Clowes III CITIZENS TO BE HEARD .~ , .. .., None ~ ~ ~ ~ ~ -~ IV WELLFR CREEK BANK STABILIZATION PROJECT-FINAL REPORT Public Works Director Glen Andler prowded a general overview of the Report and a historical background regarding flood control projects funded by the Village of ~'" Mount Prospect He stated that m 1990, the Vdlage Board earmarked $23 mdhon ' for flood control which focused pnmanly on sewer back-up w~thln res~dencas To date, approximately $12 mdhon has been spent for the flood control program and the pnonbzatmn estabhshed by the Village Board at the time of the m~t~al funding approval commits funds through the year 2001 An Ad Hoc Committee was formed based on the concerns of residents to study the problem and assist the consultant in estabhshmg a solubon to address the concerns The Village contracted w~th RUST Enwronmental and Infrastructure to prepare the report for the Village Board's cons~derabon thru evening RUST Project Engineer Melcy Pond prowded a summary d~scusslon of the report She summanzed the tasks of the consultant and the Ad Hoc Committee She also ~'stated that many of the hydrauhc calculabons used to determined the recommended solubon ~s based on a,100-year flood level She also stated that the group walked the enbre Cre'ek~ bed to gauge the erosion from the bottom up and based on the findings.of what ex~sts'today~RUST deaded ~t was most effective to break the Creek bed into four areas for specific study She stated of the four areas, the Pnonty One section should be considered Reach A which is Route 83 to School Street, Pnonty Two would be Reach D which ~s Central Road to Lincoln Street, Pnonty Three would be Reach C which is L~ncoln Street to See- Gwun Avenue and Reach B would be the Fourth Pnonty ~vh~ch includes See-Gwun Avenue to Elmhurst Road Th~ propo~sed s0!ut~on for R~each A ir{~ludes a mono-slab installation ~n the Creek . bottom in add~bon to ajax concrete dewces installed on the Creek banks along with introduction of vegetabon She also stated that the Ma~n Street bridge retaining wall must be replaced along with the bndge 'Tree r~moval will be required ~n each area ~n order to prowde the ~necessary sunhght for vegetabon The number of trees which would be removed depends on the type of tree, the stability of the tree and the location of the tree relative to the contemplated ~mprov~ments', She also stated that the sewer flow could rise from 400 CFS to 1200 CFS which is comparable to the~ 100-year'flood level dale to"d~schar[~e from Arhngton Heights The proposed resolution for Reach A has~a projected cost of $2 7 million which ~ncludes approximately $500,000 for',bndge replacement The Village has prewously apphed for IFPA loans but the compebtmn for th~s funding is extremely fierce and the hkehhood of fu'nd~6g a~s~stance may be remote Other funding assistance ~ncludes a Speaal Serv~ca Area or a Special Assessment Area for ~und~ng or the possibility of the ubhzat~on of the Weller Creek Drainage D~stnct Gra?e ~DeVito, Chairperson of the Ad Hoc Committee, 701 South Mai~, spoke She ~ntroduced each member of the*Committee to~ the Village Board and read a *~tatem~nt from'the Committee to the V~llage Board "Among the comments the Committee exp~'essed ~as their grabtude to the Village, Pubhc Works and RUST for an extensive study of the Creek ~nd its ~mphcabons to surrounding residents .~The Committee ~tself supports the RUST recommendabons but has a number of 6once'ns which 'they would hke to h~ghhght ~Among ~the concerns is the sewage flow from Arlington Heights and the surge which is caused by Arhngton Heights' d~scharge ~nto the Creek There ~s also a concern about restonng the platted center hne ~n the Creek ~nstead of the existing ~ center hne and the estabhshment of a regular maintenance program prior to ~mplementmg the proposed improvements and even consider putting in access ramps as necessary' 'The Committee su[~gests a 2-3 year schedule for maintenance once the improvements have been completed The Committee ~s not supportive of a Special Service Area because there is additional ~mpact besides just these residents who hve along the Creek itself She stated that the V~llage has had respons~blhty since 1972 and the cost should be spread over a broader group than just the ~mmed~ate home owners .