Background
On Saturday, May 22,2004, the National Weather Service issued a flood warning for the
Des Plaines River near Des Plaines, Illinois. This warning forecasted a record river crest
of 11.44 feet near the National Oceanic and Atmospheric Administration (NOAA) Des
P!aines, Illinois river gauge. The NOAA gauge is located on the river in the Cook County
Forest Preserve between Kensington Road and Euclid Avenue. The river was
forecasted to crest near this gauge on Wednesday, May 26. Such a crest would have
exceeded the 10.88-feet flood of record that occurred on October 1, 1986.
Due to the widespread property damage that occurred as a result of the 1986 flood,
Public Works staff, in conjunction with representatives from the City of Prospect Heights,
initiated an emergency response plan that culminated in the construction of a 2,295-foot
long sandbag retaining along Des Plaines River Road (River Road) between Milwaukee
Avenue and Woodview Drive. The wall, positioned along the highest elevations of River
Road, ranged in height from 4 feet to 1 foot and was constructed with approximately
75,000 sandbags filled with over 1,800 tons of sand. Staff determined that this wall,
along with mechanical dewatering of the local storm sewer system, were measures
necessary to prevent a repeat of the conditions that caused the 1986 flooding.
Mount Prospect and Prospect Heights public works crews initiated preparatory
measures for construction of the sandbag wall on Sunday, May 23. Site work on River
Road began on Monday, May 24, and was completed shortly after sundown on Tuesday,
May 25. Public Works crews worked 12-hour shifts around the clock in an effort to finish
the wall before the crest. However, this fete would not have been possible without a
truly inspiring show of support from hundreds of volunteers including local residents,
school children, various civic groups, and off-duty fire and police personnel. Even the
United States Navy lent a helping hand sending several groups of energetic and task-
oriented recruits from the Great lakes Naval Training Center to help stem the tide.
In the end, the Des Plaines River crested at 8.52 feet on May 27; almost three (3) feet
below and a day later than the originally forecasted crest. Suffice it to say, some PW
staffers were literally "crest-fallen" to learn that their creation would not be adequately
tested. Others have suggested that the positive energy generated by the Herculean
human effort forced the river to stay near its banks. Regardless, the exercise was

unavoidable due to the magnitude of the consequences and the huge effort necessary to
construct a viable defense.
Mount Prospect and Prospect Heights public works crews, utilizing mechanized
equipment, demolished the wall on Friday, May 28. 30 trucks from various private
cartage firms were used to haul the sandbags. Some of the sandbags were carted to
horse farms in Hampshire, Illinois where they were debagged and the sand reused.
Unfortunately, efforts to find other uses for the sand were limited by the desire to reopen
River Road in an expeditious manner. Consequently, most of the sandbags were hauled
to the ARC Disposal Company transfer station in Mount Prospect where they were
temporarily stockpiled and later landfiUed. Des Plaines River Road was reopened to
normal traffic flow at 7:00 PM on Friday, May 28. Mount Prospect Public Works crews
continued dewatering the storm sewer with 6-inch pumps until Sunday, May 30.
Subsequent to these efforts, Governor Blagojevich included Mount Prospect in a
disaster area proclamation that stretched along the Des Plaines River floodplain from the
Village of Gurnee near the Wisconsin border to the City of Des Plaines. This
proclamation opened the door for the possibility to obtain federal funding to offset local
flood-related expenditures. Public Works staff submitted a cost estimate to Illinois
Emergency Management Agency officials in an effort to obtain a share of any available
aid. Unfortunately, the federal government has declined to make funds available;
reportedly citing insufficient damage costs to justify federal intervention. As of this date,
the State of Illinois has also declined to share in any local costs.
Consequently, the Village of Mount Prospect and the City of Prospect Heights must
bear the full burden of flood-preparedness and disaster avoidance expenditures
associated with the May 2004 Des Plaines River crest. A complete estimated schedule
of costs incurred by the ViHage of Mount Prospect and the City of Prospect Heights is
listed in Attachment A.
Problem Statements
1, Most of the expenditures, including direct overtime, contractual services, and
commodity purchases were extraordinary and unbudgeted, These expenditures
were authorized under the emergency powers of the Village Manager. Pursuant
to Village policy, this action requires ratification by the Village Board.
2. A few of the contractual services and commodity procurements exceeded
$10,000, Pursuant to Village policy, Village Board affirmation of the decision to
waive the bidding process is necessary. These procurements include:

3. The sandbag retaining wall and storm sewer dewatering operations were
conducted by both the Village of Mount Prospect and the City of Prospect
Heights to the benefit of both communities. A methodology must be established
and endorsed to allocate the costs incurred in a manner equitable to both
communities.

