I~ DISCUSSION OF BOXWOOD PERMIT PARKING ' ~'
Assistant Village Manager David Strahl I~rowded a general overview of the
program as proposed th~s evening When Problem SoK;~ng Officer Joe Favia was
, assigned the Boxwood area a year ago, he put together an ~nltlal hst of problems
,and cond~bons Which needed to be addressed as part of h~s duty assignment
These issues and cond~bohs included a high incidence of cnme, gang acbwty,
~ 'overcrowding and the need to upgrade the overall appearance of the neighborhood
Officer Favla recognized that controlhng parking in the Boxwood neighborhood
would have a d~rect and pos~bve ~mpact on each of the areas In Officer Fawa's
d~scuss~ons with neighborhood leaders and homeowners assoclabons, the issue of
parking appeared to be a key factor of concern There was a quick consensus that
some type of fair and equitable regulated parking system would benefit the enbre
neighborhood Officer Favia suggested that the vanous ownership groups meet to
formulate a parking plan which as closely as possible met the needs of each of the
apartment, condominium and townhome complexes
The group began meebng ~n the spnng of 1996 to formulate a fair and equitable
plan to regulate parking After numerous meetings, a draft plan was formulated and
Officer Fawa and Assistant Vdlage Manager Strahl were ~nwted to prowde input
from the Vdlage's perspective That staff ~nput has been ~ncorporated into the final
draft proposal which ~s presented to the V~llage Board th~s evening
John Phillips, President of the Randwood Towers II Condominium Association
provided a general overview of the d~scuss~ons of the groups involved ~n
formulating the parking proposal He also ~ntroduced the-assoc~abon
representabves present at the meebng He stated that among the ~ssues that were
idenbfled by the group was the need to have convement parking for residents,
reduce overcrowding and improve the appearance of vehicles In .the area by
,regulabng parking He stated that the group has proposed to assume respons~bd~ty
'for cleaning and maintaining the parking areas and purchase the s~gns to designate
s~x d~fferent zones for parking :He also stated that flyers and regular~newsletter
~nformatlon has been d~stnbuted to residents in the area ~n add~bon to a
neighborhood meeting which was held on August 8 It ms anticipated that once the
License Agreement has been approved by the Village Board, a short grace period
will.be set aside during the remaining months of this year,with the program
becoming fully operabonal by 1997
General comments by Vdlage Board members ~ncluded the following ~tems
A number of Village Board members comphmented the gi:oup and the residents mn
formulating a solution to an ,dent~fied neighborhood problem Some Board
members asked what the 15 day parking limit was based on There was also some
d~scuss~on as to the operation and authority of the towing company which would tow
vehicles from the area There was also d~scuss~on concerning what a famdy w~th
' more vehicles than assigned spaces would do to have the app~,opnate number of
spaces avadable for their use
A number of Board members also asked what avadable spaces would be reserved
for guest parking and the number of~dwelhng units compared to the dumber of
spaces available There was also some concern, as to whether th~s proposa should
go before the Wllage Safety Commission prior to Village Board d~scusslon The
Board discussion cente~:ed on whether the proposed Licen~e Agreement would
allow the Wllage to retain authonty to write bckets for m~scellaneous Wllage
Ordinance wolat~ons w~th~n the parking areas themselves
; John Phillips responded to a number of the Wllage Board members comments
r, He stated the 15 day limit was based on the typlcel vacation length and mt ms
anticipated that the associations wi monitor this 15 day period because the towing
company will be focusing specifically on vehicles ~vlthout proper ~denbficetlon and
would not necessarily know which vehicle has not moved within 15 days
He also stated that ~t ~s beheved that multiple vehicle requests can be
accommodated once need has been determined by the residents applying for the
permits He stated he is hesitant to guarantee that all residents wdl be provided a
number of spaces which they want because at th~s t~me, it is unknown what the
~mpact of the removal of unauthorized vehicles will have on avadable parking for
leg~bmate residents He felt that once the permits were ~ssued, there would be
mlmmal or no impact on other s~de streets and, therefore, should avoid being in
conflict with Village Ordinance about parking from 2 O0 a m untd 6 O0 a m
Mr, Janonis stated that Village Ordinance prohibits parking on Village streets
between 2 O0 a m and 6 O0 a m and the Village had allowed temporary parking on
side streets near the Boxwood area for emergency situations only However, ~t was
found that numerous vehicle owners took advantage of this cooperation and made
multiple requests on a regular bas~s in order to park in the residential areas He
also ant~cipates additional information prowded to residents and the slngle-famdy
homeowners ~n the area to adwse them of the parking program and to consider a
"tag and tow" program to keep vehicles from being parked on the streets which
have the 2 O0 a m -6 O0 a m parking prohibition ·
Village Manager Janonis also felt that it was unnecessary to go to the Safety
Commission prior to the Village Board approval for a rewew of the parking program
John Phillips stated that there is no specific guest parking allotted for Dogwood,
Boxwood or VVheehng Road and each association wdl do the best they can based
on available space to accommodate guest parking However, one of the concerns
that anses from guest parking is that guests become permanent users ~)f the spaces
and do not truly meet the definition of guest because the parking spaces are utilized
by unauthorized persons?ho want to avoid paying for the permit The d~stnbutlon
of the permits will be on a first-come, first-serve basis and or, ce ~ve?yone that ~s
authorized to apply for a permit receives at least one, then other residents may
apply for additional permits for additional vehicles untd all permits are utd~zed In
the event that each association does not utilize all permits, other associations may
work w~th associations w~th available parking to accommodate request? of their
residents ~
Nanette Turetgen, resident of the Courts of Randview stated that she stdl has
concerns about prows~ons for guest and visitors use of residents' spaces She
wants to ensure that there is equitable d~stnbut~on of strokers and when a home
sells, questioned how w~ll the st~ckers be transferred She stated that she has three
vehicles and ~s not sure whether all three vehicles would be accommodated under
th~s program, '
Robert Fox, representing a number of independent townhomes, stated that
there is very hm~ted parking for vehicles and most associations However, all
~ssues can be addressed once specific spaces are assigned w~thm the zones and
the need to gain control over avadable space must take place before ~nd~v~dual
needs are addressed
i ~ ~ Grog Peterson of the Mount Prospect Townhome Association stated that this
*' - program has been badly needed and would urge the Board to approve th~s proposal

' ~ ~ Consensus of the Village Board was to approve the License Agreement as
:~ : presented and move the Agreement forward to the Village Board meeting on
'August 20 for final approval.. ~ ~
