INTEROFFICE MEMORANDUM
TO: VILLAGE MANAGER MICHAEL E. JANONIS
FROM: FIRE CHIEF
DATE: SEPTEMBER 9, 2011
SUBJECT: VILLAGE CODE UPDATE —EMERGENCY MANAGEMENT AGENCY
On January 1, 2002 the Illinois General Assembly passed the Illinois Emergency
Management Agency Act (20 ILCS 3305), which authorized the creation of emergency
management programs within "political subdivisions" of the state. In response to this act,
the Village established the Mount Prospect Emergency Management Agency (EMA), which
replaced the former Department of Emergency Services and Disaster (ESDA) that was
disbanded some years ago.
When these changes occurred, the Village Code was not updated to reflect current
operations. Chapters 4 and 22 of the Village Code, therefore, still reference the former
Department of Emergency Services and Disaster. To ensure that the Village code
accurately reflects the Village's operations, the Fire Department is looking to update these
code sections by replacing the Department of Emergency Services and Disaster with the
current Emergency Management Agency. All of the proposed changes are indicated on
the attached red -lined version of the code.
Please let me know if you have any additional questions regarding these proposed
changes.

VILLAGE MANAGER MICHAEL E. JANONIS '
VEHICLE/EQUIPMENT MAINTENANCE SUPERINTENDENT
SEPTEMBER 13, 2011
SURPLUS VEHICLES/EQUIPMENT SOLD THROUGH THI
NORTHWEST MUNICIPAL CONFERENCE AUCTION OR
ON -LINE AUCTION
We have received and placed into service various new vehicles and equipment and need to sell our old
surplus vehicles and equipment that are no longer needed. I have attached an ordinance that allows us to
sell our surplus items using one of the following two (2) optional ways: Live public auction or GovDeals
Internet auction. We will utilize the disposal option to be in the best interest of the Village for each item.
As you are aware, each year the Northwest Municipal Conference hosts live vehicle auctions in the spring
and fall. This year the Village of Wheeling will be hosting the fall auction on October 15, 2011, at their
Public Works Facility, located at 77 W. Hintz Road. Registration and vehicle /equipment inspection will
begin at 8:00 a.m., with the live auction set to begin at 10:00 a.m. There is a 5% administration fee
charged to the member communities and the buyer will pay a 10% administrative fee.
GovDeals Internet auction has provided another way to maximize our revenue stream from our surplus
property that is no longer needed. We can utilize this method at any time and allows us a cost effective
alternative to sell our surplus property nationwide. The total administrative fee for utilizing this service is
7.5% of the final sales price, which we have the option to recover this cost from the buyer.
The Village will have nine (9) cars, three (3) trucks, five (5) pieces of equipment and various old light
bars that have been replaced or removed from the fleet and are available for the above - mentioned
auctions.
Attached is an ordinance declaring the seventeen (17) retired vehicles /equipment surplus. With your
concurrence, I would like to present this ordinance to the Mayor and Board of Trustees for their
consideration at the September 20, 2011 Village Board Meeting.
