SUBJECT:
PLANNING & ZONING COMMISSION
ARLENE JURACEK, CHAIRPERSON
MICHAEL BLUE, DEPUTY DIRECTOR OF COMMUNITY DEVELOPMENT
FEBRUARY 7, 2002
DISCUSSION OF BOARD ROLES AND RESPONSBILITIES
The purpose of our February 14, 2002 meeting will be to discuss roles and responsibilities for the newly created
Planning and Zoning Commission. It will allow all members to become familiar with responsibilities that are new
to them and revisit those with which they are familiar. Zoning tasks ~vill be well-known to most of the
Commission given that a majority of the group were on the ZBA. Similarly, the long range planning activities
will be a good fit for the former ZBA members since they set the policies relevant to cases considered by the
Board.
The organizing tool for our meeting will be the ordinance that established the Planning and Zoning Commission
(attached). It lists the group's structure, operations, and areas of jurisdiction. Through this discussion we can
work form a common position regarding the Commission's duties, identify areas that require further clarification,
and perhaps choose topics for future workshops and/or training sessions.
At the meeting we will also have a presentation from the Engineering Division about upcoming changes to the
Village's Development Code. The Development Code, which actually encompasses a number of Village Code
Chapters, regulates procedures and requ/rements for subdivisions, the extent of public and site improvements
required for a construction project, and standards for installing those improvements. The code has been reviewed
by all Village Divisions involved in the development process to ensure a thorough analysis. The proposed
changes are intended to make the code easier to use and more in keeping with current development practices - see
the attached memo from Chuck Lindelof.
Feel free to contact me if you have any questions prior to the meeting.
