 Na Wa Ta, discussed FEMA's response to the recent storms in Florida.
Paula Shamie, 200 N. Kenilworth, discussed speeding issues on her block, and requested a "Children at
Play" sign to be posted. She would also like a lower speed sign posted. Trustee Wilks explained that
these issues must be discussed before the Safety Commission before signs may be posted. She needs to
request that this issue be placed on the Safety Commission agenda and she should attend the meeting.
Joanne Engstrom, 110 N. Kenilworth; Bob Fey, 200 N. Lee; Merle Beiterman, 1506 Willow and
Rur Lomrstorser (sic), no address, stated that they was just visiting.
Steve Polit, 601 N. Wilshire arrived for the meeting after adjournment.
As there was no more business to address, the meeting was adjourned at 11 :00 a.m.
