Chairperson Arlene Juracek called the meeting to order at 7:30 p.m. Richard Rogers made a motion to approve the
minutes of the March 25 meeting and Keith Youngquist seconded the motion. The minutes were approved 5-0 with one
abstention by Merrill Cotten. At 7:41, Ms. Juracek introduced Case No. PZ-19-04, a request for Conditional Use
approval to erect an unenclosed porch that would encroach into the required front yard. She noted that the request would
be Planning & Zoning Commission final.
Judy Connolly, Senior Planner, presented the case. She said that the Subject Property is located on the north side of
Albion Lane, between Forest and Prospect Manor Avenues and contains a single-family residence with related
improvements. The Subject Property is zoned Rl Single Family Residence and is bordered on all sides by the Rl
District. The Petitioner proposes to add a one-story addition onto the back of the house and an unenclosed porch in the
front yard. Their plans indicate that the front elevation will be changed to include a taller stone base and brick win
replace the existing building material. The porch would have a concrete base and both the addition and porch will be
constructed according to Village Codes. The proposed porch will extend 8'11" from the house and create a 25'3,5" front
setback; the linear dimension of the porch will not be modified. The porch consists of a concrete base, has wood rails
and wood columns with a stone base. The proposed unenclosed porch would encroach into the required front yard,
which requires Conditional Use approval.
The existing home complies with zoning regulations, but the detached garage encroaches into the required side yard
setback. The garage is allowed to remain in its current location and is a legal non-conformity. However, the proposed
porch would encroach into the required front yard.
The standards for Conditional Uses are listed in the Village Zoning Ordinance. Ms. Connolly summarized the standards
and said that the proposal would not adversely affect the character of the surrounding neighborhood, utility provision or
public streets and the proposed Conditional Use will be in compliance with the Village's Comprehensive Plan and
Zoning Ordinance.
Based on these findings, Staff recommends that the Planning & Zoning Commission approve a Conditional Use for an
unenclosed porch to encroach into the required front yard, creating a front setback no less than 25' for the residence at
620 Albion Lane, Case No. PZ-19-04. The Planning & Zoning Commission's decision is final for this case.

Charles Miceli, Jr., 620 Albion Lane, was sworn in. He said they have an existing porch that they wish to make a little
larger to confonn with what they are doing to the rest of the house. He said that he understands that the porch must
remain unenclosed.
Ms. Juracek noted that this was another straightforward case. There were no comments from the audience and Ms.
Juracek closed the hearing at 7:45.
Leo Floros made a motion to approve the request for Conditional Use approval to erect an unenclosed porch that would
encroach into the required front yard at 620 Albion Lane, Case No. PZ-19-04. Keith Youngquist seconded the motion.

NAYS: None
Motion was approved 6-0.
At 10:48 p.m., Richard Rogers made motion to adjourn, seconded by Keith Youngquist. The motion was approved by a
voice vote and the meeting was adjourned.
