SUBJ: BID RESULTS FOR 2011 CDBG PROJECT — BASIN 37 SANITARY SEWER
REPAIRS, LAKE BRIARWOOD SUBDIVISION ($797,285.00)
BACKGROUND
In response to resident complaints in the Lake Briarwood (Basin 37) area about basement
backups and grease blockages, Public Works retained the professional services of Baxter &
Woodman Consulting Engineers of Crystal Lake, Illinois to perform a Sanitary Sewer Evaluation
Study (SSES) and to prepare engineering plans and specifications for rehabilitation work on
Village -owned sewer facilities that service the area. The overall repair effort is comprised of
both public and private sewer repairs with the public repairs split into two (2) Phases. As part of
the bid, there is an option to bid both phases together as one project and Baxter & Woodman
has estimated that there is a potential for savings for the Village in this present economy.
The following repairs of the existing public portion of sanitary sewer system were included in the
bid:
Phase 1
a. Replace approximately 720 feet of sewer near the north ends of Briarwood Drive East
and West
b. Replace approximately 940 feet of sewer generally located along Lynn Court
Rehabilitate approximately 790 feet of sewer along Briarwood Drive East using cured -in-
place pipe (CIPP) to eliminate pipe defects
Revised Cost Estimate for Phase 1 - $689,000
Phase 2
Replace approximately 900 feet of sewer along Briarwood Drive East
Revised Cost Estimate for Phase 2 - $185,000
TOTAL ENGINEER'S COST ESTIMATE PHASE 1 & 2 - $874,000
ENGINEER'S COMBINED PROJECT ESTIMATE (including discount) $851,000
To assist with funding the project, Public Works obtained a $60,000 grant under the Community
Development Block Grant program. The use of the federal grant will require the contractor to
adhere to the federal program reporting rules and requirements.
Additional funds necessary to facilitate completion of both phases (Phase I and Phase II) as a
single project were made available by amending the 2011 budget to include unexpended sewer
improvement funds from the 2010 budget.

Baxter & Woodman prepared the plans and specifications for the repairs to the public portion of
the sanitary sewer system within Basin 37 which is comprised mostly of the Lake Briarwood
Subdivision and multi - family developments to the north and east of the Briarwood area. The bid
requested that each contractor provide pricing for each of the two separate phases and also, a
combined price for all of the work.
BID RESULTS
Prior to the bid opening, five (5) bids were distributed to area contractors experienced in sewer
construction. In addition, public notice was posted in a local newspaper as required. A total of
ten (10) bidders picked up plans and specifications for the project. Sealed bids were received
until 1:00 p.m. on Monday, April 25, 2011 at which time they were opened and read aloud. Five
(5) bids were received. The bid results are as follows:

DISCUSSION
Staff has evaluated all bids and determined that all bids received are responsive to the request.
All bidders submitted the required bid bonds and appropriate references. The apparent low
bidder for the proposed 2011 CDBG — Basin 37 Sanitary Sewer repairs is Swallow Construction
of Downer's Grove, Illinois. They have met all the bid requirements and submitted the required
bid bond. Swallow Construction has not worked for the Village in the past. Area references
were contacted and all had good remarks for the company. The engineer estimated that the
cost of the repairs for both phases of the project is $851,000.
Since three (3) of the five (5) bids received were lower than the engineer's estimate for the
complete project, and the fact that sufficient funding is available in the current budget, staff and
the engineer are recommending that the Board award the entire project as one combined
project. Completing the recommended work as a single project will facilitate full realization of
the improvements and minimize disruption and inconvenience for the impacted neighborhood.

Staff recommends the inclusion of a contingency in the award for this proposed contract due to
the fact that the bid quantities are estimates and actual field measurements will vary. In this
instance, staff is recommending a 10% contingency to the contract award in the amount of
$72,480.50. The total recommended award would be $797,285.00 ($724,804.50 for the base
award plus a contingency of $72,480.50).
RECOMMENDATION
I recommend awarding a contract for the 2011 CDBG PROJECT — BASIN 37 SANITARY
SEWER REPAIRS, LAKE BRIARWOOD SUBDIVISION to Swallow Construction of Downer's
Grove, Illinois in an amount not to exceed $797,285.00. Sufficient funds for this proposed
contract exist in the current budget. Funding for this proposed project will come from the water
and sewer enterprise fund.
