FIGOlAH, FIRE CHIEF DATE: JULY 12, 2004 SUBJECT: BID RECOMMENDATION a THERMAL IMAGING CAMERAS The Fire Department has developed specifications and received bids to purchase three (3) thermal imaging cameras. The three new cameras will replace one camera currently owned by the Department This purchase will provide the Fire Department with a thermal imaging camera in each of the three fire station response areas in the Village. The current camera is located on Squad 13, which is located in the downtown station. Please see attached memo for further background information. GENERAL BID INFORMATION On June 28, 2004 at 11 :00 AM, sealed bids were received for the purchase of three (3) thermal imaging cameras. The sealed bids were publicly opened and read aloud, There were a total of six (6) bids mailed out to thermal imaging camera distributors. SUMMARY OF BIDS RECEIVED A total of four (4) bids were received for the purchase of three (3) thermal imaging cameras: BIDDER BID PRICE $27,957.00 Air One Equipment, Inc. Equipment Management Co. $29,550.00* $36,740.00 MGS Marketing Environmental Safety Group $39,400.00 *Equipment Management Company did not meet our bid specification. This price includes training for ail 3 shifts, a 3-year warranty, and three truck mounted charging units. BUDGET AUTHORIZATION Funding for the three cameras is provided in the 2004 Budget book in the Capital Improvement Section on page 296 (2005 GIP). The account number is 5107701- 670022. That camera has served the Department well, but needs to replaced due to obsolescent technology and the inability to obtain repair parts. Th Fire Department identified the need to purchase 3 new thermal imaging cameras n the CIP budget. Due to budget shortfalls, this purchase was pushed back u 'L,... 2005. I am requesting your consideration to allow the purchase of 3 new cameras immediately. TO: FROM: DATE: SUBJECT: THERMAL IMAGING CAMERA Recently, the original thermal imaging camera broke and repair parts were only available because an old out of service unit was found at one of the vendors. While we have the repaired unit in operation, I am concerned that any other malfunction will leave us without a thermal imaging camera. This tool has become an absolute necessity in our response to incidents. I recommend replacing one unit with three. Currently, the unit is carried on the squad because it is centrally-located in the Village. The reason I recommend purchasing three units is to provide a camera in each of the three response districts. The firefighters responding to fire incidents need to have a thermal imaging camera immediately available on the initial response and not have to wait until the squad arrives from another district. I also recommend purchasing all three units at one time for consistency. The attached Thermal Imaging Camera Survey iHustrates the number of cameras that each area fire department had in 1998 when we received our first unit, and the current numbers in 2004. As you can see, the trend to provide these devices in each fire station is universal. While I understand the reality of difficult economic times, recent events may help bridge the gap. This year's CIP Budget authorized $70,000 for the purchase of a vehicle exhaust system at Fire Station #13. We were successful in obtaining $46,734 in federal grant funds toward this project. Additionally, we are able to defer the replacement of vehicle #549 from 2004 until 2005 because the vehicle has low mileage and is still in good mechanical condition. There is $27,000 budgeted to purchase three thermal imaging cameras on page 296 of the 2004 budget book in account #5107701-670022. Over the last year technology has been dramatically enhanced in these devices, but unfortunately the cost has escalated as well. Our original $27,000 is not adequate to purchase 3 cameras. We would need to establish a specification and go to a competitive bid process, with your approval. I anticipate the cost to be approximately $40,000. JANONIS, VILLAGE MANAGER DATE: JULY 13,2004 SUBJECT: DOWNTOWN DIRECTIONALlW A YFINDING SIGNAGE PURPOSE To present a recommendation that H.M. Witt & Co. be retained to construct wayfmding signage for downtown Mount Prospect. BACKGROUND As you may recall, during the Village Board's Committee of the Whole meeting on October 14,2003, Staff presented an initial downtown directional/wayfinding signage program. The objectives of the sign age program are: ../ To develop designs that focus on a coordinated, Village-wide theme, building on the established Streetscape Program and Corridor Design Guidelines; ./ To compliment both existing and proposed uses and structures; and ../ To utilize design elements that will work well during all seasons. Following discussion of this issue with the Village Board, Staff worked with the chosen consultant (Graf/x Communications Group, Inc.) to finalize a downtown signage program. Attached you will find detailed information regarding the signage design and proposed locations. DISCUSSION Once the final design was completed the Village's consultant distributed the signage specifications to a number of sign companies to obtain quotes. The following is a summary of the proposals that were submitted in response to the Village's request for quotes (the quotes include all costs associated with fabricating 22 signs): Com an Quote H.M.
