RESOLUTION NO. 36-04
A RESOLUTION ACKNOWLEDGI1VG THE
CONTRIBUTIONS OF RONALD E. RICHARDSON
WHEREAS, RONALD E. RICHARDSON has served the Village of }.1ount Prospect faithfully
and with great distinction for 29 years, beginning his career as a member of the Mount Prospect
Police Department March 26, 1975 as a patrol officer; promoted to the rank of Commander
December 10, 1982 and finally, to the rank of Deputy Chief of Police on August 28, 1987; and
WHEREAS, under leadership of RONALD E. RICHARDSON, the Police Department grew
and diversified to meet the expanding needs of the Village of}.1ount Prospect; and
WHEREAS, in his capacity as Deputy Chief of Administrative & Support Services, RONALD E.
RICHARDSON was instrumental in developing and maintaining relationships with other
Village departments fostering a high level of cooperation and understanding amongst
departments' staff; and
WHEREAS, RONALD E. RICHARDSON was key in providing counsel and direction during
the transition period of Chief of Police Richard Eddington assuring a successful new
administration within the department; and
WHEREAS, RONALD E. RICHARDSON authored many of the police department's most
complex and technically demanding staff proposals and projects during his tenure and firmly
established himself as the department/s "Go-to /I man when demanding writing skills were
required; and
WHEREAS, RONALD E. RICHARDSON oversaw the department's successful initial
c.A.L.E.A. accreditation in 1987 and subsequent re-accreditation processes in 1993, 1998 and
2002. He was instrumental in the development of the police department's current field directive
system and personally wrote many of the department's general orders currently in use today; and
WHEREAS, RONALD E. RICHARDSON undertook an extensive revamping of the
department's uniform and grooming policy in the late 1980's. This multi-year project resulted
in more consistent uniform guidelines by way of a comprehensive general order that serves as
the department's one source for uniform and grooming guidelines and it survives largely intact
even today, some 15 years later; and
WHEREAS, RONALD E. RICHARDSON provided guidance and leadership in the continued
development and expansion of the Northwest Central Dispatch System assisting with the
research and implementation of cutting edge police communication equipment; and
WHEREAS, RONALD E. RICHARDSON was the driving force behind the department's
modern and well-equipped police vehicle fleet investing countless hours researching vehicle
specifications and equipping the department's squad cars with state of the art emergency and
communication equipment;
WHEREAS, RONALD E. RICHARDSON has retired from service to the Village of Mount
Prospect on July 6, 2004.
NOw, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF "W:OUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect do
hereby acknowledge the many lasting contributions of RONALD E. RICHARDSON during his
more than 29 years of outstanding service to our great Village and its residents.
SECTION TWO: That the l'vfayor and Board of Trustees of the Village of Mount Prospect do
hereby express their sincere appreciation to RONALD E. RICHARDSON and his wife, Jane,
for their devotion to the Village and do further extend best wishes to them both for happiness in
their future years.
SECTION THREE: That a copy of this Resolution be represented to RONALD E.
RICHARDSON as a permanent record of the recognition, respect and reverence expressed
herein.
SECTiON FOUR: That this Resolution shall be in full force and effect from and after its
passage and approval in the manner provided by law.
