AN ORDINANCE CREATING A SIGN REVIEW BOARD FOR THE
VILLAGE OF MOUNT PROSPECT
WHEREAS, the Village of Mount Prospect has determined a need
for sign regulations in order to provide for the general health,
safety and welfare of the residents of Mount Prospect; and
WHEREAS, the Comprehensive Plan of the Village of Mount
Prospect identifies sign control as a needed component of
development regulation; and
WHEREAS, the Village of Mount Prospect determines that the
regulation of signs throughout the community should allow for
variation, special use, and appeals of administrative decision;
and
WHEREAS, in order to provide a detailed and professional
process of regulating signs in the Village of Mount Prospect, it
has been determined that a sign Review Board be established.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS
as follows:
SECTION ONE: The President and Board of Trustees of the
Village of Mount Prospect do hereby create a "Sign Review Board"
for the purpose of reviewing and regulating signs in said
Village.
SECTION TWO: That Chapter 5 entitled "Boards and
Commissions" is hereby amended by adding thereto an entirely new
Article XIV, Which Article XIV shall be and read as follows:
" Article XIV
Sign Review Board
Section 5.1401. Creation and Purpose. In that it is
essential to the economic and social welfare of the Village,
and the orderly development of the community, there is
hereby established an advisory commission which shall be
known as the "Sign Review Board of the Village of Mount
Prospect" for the purpose of reviewing variations, special
uses, and appeals taken from the Sign Ordinance of the
Village of Mount Prospect.
Section 5.1402. Membership
A. The voting members of the Sign Review Board shall be
five (5) members.
1. The Village President shall appoint the chairman and
other members of this Commission with the advice and
consent of the Board of Trustees. In the determination
of such appointments, consideration shall be given to
the appointee's background relating to sign industry and
design qualifications.
2. The term of office to this Commission shall be for a
period of four (4) years, or until their successors are
appointed and qualified. However, members appointed at
the onset shall be for the following terms:
Two (2) members for an initial term ending April 30,1988
Two (2) members for an initial term ending April 30,1989
One (1) member for an initial term ending April 30, 1990
Successors shall be appointed for four (4) year terms.
. The membership of the Sign Review Board shall
consist of the following:
Two (2) members of existing advisory commissions of the
Village;
Two (2) members to be recommended by the Mount Prospect
Chamber of Commerce who shall be in the design
profession;
One (1) member who shall be
consultant for sign review.

Section 5.1403. Organization.
Immediately upon its organization, the Sign Review Board
shall select from its membership a vice chairman. The
persons so selected shall serve for terms of one year,
and may be re-elected to said position.
B. The Commission shall adopt rules for the conduct of its
meetings and keep written minutes of all meetings and
other proceedings.
All meetings of the Commission shall be public and its
minutes shall be available for examination in the office
of the Village Clerk during regular business hours.
D. For the purpose of conducting business three (3) members
of the Sign Review Board shall be deemed a quorum.
Section 5.1404. Duties and Responsibilities. The Sign
Review Board shall consider such requests as are filed with
the Planning and Zoning Department, and shall review them
consistent with the standards and purposes of the Sign
Ordinance of the Village.
The Sign Review Board shall make periodic reports on its
findings and decisions to the President and Board of
Trustees."
SECTION THREE: This Ordinance shall be in full force and
effect from after Its passage, approval, and publication in the
manner provided by law.
