The ~a'rketmg campaign includes d~stnbubon of a d~rectory, newspaper adverbs~h3ents, Internet web s~tes and to act as a referral to shoppers She stated the budget for the project has been supplemented by extensive donations or businesses providing services as cost ~General comments of the Vdlage Board were positive as to the~ progress of this campaign and comphmented the Chamber's leadership o~n ~ts efforts to ~ncrease sales w~th~n the community ~ ~. ~ .... ,~ ~. ~: Manager Janonis stated that the Vdlage Board imbally provided $5,000 as seed ~ ~ money for the campaign and is in the process of obtaining quotes to purchase banners to pla~,~ on the various poles in~ the dow, ntown area and place Shop Mount Prospect Iogos on the folding Stop s~gns at numerous intersections Consensus of the Village Board was to continue to support this effort as outlined by the Chamber and give approval for purchase and installation of the banners: ......... ECONOMIC DEVELOPMENT COMMISSION VIDEO , Norm Kurtz, Economic Development Commission Chairman, prowded a general overview of the wdeo which was recently completed He stated the wdeo production ~s for pmmobon and to attract and retain businesses in the Village He stated the video will complement the pamphlet matenal which was j3rewously ~, produced ,The,video was shown to the audience Mr Kurtz also stated he feels ,the video ~lll ~erve' the Village well and there are plans to provide a video to commercial r, eal estate agents ,and follow~-up through ~ntens~ve markebng efforts Consensus of the Village Board, Was,. to~ continue to en.courage economic development activities. VI PEER JURY - ~ ! , Police Chief Ronald Pavlock provided a general overview of the Peer Jury concept and stated that the Program has been ~n operation m the northwest suburban area for a number of years He stated that the Mount Prospect Program would be based on other towns' experiences '"~' Officer Kim Nagel provided a general I~isto~ of Peer Jury and the ~,orklng Peer Jury rePresentatives relabonsh~p w~th D~stnct 214 Among the items that the are still working on Is a manual for the jurors and other add~bonal information necessary to be ~n place pnor to convemng thee first Peer Jury Barb Korko on was chosen as th~ Peer Jury Coord~natoi' and Jill Friedrichs as the Assistant Coordinator after extensive d~scuss~ons through the Police Adwsory Group which observed the operabons in other mumc~paht~es : MY~a Goldsmith, the vo unteer Coo~'d~nat~r for the Peer ,Jury in Hoffman Estates, spoke She stated the Peer ,Jury is to be used as an alternative to divert first-time, non-violent offenders and appear before their peers for resolubon Offenders plead guilty to offenses prior to meeting with the Peer Jury so the question of guilt or . ~nnocence is not necessary to be determined The Peer Jury p. nmanly determines the sentehce' ~ ~' ~' Klm Nagel stated that the sentence which may be imposed always involves some type of community service and it is the responsibility of the offender to set up the community ~ervice and report back to peer Jury for ~n~al resolut,on ' Barb' Korkoron spoke Sh6 stated that most of the inform~bon has been put together ahd at this t~me there is recruitment ur[der way to obtain peer jurors. They have set a goal to convene the first Peer Jury by December 1 of th~s year and are ~ , looking to ut~hze the Senior Center on the third Thursday of every mo~nth General comments of Village Board members ~ncl~ded the following ~tems There was some d~scussion as to the Peer Jury process ~ General ~omments of the V~llage Board were extremely positive and fe t that this program will have a great benefit to the community's youth Consensus of the~Villa~le Board 'was to make available'the Millage Board meeting room on the third Thursday of every month as requested by Barb Korkoron, Coordinator of the Mount Prospect Peer Jury. VII. VILLAGE MANAGER'S REPORT ~ ~ ~ A reminder that Coffee w~th Council ~s scheduled for September 14 from 9 00 a m unbl 11.00 a m VIII. ANY OTHER B~SINESS ~ ~ '~ Trustee Hoefert asked whether the V~llage could obtain County Board meeting tapes in order to broadcast on Channel 6 and would request that the V~llage Board in the future consider th~s programming for Channel 6 ~ ~, ,~ Village~ Manager Janonis stated that he wdl find out mformat~on about the County ~,~ ? Board meetings as !o length and how It wou d fit ~nto !hep~ogrammlng schedule on , ,Channel 6 .... ~ Trustee Clowes prowded a memorandum to Village Board members concerning ~,~ .the parking of commercial vehicles in res~denbal neighborhoods He provided a ,,, general overview of the memo and stated that there ma~; ~be'a need to consider an . rews~on of the Home Occupation Ordinance to address the use of commercial vehicles in residenbal neighborhoods He also felt there needed to be some type of recourse for residents who are affected by commercial vehicle owners He ~. , , ~requested the Village Board members ~onsider h~s comments prior to the review of ? the Ordinance at the upCOming Vdlage Board meebr~g Trustee Skowron read a statement outhning her reasons why she has come to the conclusion that she must resign frbm the Village Board effective October 1, 1996, due to a confhct of interest with her employment and her serving on the Wllage Board Mayor Farley stated that th~s ~s a very sad da~/for t~e~ Vdlage of Mount Prospect by losing a member of the Board with'the'cahber of Trustee Skowron and these ~, r, c~rcumstances are especially unfortunate to cause such an event It is hoped that ~ .,~ th~s resignation will force a change in the law so that this wo~Id not happen !,o other Trustee Wilks stated that Trustee Skowron s action speaks to her integrity and ~s qu~te d}sappo~nted that th~s has tO take place -,,~ ,' Trustee Clowes stated he is sorry !o see Trustee Skowron have to leave the Board ..... and ~t is a tragedy to lose her due to these c~rcumst~nces and felt that the Statutes definitely need to be changed because th~,s,? clea?y .wro ~ng ~ ~ ~...., ;Trustee Hoefert stated that he respected Trustee Skowron's decision and ~t is a tremendous loss to the Villa e, , ~, ' ~ ~ IX, ADJOURNMENT The meebng was adjourned at 9 05 pm' · ~ Respectfully submitted, /,'7 '* ~ ,.. ~ ~ , ~ , , ,~, DAVID STRAHL DS/rco _ ~, ,,~, ~, j ? ,, -, , Assistant Village Manager, 4
