HomeMy WebLinkAbout08/12/2004 CRC minutes MINUTES COMMUNiTY RELATIONS COMMISSION 2ND Floor Conference Room, PubJic Safety Building Thursday, August 12,2004 7:00 p.m. The meeting of the Community Relations Commission (CRC) of the Village of Mount Prospect was held Thursday, August 12, 2004 in the Public Works Facility, 1700 West Centra! Road, Mount Prospect, Illinois, CALL TO ORDER Chairman Brennan called the meeting to order at 7:05 p.m. ROLL CALL Present: Commissioner Muench Commissioner Parikh Commissioner Tolbert Absent: Commissioner Schultz Also in attendance: Mike Jacobs Marisa Warneke Lisa Angell Deputy Community Development Director Neighborhood Planner staff liaison APPROVAL OF MINUTES A motion to approve the July 14, 2004 meeting minutes was moved and seconded. The minutes were unanimously approved as written. OLD BUSINESS " Affordable Housing Commissioner Parikh recommended discussion of the Commission's role in the area of affordable housing be brought to closure, Referring to the Commission's function as the recommending body for CDBG funds as well as Mayor Farley's comments at the July 14, 2004 meeting, Commissioner Parikh, thinks their role in this area has been defined, Chairman Brennan indicated he would like to continue discussing this issue but recommended further discussion be deferred until the October meeting, NEW BUSINESS .. Community Development Block Grant (CDBG) 2005 Funding Applications (prior to the meeting Commission members received copies of the individual grant applications, a summary report and preliminary budget recommendations from the Neighborhood Planner.) Community Development Deputy Director Mike Jacobs provided a brief of overview of the 2005 CDBG projected budget, he noted the expected $449,000 allocation is slightly lower than 2004 funding, Of that amount 15% is for programs/services to agencies. Neighborhood Planner Marisa Warneke outlined each of the funding applications including staff's funding recommendations, She also responded to questions from the Commission on the individual agencies, however, questions requiring a response from the funding applicant(s) were deferred until the September 2, 2004 meeting. Commission members who had made site visits to an agency(s) also provided input on those particular grant applications, At the completion Ms, Warneke's review of the CDBG applications, Mr. Jacobs distributed copies of the August 12, 2004 news release from the Illinois Housing Development Authority, The news release identified 49 Illinois communities that are required to comply with the Affordable Housing Planning and Appeal Act; municipalities with less than 10% of the housing stock affordable to working families, '.'.'.'.'."0'.'.'0'."'0'..'.'.'.".'.".'." Thanking the Commission for their time Ms. Warneke and Mr. Jacobs left the meeting. REPORTS Family Issues - No report Suburban Mosaic Book of the Year Chairman Brennan stated authors of the selected books have agreed to make appearances at local libraries, OTHER Chairman Brennan brought in a recent newspaper article about the newly constructed Hindu Temple in Bartlett At Chairman Brennan's request Commissioner Parikh provided some general background information on temples; there are three in this area, Wheeling, Itasca and Bartlett. Although he does not attend the temple in Bartlett Commissioner Parikh offered to arrange a tour if there was an interest to do so, The staff liaison mentioned the September 25, 2004 International Festival sponsored by the Chamber of Commerce. The event will be held at the Mount Prospect Rec-Plex from noon to 4:00 p,m, There will be several international food vendors, international dance performers and a business expo area. The staff liaison asked if the Commission would like to participate, A few Commissioners indicated they may be able to go, however, discussion on participation was deferred until the September. NEXT MEETING The September 2, 2004 meeting is the Public Hearing for the 2005 CDBG Budget; agency representatives will present their funding requests. The meeting wilJ begin at 7:00 p,m" in the Public Works Facility, 1700 West Central Road, Commissioner Muench indicated she will not be in attendance at the September 2,2004 meeting, Commissioner Parikh also indicated it is highly unlikely he will be at the September 2,2004 meeting; he will notify the staff liaison if he is able to attend.