~.A poss~b~hty ~would be an assessment to the Drainage D~stnct persons George I(ies, 202 East Hlawa~a, spoke. ~ He ~s pleased w~th the V~llage's recogmt~on of the problem and understands that tree removal ~s dependent upon what exists at each ~ndlwdual property General comments by the Wllage Board included the following ~tems Some concern was voiced about the vegetation placement and ach~ewng cooperation w~th residents along the Creek ~ Some V~ilage Board members also stated that there may be a need to rewslt their pnont~es which had previously been established concerning the sewage problems There was also some discussion : as to Arhngton Heights' nght to d~scharge into the Creek and a definition of what ~s a reasonable d~scharge level · ~ Village Manager Michael Janonis responded to the d~scharge question by stating that a se~parate review may take place to address the d~scharge problem and to determine the appropnate level of d~scharge Such a rewew may require additional eng~neenng studies Additional comments from the Board members included definition, of the boundaries of the Weller Creek Drainage D~stnct, also, the current maintenance · pohcy of the Public Works Department concerning the Creek ~There was also · some d~scuss~on as to the t~m~ng and the proposed cost estimates for resolution Some Board members also asked for background as to what caused the Creek to come to th~s point compared to what ~t looked like before the urbamzatlon of the area took place 3 "Melcy~ Pond r~sponded to a'humber, of the questions raised by Village Board ('~ rmembers~ She stated that much of the flow which comes from Arhngton Heights ~nto the Creek ~s flow which has been redirected from residenbal basements w~th~n ,: Arhn~ton Heights -She also stated that based upon her review of the ~nformabon ~at th~s bme, A_rl}.ngton Heights met all the necessary not~ce requirements for the appropriate permit m order to provide flow ,nto the Creek Village Manager Ja~ nonis stated that even though Arhngton Heights had met all the necessary Permit requirements; the residents along ~the Creek had not been ;~n~3bfied by Arhngton Heights as to what their mtenbons were pnmanly because it ~'as not a requirement of the Permit 'There may be a need to address the Permit nobficabon procedures w~th Arhngton Heights and the necessary State authonbes Maureen Majerus, 205 East Berkshire, spoke She stated that the storm surge flow is not w~th the Creek, ~t is due to the structures filhng and then surging into the Creek Grace DeVito asked why Arhngton Heights conbnues to put in combined sewers when the Village of Mount Prospect has d~scontlnued the practice She also stated that her property has been used as an example of what the bank might look hk6 when the trees are removed and inwted all Creek side bed up, they will not be concerned about protecting the trees once they see the condition of many of the trees He also wanted to know what happens to residents' improyeme~nts which they may have undertaken on their Ermla Garofalo, 109 West Berkshire, spoke She requested that the Village tell each and every resident what exactly will be done to the property and notify them before hand .' ~. ,~,~ r-. ..... ~,,~ ~,~. , Public Works Director Glen Andler responded to a number of these r~sldents' ,qu~'sbons by stating that a review of the ex~stmg ~mprovements will be done in order to determine what ind~v~dual ~mprovements may remain as part of the ~mprovements He also stated that at the design phase of the project, residents will receive ~nformatlon concerning what ~s contemplated for their property "~*Denr~is Sa~iano,*210 East Hiawatha, spoke ~ He asked the Board about funding relative to the Creek improvements ~He stated he recalled when the d~scusslon about flood control funding was ongmally d~scussed that Weller Creek was a component of that d~scussmn and asked whether money had already been set aside for s~uch ~mprovements Village Manager Janonis responded to the quesbon by stabng that Weller Creek improvements were ongmally ~n the study but not part of the priority of projects and not supp(~rtive of the residents at that bme '~ Village Manager Janonis summarized the d~scuss~on as follows He stated that ~t may be necessary to rewew funding pnonty ~n an effort