PROCLAMA TION
"SCHOOL'S OPEN - SAFETY WEEK"
AUGUST 22-28,2004
WHEREAS, children in the Village of Mount Prospect and all across the state and
nation are beginning a new school year; and
WHEREAS, students will be walking or biking to school in neighborhoods on
sidewalks and streets, approaching or waiting at school bus stops, and boarding or
exitingfrom buses; and
WHEREAS, while the school year is in session, it is extremely important jòr
Mount Prospect motorists to take extra precautions to drive carefully, and to
observe andfollow the rules of the road as they apply to school zones; and
WHEREAS, motorists can help protect children by being especially careful near
schools and in residential areas, being mindful of their speed, and observing traffic
control devices; and
WHEREAS, it is equally as important jòr motorists to respect school safety patrol
members as they perform their duties, and adhere to their instructions.
NOW, THEREFORE, I, Gerald L. Farley, Mayor of the Village of Mount Prospect
proclaim August 22-28, 2004 as
"SCHOOL'S OPEN - SAFETY WEEK"
in the Village of Mount Prospect and 1 encourage all motorists to make this a safe
year for all students throughout the Village of Mount Prospect and surrounding
communities.

BUFFALO WILD WINGS GRILL AND BAR, 301 EAST EUCliD AVENUE,
NEW CLAS S LIQUOR LICENSE

On Thursday, July 22, 2004, the Village Manager met with Mr. John Weiler, President and
Franchisee for Buffalo Wild Wings Grill and Bar at Randhurst Shopping Center, regarding his
request for the creation of a new Class S Liquor License. The Class S designation provides for
full service liquor both in a restaurant and lounge setting. Mr. Weiler has rights to own and
operate six Buffalo Wild Wings restaurants in this area. He currently operates three in
Algonquin, Skokie and Round Lake Beach. Mount Prospect would be a fourth location. The
restaurant would be newly constructed at Randhurst Shopping Center on the site of the former
theater building.
Mr. Weiler has extensive experience in the restaurant business dating back to the late '70s in
Ohio. It was noted on the License application that the operation in Algonquin was subject of a
charge of serving a minor in October of 2002, apparently as a result of a Police sting operation.
The Village Manager discussed at length with Mr. Weiler, the Village's particular sensitivity to
the sale of alcohol to minors and over-service to intoxicated individuals. The Manager also
indicated that Mr. Weiler was responsible for the actions of all employees and managers. He
indicated he had read the Village's rules and regulations in this regard and understood all of the
Village's requirements. Upon further questioning, Mr. Weiler indicated it is company policy that
all managers and servers complete a certified liquor servers' training course such as Basset
Mr. Weiler also assured the Village Manager that in light of the Algonquin location incident, he
had stepped up training at all of his locations.
The required application is complete and on file along with the payment of appropriate fees and
other documentation. Mr. Weiler has submitted to the required fingerprinting and background
checks. As soon as the Mount Prospect location manager is identified, same will also submit to
fingerprinting and background check. If the Village Board considers this request favorably, an
Ordinance creating a new Class S License would be appropriate.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS:
SECTiON ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class S Liquor Licenses by One (1) Buffalo Wild
Wings Grill and Bar, 301 East Euclid Avenue. Said list is as follows:
