SUBJ: PROFESSIONAL SERVICES AGREEMENT FOR ENGINEERING
ASSISTANCE WITH SANITARY SEWER REPAIRS IN BASIN 37-
LAKE BRIARWOOD SUBDIVISION ($67,000)
BACKGROUND
In response to resident complaints in the Lake Briarwood (Basin 37) area about basement
backups and grease blockages, Public Works retained the professional services of Baxter &
Woodman, Consulting Engineers of Crystal Lake, Illinois to perform a Sanitary Sewer
Evaluation Study (SSES) and to prepare engineering plans and specifications for rehabilitation
work on Village -owned sewer facilities that service the area. The overall repair effort is
comprised of both public and private sewer repairs with the public repairs split into two (2)
phases. As part of the bid, there is an option to bid both phases together as one project and
Baxter & Woodman has estimated that there is a potential for savings for the Village in this
present economy.
DISCUSSION
Staff reviewed the needed work to determine whether there was an opportunity to receive
multiple proposals from area firms to provide construction engineering assistance to the Village
during the recommended improvements. Baxter & Woodman is familiar with the Village's
sanitary sewer system in that they have several years experience working with village staff and
residents in evaluating our sanitary sewers. In addition, Baxter & Woodman has intimate
knowledge of this particular basin in that they performed the sanitary sewer evaluation study,
attended the various Board and resident meetings to hear the concerns of the neighborhood,
and they have also prepared the plans and specifications for the improvements being pursued.
Staff asked Baxter & Woodman to prepare a proposal for professional engineering services to
provide specified construction engineering services for the Basin 37 Lake Briarwood Sanitary
Sewer Improvements. Baxter & Woodman initially proposed a total fee of $71,500.00 to assist
for Phase 1 and Phase 2 of the project. Staff went back to Baxter & Woodman and asked if
there were any cost savings opportunities available. Baxter & Woodman offered a savings if the
Village combined the two engineering assistance agreements into one agreement. The Village
will save $4,500 by combining this work. Typically, total fees of 8 to 10% for engineering
assistance and construction monitoring are expected. The total fee of $67,000 being proposed
is 8.4 % of the actual bid award for the complete project.
Due to their exemplary performance record on Village projects, and intimate knowledge of the
Lake Briarwood sanitary sewer system, it is the opinion of staff that the best interests of the

Village would be served by retaining Baxter & Woodman to provide specified construction
engineering services for the Basin 37 Lake Briarwood Sanitary Sewer Improvements Phase I
and II.
RECOMMENDATION
I recommend that the Village Board authorize a professional engineering services agreement
with Baxter & Woodman, Consulting Engineers of Crystal Lake, Illinois for specified construction
engineering services associated with the Basin 37 Lake Briarwood Sanitary Sewer
Improvements Phase I and II in an amount not to exceed $67,000. Sufficient funds for this
proposed agreement exist in the current budget. Funding for this proposed contract will come
from the water and sewer enterprise fund.
