BACKGROUND
On August 19, 2010 the reservoir roof
collapsed at our Station 16 Reservoir
and Booster Station located on West

Algonquin. Repairs have since been
made to the tank and roof and the

tank is ready for paint. The tank was

last painted in late 2001. The roof
repair left the new roof in a shop
primed condition and the existing
sidewall paint was marred as the roof
rafters collapsed inward. There
appears to be no structural damage to
the tank sidewalls except where the
roof rafters peeled away from the
welds. Our engineering consultant,
Tank Industry Consultants, Inc. (TIC)
prepared the plans and specifications for the
cleaning and painting of the tank. The
painting project will include the cleaning and
overcoating of the exterior, complete
sandblasting and painting of the interior and
painting of the new roof, inside and out.
The exterior color scheme will remain the same
(TNEMEC Desert Sand).
After the tank is painted, new cathodic protection netting which, was destroyed in the
collapse, must be re- installed by the cathodic protection system supplier, CorrPro. At
that time, the tank will be disinfected, sampled and placed back into service. The tank
is planned to be back in service by end of June 2011.

BID RESULTS
Bids were received by the Village on April 25 2011, opened and read aloud. The bid
was published in a local newspaper as required. Fifteen (15) firms obtained the bid
documents with eleven (11) firms responding with bids.

DISCUSSION
These proposals were then reviewed by the Village and TIC to ensure that the
proposals met the specifications. All bidders submitted the appropriate bonds or surety
along with project references. Since the three (3) low bidders have not worked with the
Village in the past, TIC performed a check of each firm's references. Based on the
consultant's review, TIC concludes that the firm of Eagle Painting and Maintenance of
Lansing, Illinois appears to be sufficiently experienced, qualified and responsive to the
bid and able to perform the painting of Tank 16. Eagle Painting was awarded the Illinois
Department of Transportation's 2003 "Contractor of the Year" for the rehabilitation of the
Cedar Street Bridge in Peoria, Illinois, which was an unusual honor for an industrial
painting contractor. Eagle Painting has performed many large commercial and
industrial jobs in the metro Chicago area including painting of the exterior of the unique
red - colored CNA Center.

The engineer's estimate for the painting is in the range of $430,000 to $480,000.
Staff is recommending that the award include a contingency of $25,990 (10 %) to
provide for any unforeseen repairs that may be needed after the existing paint is
removed and the bare metal of the tank walls is exposed.
RECOMMENDATION
I recommend that the Village Board accept the proposal for the Cleaning and Painting of
Reservoir 16 to the lowest, responsible contractor, Eagle Painting and Maintenance of
Lansing, Illinois in an amount not to exceed $285,890 (the base bid of $259,900 plus
the 10% contingency of $25,990 for a total bid award of $285,890). Sufficient funds are
in the Water & Sewer Fund for this award.
