RESOLUTION NO. 34-04
A RESOLUTION REQUESTING CLOSURE OF A PORTION
OF CENTRAL ROAD IN ORDER TO CONDUCT A PARADE
WHEREAS, the Village of Mount Prospect desires to hold the annual Independence
Day Parade on a portion of Central Road and Elmhurst Road (Route 83) in the
Village of Mount Prospect on Sunday, July 4, 2004; and
WHEREAS, said parade will require closure ofthat portion of Central Road between
Northwest Highway and Busse Road, the curb lane of Westbound Central Road
between Busse Road and Arthur Street, and Elmhurst Road (Route 83) between
Northwest Highway and Golf Road; and
WHEREAS, the State of Illinois requires that the Village assume all responsibility
and liability involved in the closure of said State roadways.
NOW, THEREFORE BE IT RESOLVED BY THE MA VOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS:
SECTION ONE: That the Village of Mount Prospect hereby requests the State of
Illinois, Highway Department, to close Central Road between Northwest Highway and
Busse Road, the westbound curb lane of Central Road between Busse Road and
Arthur Street, and Elmhurst Road (Route 83) between Northwest Highway and Golf
Road between the hours of 1 :00 P.M. and 3:00 P.M. in order to conductthe annual
July 4th Parade, a copy of which parade route and requested roadway closures is
attached hereto.
SECTION TWO: That the Village of Mount Prospect will assume full responsibility for
the direction, protection and regulation of traffic during the time the detour is in effect
and all liability for damages of any kind occasioned by the closure of the
aforementIoned roadways.
SECTION THREE: That the Village of Mount Prospect will provide for efficient, all
weather detour signs, to be maintained, conspicuously marked and judiciously
patrolled by the Police Department for the benefit of traffic diverted as a result of the
street closure requested herein.

SECTION FOUR: That this Resolution shall be in full force and effect from and after
its passage and approval in the manner provided by law.

Dear Ms. Dewis:
This letter is your pennission to close a State highway as follows:
Central Road between US 14 and Busse Road, the westbound curb lane of
Central Road between Arthur Street and Busse Road and IL 83 (Elmhurst
Road) between US 14 and IL 58 on Sunday, July 4, 2004 during the hours
ben-veen 1 :00 PM and 3:00 PM for the purpose of holding the annual
Independence Day Parade.
In accordance with the statutes relating to the issuance of a pennit to a local
agency for this purpose, the resolution received with your request for this
closure is attached hereto and made a part of this pennit.
The following special provisions shall be strictly adhered to:
1.
All material and supplies required for the closure, including barricades,
detour signs, etc., shall be provided by the local governmental agency.
2.
Parking of vehicles shall be prohibited on the detour streets to allow
uninterrupted flow of two-way traffic.
3.
Barricades shall be erected at each end of the closed section and
adequately lighted to provide protection for night time traffic.
4.
A flagman or police officer shall be stationed at each end of the closed
section and at such other points as may be necessary to assist in directing
through traffic around the detour.

5.
All debris shall be cleared away and disposed of by the local authorities
prior to the opening of the State highwayo
6.
If this pennit is for a parade, an occasional break shaH be made in the
procession at highway intersections so traffic may pass through.
Your cooperation in minimizing confusion and delay to through traffic is
earnestly solicited.
