AN ORDINANCE APPROVING AND AUTHORIZING A SPECIAL USE
TO ALLOW A SIGN PLANNED UNIT DEVELOPMENT ON PROPERTY
COMMONLY KNOWN AS 2000 S. ELMHURST ROAD IN THE VILLAGE
OF MOUNT PROSPECT, ILLINOIS
WHEREAS, Frederic C. Wertymer, the Petitioner herein, has made
application for a special use with respect to certain property
located at 2000 South Elmhurst Road in the Village of Mount
Prospect, Illinois to authorize a Special Use and to allow a Sign
Planned Unit Development as provided for in Section 14.2503.A of
said Article XXV and Chapter 14 Pertaining to signs, in the Village
Code of Mount Prospect, Illinois; and
WHEREAS, the Subject Property is legally described as:
Lot 1 in Elmhurst Road Plaza, a subdivision of the
East quarter of Section 23, Township 41 North, Range
11 East of the Third Principal Meridian, (except the
North 760.96 feet thereof as measured along the West
and East line of said East 20 acres; also except the
East 50,feet thereof used for Elmhurst Road), as
recorded December 12[ 1977 as Document No. 24238614,
in Cook County, Illinois.
WHEREAS, a public hearing was held on said Special Use Planned
Unit Develoment request (designated as Case No. ZBA-29-SU-86) before
the Zoning Board of Appeals in the Village of Mount Prospect on the
5th day of June, 1986, pursuant to due and proper notice thereof
published in the Mount Prospect Herald on the 21st day of May, 1986;
and

WHEREAS, the Zoning Board of Appeals has submitted its finding
recommendation to the Village denying said special use request;
WHEREAS, the President and Board of Trustees have considered the
special use request and have determined that the Subject Property
complies with the standards set forth in Section 14.2503.A of
Article XXV of said Chapter 14 regarding the Special Use, Sign
Planned Unit Development and has determined that the best interest
of the Village of Mount Prospect will be obtained by the adoption of
the necessary ordinance to approve and authorize the said special
use subject to accomplishment of certain conditions as hereinafter
more particularly set forth.
NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY,
FOLLOWS:

SECTION ONE: The recitals set forth hereinabove are
incorporated herein as findings of fact by the President
of Trustees of the Village of Mount Prospect.

SECTION TWO: A special use for a Sign Planned Unit Development
of the Subject Property is hereby allowed, subject to and upon the
following conditions:
The Sign Planned Unit Development shall be limited to
the current use of the property as an auto service
mall. Any illuminated sign shall be turned off between
11:00 P.M. and 7:00 A.M., except that the main
identification "AUTO CARE CENTER" panel of the
freestanding sign may operate for 24 hours.

The Freestanding sign shall have a maximum height of 15
feet and a maximum overall length of 20 feet. The height
of the main copy of the sign shall incorporate a Lexan
panel with a dark bronze background and ivory letters,
Pantone Color Number 468-A, or equivalent.
Electronic Message Center will have a background of black
or dark brown. The main body of the sign shall not exceed
5 feet 3 inches in height. The electronic message shall
comply with all requirements of the Sign Code and shall
include public service information at least 10% of the
messages.
Two logo panels with a maximum dimension of 2 feet in
height by 3 feet in width will be permitted on each side of
the sign. The logo panels will have the logo of the
franchise or business operation. No additional copy or
other communication shall be contained. The logos may be
mounted vertically and shall be allowed to rotate not more
than once every five minutes. The two logos shall rotate
in unison and each rotation shall consist of 1/6 turn of
the entire barrel. An attempt will be made to have logos
with similar color schemes appearing together. The sign
shall have a pole cover to conceal all structural members
which pole cover shall be made of bronze aluminum° The
same type of aluminium shall be used to house the
Electronic Message Center and main mall identification
panel.
Landscaping will be required around the base of the sign.
For the Sign Planned Unit Development requirements, a
minimum area of 200 square feet shall be required to be
landscaped. A landscape planting plan will be approved by
the Department of Planning and Zoning before any permits
are issued for any signs. No part of the sign shall occupy
or overhang existing easements unless satisfactory
agreements are received for use of an easement.
Other than as set forth in the Sign Planned Unit
Development, no other freestanding sign will be permitted
with the exception of a single temporary for sale/for lease
sign subject to the requirements of the Village Ordinances.
Wall signs are required on the buildings and shall be of
two types. For the buildings identified on the sign plan
attached hereto and made a part hereof, as 2, 3,4 and 5,
one 5 foot by 5 foot logo shall be mounted at 6 inches
above the height of the service bays and shall be centered
over the entrance door and window area (the pass door
entrance) to the facility. The logo shall comply with the
requirements for a logograph contained in the Mount
Prospect sign regulations specifically in that copy and
other language shall not be included.
A business sign identifying the name and/or type of
business shall be installed and shall be placed even with
the lower edge of the logo can~ The sign shall consist of
individual three-dimensional letters (Helvetica Medium)
applied directly to the face of the building. The sign
shall not extend beyond the outer limits of the service bay
of the facility for each business. The individual letters
shall have a height of 2 feet and shall be centered over
the bays. In the event that the frontage is less than 40
feet, two lines of individual letters may be allowed
provided the letter height is 1 foot. The color of letters
will be of Pantone Reflex Blue-A or equivalent.
Buildings 2, 3 and 4 will also allow individual three
dimensional letters (Helvetica Medium) of the maximum
height of two feet to be applied directly to the exterior

surface of the building. A single line of the letters
shall be permitted with the letters being at the same
h~ight as those on the front of the building. The sign
shall be of Pa.ntone Reflex Blue-A or equivalent. In the
event that 1 foot high individual letters are used, two
lines of letters may be permitted. The sign shall not
exceed 20 feet in length. Only the name and type of
business shall be permitted for this sign. The sign shall
have a margin of 2 feet from the front face of the building.
'The Car Was, designated as Building 1, shall
be allowed signs as follows: A single line sign
identifying the words "NATIONAL PRIDE CAR WASH" will be
installed and consist of Helvetica Medium or Helvetica
Bold individual three-dimensional letters to be applied
directly to the face of the canopy, the letter shall
be Patone No. 468-A or equivalent, which shall include
various shades of off white colors. The letters shall
be 2 feet in height and be placed centered over the
eastern bays of the south elevation. A logo, complying
with the requirements of the Village Code for
logographs no greater than 25 square feet, will be
allowed on the south face of the building immediately
to the west of the individual letters.
The east. elevation of Building 1 shall have a single
line sign identifying the words "CAR WASH" which shall
consist of Helvetica Medium Or Helvetica Bold
individual three-dimensional letters to be applied
directly to the face of the canopy. The letter shall
be Pantone No. 468-A, or equivalent, which shall
include various shades of off white colors, and shall
be 2 feet in height and be centered in the middle of
the canopy. A logo complying with the requirements of
the Village Code for logographs will be allowed to
continue as existing in the center of the east wall.
Other than those signs approved hereby, no other wall signs
or signs visible from the eXterior of the buildings may be
permitted throughout the project.
Existing signs which do not comply with this Sign Planned
Development Unit shall be removed before any permit is
issued for the freestanding sign.
Ail signs shall be produced by the same manufacturer to
insure their consistency and quality.
SECTION THREE: This Ordinance shall be in full force and effect
from and after its passage, approval and publication in pamphlet
form in the manner provided by law.