Discussion
Staff submits that all expenditures were necessary, appropriate, and made during a dire
emergency. Staff also submits that all procurements were properly made under Village
Manager's emergency powers authority. Consequently, staff respectfully suggests that
ratification of expenditures and bid waivers (items 1 and 2 above) are "housekeeping"
matters for the Village Board's consideration.
Staff also recognizes that certain "soft" costs, such as direct overtime and direct (owned)
equipment charges are eligible for consideration in federal or state aid programs but are
probably not germane to the equitable allocation of costs between the Village and the
City of Prospect Heights. Consequently, staff submits the revised cost schedule in
Attachment B, which identifies only direct, out-of-pocket expenses that should be shared
by both communities.
Staff also proposes that approximately two-thirds (67%) of the total combined costs from
Attachment B should be borne by the Vii/age with the remainder (33%) paid by the City
of Prospect Heights. This allocation corresponds to the actual lineal footage of retaining
wall constructed within each community's corporate limits. 745 feet of the 2,295-foot
(33%) wali was in Prospect Heights. 1,150 feet of the wall was in Mount Prospect
(67%). Staff met with representatives from the City of Prospect Heights to discuss a
variety of alternative allocations including popuJation affected, property values, volume of
sandbags, etc. Both staffs agreed that an allocation related to the lineal footage of
retaining was the most direct and simple method of distributing costs.
Utilizing this allocation, the Village would be responsible for $91,185.56 of the $136,098
expended. The City of Prospect Heights would be responsible for $44,912.44. The net
effect would be that the City of Prospect Heights owes the Village of Mount Prospect
$7,596.44.
Recommendations
Staff recommends that the Village Board ratify the Village Manager's procurement of
emergency services and commodities related to the flood preparedness and disaster
avoidance efforts conducted along the Des Plaines River during the week of May 23,
2004.
Staff also recommends that the Village Board ratify the Village Manager's decision to
waive the bidding process and procure goods and services valued in excess of $10,000
in order to sustain flood preparedness and disaster avoidance efforts conducted along
the Des Plaines River during the week of May 23, 2004.
Finally, staff recommends that the Village Board sanction a cost allocation that assigns
responsibility for two-thirds (67%) of direct, out-of-pocket expenses to the Village and the
remainder (33 %) to the City of Prospect H~

ACTUARIAL SERVICES
PURPOSE:
To present a recommendation that Timothy W. Sharpe, Actuary be retained to prepare the actuarial
valuations for the Police and Firefighter Pension Funds as of January 1, 2004, 2005, 2006 and 2007.
BACKGROUND:
Each year, the Village has an enrolled actuary prepare actuarial valuations of the Police and Firefighters
Pension Funds. The valuations provide infonnation about our two pension plans that must be disclosed in the
Village's comprehensive annual financial report The studies also determine the employer contributions that
are needed to properly fund the plan.
The Village last sent out an RFP for actuary services in June 1999. At that time, the Village solicited
proposals from three actuaries to perform actuarial valuations on the two pension funds as of January 1,2000,
2001, 2002 and 2003. The Board accepted the proposal from Timothy W. Sharpe, which submitted the
lowest total fee quotation at $14,400 for the four years. Goldstein charged $20,000 for the same period while
the third actuary, Hewitt Associates, did not respond.
The Police and Firefighters' Pension Fund Boards have paid one-half of the actuarial fee in years past.
DISCUSSION:
On April 28, 2004 a Request for Proposal (RFP) was distributed to two actuarial firms that work with
various Illinois municipalities. Those firms are Timothy W. Sharpe, Actuary and Goldstein and
Associates. A copy of the RFP is attached for your review.
The RFP we distributed requested fee quotations for the next four years, Typically, multi-year proposals
are sought to allow for continuity in the valuations and in the case of changing actuaries, there is a
significant amount of initial work that must be done in the first year. In years past, the Village had a full
actuarial valuation perfonned every other year, with a "skipped-year" valuation update being done in
between. In a full valuation, the actuary updates all infonnation, including employment data, salaries,
and any pensions granted. With an actuarial valuation update, the actuary updates financial information
only. There is no provision for new hires or any retirement or disability pensions granted. The RFP we
prepared asked the actuaries to give fee quotations for both full valuations and updates.

As can be seen, the actuarial firm of Timothy W. Sharpe has submitted the lowest fee quotation under
both scenarios. Timothy W. Sharpe has performed the annual valuation for the Village for the past five
years and does extensive work with Illinois municipalities, representing over 150 police and firefighter
pension funds. In addition, Mr. Sharpe does pension portability calculations as part of his annual fee.
Goldstein and Associates charges $250 per calculation.
Given the relatively low cost of a full valuation study and the number of retirements occurring every year,
I recommend a fun valuation be done in each of the next four years. This will provide a more accurate
picture of our pension obligations, and provide for more level employer contributions. When an
employer uses skipped-year updates, it is quite common for the employer contribution requirements to
fluctuate substantially in the years when a full valuation is done.
RECOMMENDATION:
It is recommended the Village Board accept the proposal submitted by Timothy W. Sharpe, to provide
actuarial services for a total four-year fee of$16,000.

