VILLAGE OF MOUNT PROSPECT
COFFEE WITH COUNCIL
SATURDAY, October 8, 2011
9:00 A.M.

The meeting convened at 9:00 a.m. Those present were Mayor Irvana Wilks and Trustee
Steven Polit. Representing the Village was the Village Manager Michael Janonis and Human
Services Director Nancy Morgan.

Mayor Wilks distributed and discussed a press release regarding Environmental Health and
Housing Division Major Project Report.
Betty and John Hanning & John and Donna Napoleon discussed Robin Lane flooding
issues. When it rains, the Hanning's back yard floods and their neighbors, the Napoleon's
basement floods. Trustee Polit said that the flooding situation in Mount Prospect has been
enhanced over the past decades by private property owners changing the topography of their
property. Mayor Wilks said that the Village hired an independent engineering contractor to
review the situation and give recommendations. A lively discussion took place involving the
situation, solutions and timelines.
Jerry Boldt, Jim Hoyer, Colin Alesse, Dorsey Cooch, and Jack Dizewiechi (flood victim),
discussed flooding at 304 N. School Street. Village Engineer Jeff Wulbecker has scoped the
system and found bad connections and blockage. Village Manager Janonis will discuss the
situation with Mr. Wulbecker and follow up with the attendees. Mr. Boldt reported that street
lights are out at Isabella and School and Owen and Isabella. ComEd has been notified.
Jan Kent reported that progress on the Lake Briarwood project is going well. Ms. Kent asked
about the Lynn Ct. annexation time line. Mr. Janonis said that by State statute, the Village
cannot use Toll Way right of way as a boundary for annexation. The Village is currently in
discussions with the Toll Way.
Carol Tortorello had nothing for the group.
Teri Markowitz said that the Lake Briarwood project is going great. She complemented the
Village for the fall decorations and she thanked all Village personal who were involved during
the recent storm response.
Barbara and Steve Van Arsdale asked for an update on the United Airlines property
annexation. Village Manager Janonis said that because Mount Prospect surrounds the
property, no other municipality can annex it. By State statue, the Village cannot forcibly annex
property more than 60 acres. The United Airlines property is 66 acres.
Louis Bowers complemented the Village for holding this meeting. He said that the sidewalk on
the north side of Kensington from Wheeling Rd going east is blocked by overgrown
brush /weeds. Village Manager Janonis said that he will follow up on this situation. Mr. Bowers
questioned the reasoning of his home's addressing. Village Manager Janonis said that
addressing is based on 911 grid response.
Tom Tesky had nothing for the group.
Jim Hoyer questioned the reasoning behind the tax increase /decrease process. Trustee Polit
lead a discussion about the tax assessment process.