to address the critical needs (~f the Creek ~ He also felt that a detailed rewew of the flow generated by Arhngton Heights should take place He also stated that all available Grants w~ll be rewewed as a possible funding source He stated that unfortunately at th~s point, there ~s not funding capacity available to fund the enbre project unbl after 2006, however, every effort w~ll be undertaken by staff to determine available fund~hg*and even address bridge improvements ~f possible He w~ll report back to the Village Board w~th additional mformatmn as ~t becomes available concerning possible funding options for the~ V~llag~ Board to consider, ~ Mayor Farley requested that the Ad Hoc Committee remain ,n place as a conduit to ~nform~ng residents along the Creek bed ~tself REVIEW OF MOUNT PROSPECT ROAD RESURFACING AND ,~ '* RECONSTRUCTION PROGRAM ~ ~ ~' ' r [~ ~ ' Village Engineer Jeff' Wulbecker provided a general overview of the status of various Village streets He also provided a definition of maintenance and repair ~ ~means which ~s undertaken on vanous streets He also provided an overview as to the types of streets and the necessary work to protect the V~llage ~nvestment He stated there ~s a need to resurface approximately $6 m~lhon worth of streets and to reconstruct $11 m~lhon worth of streets He stated the $5 m~lhon was spent ~n 199,{ to reduce th~ backlog but there still ss a backlog which remains The northeast part of town has the most number of streets in need to reconstruction because of a PAS base These streets were ong~nally constructed ~n Cook County in the °60s using an ~nnovaflve base at that bme However, h~story has taught us that the base ~s unstable He also prowde~l an overview of the funding options 5 ,,'; 1 ~ ~' ~Current level funding - $1 3 m~lhon a year.'-Approx~mately $800,000 is for ,, t ,, resun~acmg and $400,000 for current funding to reduce the backlog and then go back to the current allotment w~th a httle ~ over $1 m~lhon after the backlog has been reduced Village Manager Janonis stated that th~s summary th~s evening ts primarily to update the Board as to the needs concerning street resurfac~ng and reconstruction ~and he is not looking for d~rect~on or a decision from !he Board tonight r. egard~ng th~s General comments by the Village Board members ~nclude~l t~e"follow~ng items A d~scuss~on about what makes up a PAS street and why it fa~led There was also some d~scuss~on concerning the $1 3 mllhon allotted may not be keepl g up with inflationary trends relative to street reconstruction and resurfa?ng ,There was also some discussion concerning what other towns spend for reconstruction and resurfacmg ~n comparison w~th Mount Prospect There was 'also ~ request for a breakdown of all Gas Taxes_~per ga. ll~on of gas and whether there exists an opportunity for additional revenues generated from., exlsbng Taxes ~for reconstrucbon There was also 'r~scus~sIon concermng the add~bonal traffic on Counc4 Trail with the new bons Park School and to determine the possible ~mpact of th~s add~bonal traffic on the street itself There was also some d~scuss~on as to ~'what necessitates a change ~n status,~of,a street,~from resurfa=ng to a reconstruction area ~And, a d~scussmn as to P. VILLAGE MANAGER'S REPORT Village Manager Janonis stated that the new Finance D~rector Brian Caputo ~s now engaged in full-t~me employment with the V~llage He also stated that Da~ly Herald reporter Larry Smith w~ll be mowng to another beat ~n the near future Shuttle buses w~ll be busing people from remote parking lots on the evenings of July 4 II. ANY OTHER BUSINESS Trustee Corcoran stated that he recently attended a Monsanto Corporation Outreach Semtnar and was quite thankful to the ~nwtatmn in order to participate He stated the top~cs covered included community adwsory panels and would suggest such a use ~n Mount Prospect He sa~d the general focus of the d~scuss~on was for local emergency planning councils and the 1990 Clean Air Act as to evacuation projections and emergency preparedness However, he thought there would be some benefit possible to the V~llage by undertaking a possible Advisory panel Trustee Wilks wanted to thank Mount Prospect Pohce Officer Joseph Morel for h~s award by the Alliance Against Intoxicated Motorists VIII.