RE VEST FOR PROPOSAL FOR ACTUARIAL CONSULTING SERVICES
I.
Overview
The Village of Mount Prospect has established both a police pension fund and a
firefighters' pension fund for the Village's police and firefighters pursuant to Illinois
Compiled Statutes (40 ILCS 5/3 and 5/4).
The Village wishes to retain the services of a benefits consulting firm to perform the
necessary actuarial services to prepare actuarial valuation reports as of January 1 for the
years 2004-2007 for both funds.
II.
Scope of Project
To serve as consulting actuary to the Village of Mount Prospect and be responsible for the
preparation of the actuarial valuation reports for the years 2004-2007 for the Mount
Prospect Police and Firefighters' Pension Funds.
As of December 31, 2003, there were 82 active and 48 benefit recipients in the Police
Pension Fund and 69 active and 53 benefit recipients in the Firefighters' Pension Fund.
III.
Project Tasks
The selected actuary shall:
1. Give consultation and advisory services regarding actuarial assumptions. This includes
determining the validity of current assumptions and, if either too conservative or too
liberal, determination of appropriate conservative assumptions for actuarial valuation
purposes.
2. Prepare an actuarial valuation report for each Fund as of January 1 for the years 2004-
2007. The reports shall include all information required to be disclosed by applicable
GASB Statements. Also to be included is the required employer contribution amount
as required by State Statute. The reports will be due no later than July 15 of each year.
3. Be willing to attend one meeting each of the Police and Firefighters' Pension Fund
Board to review the actuarial assumptions and the results of the study.
4. Prepare pension portability calculations as requested by the Pension Funds.

VI.
Prolect Costs
The State ofIHinois requires Police and Firefighters' Pension Funds to have an actuarial valuation
every year. Pension Fund's can choose to do an actuarial update every other year. The Village of
Mount Prospect would like alternative fee quotations on receiving a full valuation and a "skipped-
year" update for the years January 1,2005 and 2007.
The Village of Mount Prospect requires that the proposal contain maximum fees which cover all
the project tasks, out-of-pocket expenses, and any costs incurred in obtaining past actuarial
information from the previous actuary.

Pension Fund (Exhibit 2) is attached to this Request for Proposal.
IX.
Miscellaneous
1. The Village of Mount Prospect reserves the right to reject any or all proposals.
2. Any proposals received after 5:00 p.m.. May 12.2004 will be rejected.
3. The Village expects to award a contract no later than June 1,2004.

SUBJECT: VILLAGE HALL INTERIOR SIGNAGE
Staff has received a quotation from 2/90 Signs to provide interior signage and installation
for the new Village Hall in the amount of $16,732.15. 2/90 Signs was recommended by
Henricksen, the furniture vendor the Village is using. Each room in the Village Hall will be
labeled and numbered, and each workstation will also be numbered. This package also
includes directory signage for the first floor lobby areas and for each floor.
In order to proceed with the order and installation to comply with the Village Hall move
schedule, the Village Manager previously authorized the order to proceed. We are
requesting Village Board authorization for the purchase in the amount of $16,732.15 for
Village Hall interior signage and installation by 2/90. This authorization is requested due to
time constraints related to the pending move into the new Village Hall. Please contact me if
you have any questions.

SIDELIGHT PRIVACY DECALS AND DEPARTMENTAL LOGOS
SUBJECT:
As part of the overall internal building signage package it was determined that the
sidelights of each office and conference room should have a frosted decal instead of any
type of blinds. The decal would be applied in such a manner as to leave a clear edge
around the perimeter of the frame for viewing and light transmission into the interior of the
office areas, but still provide some privacy. Installation of blinds on all the sidelights would
have been more expensive than this solution and the decals require no future
maintenance. Also, there are several windows that allow light into the departments from the
lobbies and as part of the internal signage it was determined that a decal with the new
Village logo and the departmental name for general patron information should be utilized.
The VBlage engaged Accessories Plus for a quote on the creation and installation of the
sidelight decals and the logo/departmental decals for a total cost of $1 0,170. Accessories
Plus was recommended and the quality of their work received strong endorsement. In
order to proceed with the purchase and installation on a schedule that meets the move-in
dates for the new Village Hall, staff previously authorized the order to proceed. At this point
the staff is requesting Village Board authorization of a purchase previously approved by the
Village Manager.

the Village Manager in an amount not to exceed $10,170 for decal creation and installation
by Accessories Plus. This purchase authorization is requested due to time constraints
related to the pending move into the new Village Hall. Please contact me if you have any
