CALL TO ORDER
Mayor Farley, called the meebng to order at 7.37 p m Present at the meeting
were Trustees George CIowes, T~mothy Corcoran, R~chard Hendncks, M~chaele
Skowron and Irvana Wilks Trustee Paul Hoefert arrived at 8 24 p m Also
present were V~llage Manager Michael Janonis, Assistant V~llage Manager Dawd
Strahl, F~re Chief Edward Cavello, F,nanca D~rector Dawd Jepson, Assistant
F~nance D~rector Carol Widmer and F~nance Director designee Brian Caputo

Minutes of Apnl 23, 1996 Motion made by Trustee Corcoran and Seconded by
Trustee Skowron to accept the Minutes Minutes were approved unammously
III CITIZENS TO BE HEARD
Village Manager Janonis ~ntroduced F~nance D~rector designee Bnan Caputo to the
V~llage Board and the wew~ng audience and stated his first day would be June 17,
1996
IV. CARBON MONOXIDE DETECTOR DISCUSSION
Fire Chief Edward Cavello prowded a general overview of the previous d~scussmns
with the Board He had previously recommended a deferment of an Ordinance
which would require the detectors ~n all residential dwelhngs until the technology
~mproves He stated that h~s Department has worked very closely with the
Communlcabons D~ws~on ~n providing proper installation information to residents
through cable tv He also stated that he has worked very closely with the
manufacturers to ~mplement some changes ~n the dewces Among the changes
which have come on line s~nce October 1995 are a UL I~st~ng, a reset button and
~nstructmns which are more specific in terms of what to do m case the detector
sounds
He stated that although changes have been made and the standards are becoming
more consistent, issues sbll remain concerning the detectors Among the Issues
which remain are price, enforcement and accuracy of the device itself He would
recommend that any Ordinance requ~nng the installation of the detectors be
deferred at th~s bme He w~ll continue to momtor the developments of the dewces
and report back to the Board periodically
Consensus of the Village Board was to continue to monitor the technology of
carbon monoxide detectors and staff Is to periodically update the Village Board of
any changes in the industzy. Mr. Janonis stated the public relations effort will
continue and be specifically focused on the use of the detectors during the heating
season.
V. REVIEW OF FINANCIAL CONDITION
Finance Director David Jepson prowded a general overview of th~s topic to the
Village Board He stated that by way of a companson, ~f Mount Prospect were
compared to Chicago area corporations, Mount Prospect would be tn the top 200
He stated th~ngs have ~mpreved substantially s~nce 1992 and the financial pos~t~on
is much stronger based on the d~vers~flcat~on and expansion of the Revenue base
which the V~llage Board undertook at that t~me Projections for the future are
strong and the V~llage should be able to maintain ~ts financial pos~bon over the
long term The financial statements which were prowded m the packet are wrtually
a snapshot taken at one point ~n bme concermng the finan~al pos~t~on The Audit
~s currently ~n process and should be completed by the end of May He also
provided a general overview of the Balance Sheets and defined numerous terms
including Fund Balance He also prowded an overview of available Fund Balance
sheets which ~llustrate the ending point for fiscal year 1996 and the starting pom.t
for fiscal year 1997
One of the items which was d~scussed at a recent meeting with the Bond Rabng
company was the need to increase Fund Balance from two months to three
months Mr Jepson stated that Sales Tax revenues are on target so far th~s fiscal
year
Village Manager Janonis stated that this rewew reflects an effi=ent operation and
hwng w~thin spe=flc spending targets He stated the need for the Fund Balances
is to smooth out changes In economic cond~bons The Revenue sources which
are ubhzed by Mount Prospect are geared toward the community type and the
so=o-economic make-up of the commumty.

VI REVISED SOLICITATION REGULATIONS
Assistant Village Manager David Strahl provided a general overview of th~s topic
based on the previous d~scuss~ons with Village Board members and a Court Order
which was arnved at ~n March 1996 between Precision Home Dehvery and the
V~llage of Mount Prospect He stated the general focus of the Ordinance is to
regulate the delivery methods not necessanly the type of matenal which is
dehvered He stated the V~llage has received approximately 15 calls from
residents concerning the dehvery method of the Ch~cagoland Express The
proposed Ordinance is presented for d~scusslon and rews~on to Board members
to address the concerns which had been presented by the Board to staff at an
earher meeting
General comments by the Board members included the following ~tems
Concern was raised about d~stnbubon of Election-style material and material which
could be considered for the public good Some Board members voiced concerns
that the Ordinance as presented appears reasonable ~f the No Sohc~tors Inwted
language ~s deleted from the Ordinance itself
Village Manager Janonis stated that th~s Ordinance, as with many other
Ordinances, is considered a tool which ~s enforced on a cempla~nt-only bas~s and
th~s Ordinance rews~on ~s brought forth based on prewous concerns and hm~ted
ab~hty to follow-up on cemplalnts
Consensus of the Village Board wes to revise the Ordinance by deleting the No
Solicitors Invited language and bring back to a Village Board meeting for review
and possible approval.
VII. VILLAGE MANAGER'S REPORT
Village Manager Janonls prowded a general mvltabon to all c~t~zens concerning the
Public Works Open House scheduled for May 18
VIII. ANY OTHER BUSINESS
Trustee Clowes invited the pubhc to Youth Sports and More scheduled for May 19
at RecPlex from 1'30 p m unbl 4 00 p m
Trustee Wilks wanted to thank members of the Umted States A~r Force A~r
Refueling VVing at O'Hare for the recent tour and also voiced thanks to the V~llage
staff for the successful South S~de Clean-Up effort
Mayor Farley wanted to welcome Hacienda Restaurant which officially opens
today
