The meeting was convened at 9:00 a.m. Those present were Mayor Gerald "Skip"
Farley, Trustees Tim Corcoran and Michaele Skowron. Representing the Village were
Village Manager Mike Janonis and Human Services Director Nancy Morgan.

Ernie lasse, 805 S. Elm Mr. Lasse was representing a number of residents who are
concerned about a neighbor's construction project, and multiple vehicles parked on the
property. Bob Roels has been involved and he was to coordinate efforts with several
department heads, but they have heard nothing since. In response to a comment about
why the Village doesn't do more, Mayor Farley said that Bob Roels goes to Housing
Court on a regular basis. Many Judges feel the Village is too heavy handed, and if the
neighbors attended court it could impact his decision. Ernie Lasse stated that the
neighbors will not attend court due to fear of retribution. Village Manager Janonis will
follow up on the construction issues.
Hugo & Lynn Reyes, 1420 Park Mr. Reyes discussed issues regarding his neighbor
making racial slurs, blowing garbage in their yard, damaging their car and drinking and
playing loud music much of the day and past midnight. This neighbor built a deck and
fence without a permit. The Reyes try to ignore this harassment, and have called the
police with little relief. He also asked to have the fence ordinance changed from 5 feet
to 6 feet. Trustee Skowron commented that civil action may be needed in this case, but
also urged them to continue calling the police. The fence height has been set to 5 feet
to allow neighbors to know one another. Village Manager Janonis will look into the
police activity and will check for a deck and fence permit.
Kevin Bolger, 510 N. Prospect Manor Mr. Bolger discussed the Village's Building
Permit process and how by using the "Total Cost" of a project, regardless if it is general
upkeep or specific improvement, it unfairly increases Cook County's property
assessment. He is requesting that the permit form include a way to break out genera!
upkeep projects vs. specific improvement type projects, Mayor Farley suggested that
the Development Commission should look into this and Village Manager Janonis will
look into this.

discussion.

Heldkamp, 400 S. We-Go The neighbors voiced strong concern about a planned
development that was recently passed by the Planning and Zoning Commission and
scheduled to go before the Village Board on June 15. The developer plans to purchase
a 66 feet wide right-ofaway from the Village. He has already purchased two other
adjacent lots and is planning a four lot subdivision. The neighbors feel that these four
new homes, built on narrower lots than current homes, will drastically change the
character of their neighborhood. It doesn't matter that legally the Village may sell the
right-of-way, they feel the Village should protect their rights and not sell it. The old
neighborhood should take precedence over new concerns.
Trustee Corcoran stated that the Village could not follow the rules as they choose, or
change the laws as cases come along, The neighbors need to convince the Board that
a law was broken. Trustee Skowron stated that the four proposed homes will be 65 feet
wide or wider and that meets code. The neighbors asked why the sale of the vacated
property was not posted. Trustee Corcoran stated that the State requires posting of
adjacent properties, with which the Village complied. The builder owns the adjacent
properties. Trustee Corcoran asked Mike Janonis to examine State law on disposal of
property and to research the specific differences between RX and R1 status.
Lee Williams, 70 Albert Mr. Williams believes his neighbor put a new roof on her town
home and he does not believe it is pitched correctly because he is now getting water in
his home. It appears they roofed over cable lines. Mr. Williams showed pictures.
Village Manager Janonis took the pictures and said that he would look into this matter.
Jean Shrzylic, 104 N. Elmhurst Mrs, Shrzylic's neighbor is still working on the cars,
Bob Roels has inspected the property, but she hasn't heard the follow up. Mayor Farley
said that the Village had not forgotten about her concerns. Village Manager Janonis will
drive over to the property after the meeting to check on the spray booth and will follow
up on the situation. Steve Ostermann, 208 S. William stated that getting the EPA
involved may be helpful.
Nicki Malevitis, 725 Huntington Commons and Elizabeth Loverde, 725 Huntington
Commons Ms. Malevitis and Ms. Loverde voiced a concern about a potentially
dangerous situation involving a pit bull dog running unleashed around their condo
building and in the neighboring soccer field. A unit renter owns the dog. They question
if the owner has a dog license. Also the condo's electrician completed or reviewed work
on three units, and reported that these units were unkept. Bob Roels has inspected the
units, but they have heard nothing as of yet. Village Manager Janonis will check on this.
Mr. Larry Braus, 612 W. Dempster and Laura Garrison, Hoffman Estates, II... Mr.
Braus and Ms. Garrison thanked the Village for their assistance is securing the location
for the Jaycees Carnival, and asked if they could use the Commuter Lot for a second
fundraiser to be held in the Fall. Trustee Skowron asked that they put this request in
writing and give it to the Village Manager.
Margaret Lannen, 999 N.Elmhurst Ms. Lannen discussed the progress with
Randhurst. The question was asked if Randhurst will have a float in the 4th of July
Parade. Ms. Lannen was not sure, but would work on it.
David Schein, 512 Na Wa Ta Mr. Schein congratulated the Village on a great flood
fight. He reminded the Village that fighting a flood is reimbursable since the Governor
declared the area a disaster.
As there was no more business to address, the meeting was adjourned at 11 :00 a.m.
