MAYORS REPORT 9/7/04 PROCLAMA TION "NA TIONAL PROSTA TE CANCER AWARENESS MONTH" WHEREAS, in the year 2004, the month of September has been declared National Prostate Cancer Awareness Month; and WHEREAS, in the year 2004, approximately 230, 110 men in the United States will learn that they have prostate cancer; and WHEREAS, across the nation, prostate cancer is the most commonly diagnosed non-skin cancer in men; and WHEREAS, one in six men in the nation are at risk of developing prostate cancer during their lifetimes, and approximately 29,900 men will lose their lives to this disease in 2004; and WHEREAS, it is known that about one third of prostate cancer occurs in men under the age of 65 during their prime work years, and at any age prostate cancer devastates families through loss of income, partnership and support; and WHEREAS, research suggests that men would reduce their risk of prostate cancer mortality if they followed recommended prostate cancer screening guidelines, including examination by a health care provider and increased awareness and use of early detection practices. NOw, THEREFORE, /, GeraldL. Parley, Mayor of the Village of Mount Prospect, do hereby proclaim the month of September 2004 as "NATIONAL PROST ATE CANCER AWARENESS MONTH" in the Village of Mount Prospect, and I urge all men in the Village of Mount Prospect to become aware of their own risks of prostate cancer, talk to their health care providers about prostate cancer, and whenever appropriate, get screened for the disease. FARLEY AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: SEPTEMBER 2, 2004 RETRO BISTRO RESTAURANT, 1746 WEST GOLF ROAD, CLASS S LIQUOR LICENSE CHANGE OF OWNERSHIP SUBJECT: On Tuesday, August 31, 2004, the Village Manager met with the prospective purchaser of Retro Bistro, Ms. Lorraine Barth regarding her request for a transfer of the existing Class S Liquor License currently in effect at Retro Bistro. The Class S designation provides for full service liquor both in a restaurant and lounge setting. Purchase of the business is contingent upon approval of the transfer. Ms. Barth has worked at Retro Bistro since its opening some 12 years ago in the capacity of Manager. She is purchasing the business from her father, the current License holder. Ms. Barth indicates there will be no changes made to the existing restaurant or menu. Hours of operation will also remain the same. There has never been a Liquor Code violation recorded for this establishment. The Village Manager discussed at length with Ms. Barth the Village's particular sensitivities to the sale of alcohol' to minors and over service to clearly intoxicated individuals. The Village Manager also indicated that the applicant is responsible for the actions of all employees and managers. Ms. Barth indicated she had read the Village's rules and regulations in this regard and understood all of the Village's requirements. The required application is complete and on file along with the payment of appropriate fees and other documentation. The applicant's fingerprints and background check are on file. If the Village Board considers this request favorably, a Motion recognizing a change in ownership for the existing Class S License would be appropriate. MEJ/rcc
