JANONIS, VILLAGE MANAGER DIRECTOR OF FINANCE April 12, 2004 2004 BUDGET AMENDMENT NO.1 PURPOSE: Present a recommendation that the annual budget be amended for fiscal year beginning January 1, 004 and ending December 31,2004. BACKGROUND: Ordinance 5395, adopted December 16, 2003, established the annual budget for the year ending December 31,2004. . DISCUSSION: Governments often find themselves in a position of having to amend their current year's budget to reflect material variations in revenues and expenditures, Many times this is as a result of fluctuations in the economy affecting revenues (either positively or negatively), extraordinary or unanticipated charges for expenditures or the timing of projects causing work to occur in different fiscal periods. A proposed ordinance amending the 2004 Annual Budget is attached for the Board's consideration, This document includes the budget changes you have reviewed and recommended be brought to. the Board, In total, we are increasing our revenue projections by $521,506 and increasing the budget for expenditures by $4,002,148, Amendments to the budget impacting revenues are made up of grants, developer donations and other reimbursements, There are several large expenditure amendments all related to capital projects for infrastructure improvements ar equipment purchases, Infrastructure projects utilizing carryover funds include $347,884 for Downtown Redevelopment, $368,250 far Street Resurfacing, $400,000 for a Combined Sewer Study and $356,744 for Weller Creek Improvements. Carryavers for majar equipment purchases include $350,000 for Village Hall Furnishings and $227,000 for AudioNisual Equipment for the new Village Hall. AN ORDINANCE MAKING CERTAIN AMENDMENTS TO THE ANNUAL BUDGET ADOPTED FOR THE FISCAL YEAR COMMENCING JANUARY 1,2004 AND ENDING DECEMBER 31,2004 WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have passed and approved Ordinance No. 2342 which sets the finances of the Village under the "Budget Officer System"; and WHEREAS, pursuant to the aforesaid Ordinance and the Statutes of the State of Illinois an annual budget for the fiscal year commencing January 1,2004 and ending December 31,2004 was adopted through the passage of Ordinance No. 5395 approved by the Corporate Authorities of the Vil1age of Mount Prospect on December 16,2003; and WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have further reviewed certain' additions and changes to the aforesaid budget for the fiscal year beginning January 1, 2004 and ending December 31, 2004; and WHEREAS, the President and Board of Trustees of the Village of Mount Prospect believe the changes, as specified on the attached January 1,2004 through December 31,2004 Budget Amendment No.1 to be in the best interest of the Village of Mount Prospect; and WHEREAS, the Village has now revised the revenue projections or has reserves in each of the Funds in which the budget is being increased adequate in amount to cover the budget changes reflected in Budget Amendment No.1, attached hereto, NOW THEREFORE BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the fiscal year budget for January 1, 2004 through December 31, 2004 for the Village of Mount Prospect is hereby amended, as detailed on Budget Amendment No, 1 attached hereto. SECTION TWO: That this ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form as provided by law. Single-Family Rehabilitation Loan Program Home Weatherization Grant Program Emergency Repair Program First-Time Homebuyer's Assistance Program . . . The Village will grant the participants of these programs CDBG funds to cover all of the costs associated with addressing lead-based paint hazards (including costs associated with inspections, assessments, hazard reduction work, clearance tests and necessary relocation), Attached is the Resolution to comply with HUD's lead-based paint regulations. Please forward this memorandum and attachment to the Village Board for their approval at the April 20th meeting. Staff will be present at that meeting to answer any questions. ~i ~. irector of Community Development t\ vwl 4/î5/04 RESOLUTION A RESOLUTION ADOPTING LEAD-BASED PAINT REGULATIONS ESTABLISHED BY THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the corporate authorities of the Village of Mount Prospect determined that it was in the best interests of the Village to become a Community Development Block Grant ("CDBG") community under the auspices of the U.S. Department of Housing and Urban Development ("HUD"); and WHEREAS, the Village of Mount Prospect has received CDBG funding for more than twenty years; and WHEREAS, through CDBG funding, the Village has established a Single-Family Rehabilitation Loan Program, a Home Weatherization Program, an Emergency Repair Program, and a First Time Homebuyer's Assistance Program to assist low and moderate income residents; and WHEREAS, HUD has adopted certain regulations to address lead-based paint found in properties that are funded by the CDBG Program; and WHEREAS, the Village of Mount Prospect will comply with all aspects of the lead-based paint regulations as adopted by HUD, and will provide grants to eligible residents to assist with the costs of reducing lead-based paint hazards. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor and Board of Trustees do hereby authorize the Village of Mount Prospect to comply with all lead-based regulations established by the United States Department of Housing and Urban Development for properties that are funded by the Community Development Block Grant Program. SECTION TWO: That the Village of Mount Prospect will provide financial assistance to eligible residents to address lead-based paint hazards.
