SUBJ: ACCEPT PROPOSAL TO REMODEL MEN'S WASHROOM AT POLICE &
FIRE HEADQUARTERS BUILDING ($64,988)
Background
In the current budget, staff has requested funds to remodel the men's washroom at the Police
and Fire Headquarters Building (112 East Northwest Highway). This facility is situated adjacent
to the men's locker room and is routinely utilized by most uniformed police department
personnel. Three shifts of officers utilize the facility daily. It has seen a high volume of traffic
and has been in continuous use, 24 hours per day, 7 days per week, since the building was
completed in 1994.
Due to this high volume of use, most of the fixtures and amenities in the room are exhibiting
significant wear. Additionally, staff has identified a need to reconfigure the shower facilities,
replace the ventilation system, install a deep- bottom wash sink, replace lighting, and reorganize
electrical outlets. For your reference, a more comprehensive scope of proposed work is
included as Attachment A.
Due to the relatively straight - forward nature of the proposed work, and in an effort to minimize
costs, staff recommends by- passing the traditional design- bid -build approach to projects of this
nature. Instead, staff has taken the liberty of asking two qualified construction contractors with
recent experience performing this type of work in Village buildings to provide not -to- exceed fees
for the work. To assure effective communication, and fees based on comparable materials,
fixtures, and performance expectations, staff met on -site with each contractor.
The contractors invited to participate in this process were Leopardo Companies, Inc. of Elgin,
Illinois and Nicholas & Associates, Inc. of Mount Prospect, Illinois. Leopardo recently completed
the successful construction of Fire Station 14 as well as the Public Works Expansion Projects.
Nicholas & Associates performed a comprehensive remodeling of Fire Station 12 several years
ago. It is the opinion of staff that both are well qualified to perform the requisite work.

Discussion
The lowest cost proposal was submitted by Nicholas & Associates, Inc. of Mount Prospect,
Illinois. As noted previously, it is the opinion of staff that Nicholas & Associates is well - qualified
to perform the work. Additionally, we believe it is reasonable to expect the work will be
completed successfully at the fee proposed.
Staff recommends including a 10% contingency fee in the award for this project. This
contingency would be reserved for solutions to unanticipated conflicts that arise during the
demolition or construction processes. In this instance, the total recommended award would be
$65,000 ($59,080 (fee) + $5,908 (10% contingency) = $64,988 (recommended total award)).
Recommendation
Staff recommends accepting the lowest cost proposal to remodel the police department men's
washroom at a cost not to exceed $64,988. Sufficient funds for this proposed project exist in
the current budget.
