MINUTES COFFEE WITH COUNCIL Saturday, July 10,2004 09:00 a.m. 2nd Floor Conference Room, Village Hail Meeting convened at 9:00 AM. Those present: Mayor Farley, Trustee Irvana Wilks, Trustee Paul Hoefert, Assistant Village Manager Dave Strahl, and Fire Chief Mike Figolah. Residents in Attendance: Margaret Lannen Carol Tortorello Kevin Bolger Patti Walpole Jean Shrzynski Katy Hansen Matt Knowles 999 North Elmhurst Road, Randhurst 223 South Elmhurst Ave. 510 North Prospect Manor 206 South George Street 100 North Elmhurst Avenue 103 North Eastwood 210 South George Street Kevin Bolger commented on his recent experience with a building renovation. Mr. Bolger was critical of the inspection process- He commented on the difficulty he had getting information from the counter people and the inconsistent input from the inspectors. Different inspectors would bring new issues as the building process progressed. Additionally, inspectors were commenting on issues that were not even part of the current project. At his final inspection new issues were raised by inspectors that hadn't been raised until the end. Mr. Bolger recommended the following: 1) use the same inspector for all inspections 2) inspectors should review the previous inspection records prior to appearing on inspection site 3) get inspectors up to date on current codes 3) keep inspection focused on what should be inspected. Mayor Farley and the present Trustees told Mr. Bolger that they are concerned if issues are being left for the 2nd and subsequent inspections. They wi!! have staff follow-up. Patti Walpole raised the concern of too many rabbits in the neighborhood and requested a remedy or suggestion to reduce the damage these rabbits are causing to her landscape. While she has tried rocks and fences, these have failed as deterrents. She questioned the legality of trapping the rabbits as she was told that she could be fined. Though no one present was aware of a trapping ordinance, it may exist Trustee Hoefert explained the most likely problem with a trap is what you do with the critter once trapped? You cannot release it in the Forest Preserve. Mayor Farley requested that Sandy Clark be consulted on this issue with a possible solution to the rapidly increasing rabbit population and the subsequent damage to the landscape. Margaret Lannen also echoed the concern of the previous resident regarding inconsistent inspections. She recently learned of a problem with one of her tenant spaces at the final inspection. Ms. Lannen informed those present of the tremendous progress at Randhurst. She spoke about the continued progress of Costco despite some recent rain dates. The walls are up, the structure steel up, and sprinkler piping is being installed. Buffalo Wild Wings plans have been submitted with a possible opening in November. There continues to be discussions with other potential tenants, but nothing official to report. Carol Tortorello questioned Mr. Strahl about having MPTV video the inside of the new village haH and play it on cable. Mr. Strahl stated that he just purchased software to develop a virtual tour of the new hall. Once the furniture is in place he will video the inside and create the virtual tour. Jean Shrzynski and neighbor Katy Hansen complained about their neighbor that continues to operate an automotive business out of the residence next door. They circulated a picture of a blue tarp hung in front of the neighbors' garage presumably to hide the actions taking place in the garage. This is an ongoing issue that she feels the Village is not doing enough to help the situation. Mr. Strahl asked her if she has called the police and she stated that she has not and will not because of fear of retaliation. Mr. Strahl and Board members expressed their concern that we cannot help her if she is unwilling to call the police. Ms. Hansen explained that there is a cloud of paint that is exhausted through the roof of the garage. Chief Figolah stated that painting a car in a garage without a spray booth is a fire hazard and can be shut down immediately provided the fire department is called and witness this activity. Chief Figolah told her that she needed to can 911 for the fire department if that condition exists. The Chief told her to let the firefighters know that she has talked to him about this issue and that they should call him with any follow up. Trustee Wilks shared a Florida newspaper artide that highlighted a new scam that deals with gas credit cards.
