MAYORS REPORT 4/20/04 PROCLAMA TION "ARBOR DA Y" April 30, 2004 WHEREAS, in 1872 J Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and WHEREAS, Arbor Day is now observed throughout the nation and the world; and WHEREAS, trees can cut heating and cooling costs, clean the air, provide habitat for wildlife, beautify our community, and produce life-giving oxygen; and WHEREAS, trees are a renewable resource giving us paper, food, wood for our homes, and fuel for our fires. NOw, THEREFORE, I, Gerald L. Farley, Mayor of the Village of Mount Prospect, do hereby proclaim Friday, April 30, 2004, as "ARBOR DA Y" in the Village of Mount Prospect and I urge all citizens to observe Arbor Day by attending the ceremonial tree-planting at Robert Frost (North) School, 1805 Aspen Drive, on Tuesday, April 27, 2004, at 11:00 a.m. Gerald L. PROCLAMA TION "NA TIONAL FAIR HOUSING MONTH" APRIL, 2004 WHEREAS, the Village of Mount Prospect finds that decent, safe, and affordable housing is part of the American Dream and a goal of all Illinois residents; and WHEREAS, individuals have the right to choose where to live without discrimination based on race, color, religion, age, gender, familial, status, national origin, and/or disability; and WHEREAS, acts of housing discrimination and barriers to equal housing opportunity are repugnant to a common sense of decency and fairness; and WHEREAS,federal and state laws affirm the right of every person to equal housing opportunity; and WHEREAS, fair housing is a positive community good; and WHEREAS, economic stability, community health, and human relations in the state of Illinois are improved by diversity; and WHEREAS, stable, integrated and balanced residential patterns are threatened by discriminatory acts and unlawful housing practices, resulting in segregation of residents and opportunities in our region; and WHEREAS, the talents of grassroots and nonprofit organizations, housing service providers, financial institutions, elected officials, state agencies, and others must be combined to promote and preserve fair housing and equal opportunity. PROCLAMA TION "NATIONAL LIBRARY WEEK" April 18-24, 2004 WHEREAS, our nation's libraries and librarians playa vital role in connecting millions of people with the resources they need to live, learn, work, govern and thrive in the 2]'1 century; and WHEREAS, libraries are changing and dynamic places, and librarians are the ultimate search engine, helping people of all ages find the information they need in print and online; and WHEREAS, libraries are key players in the national discourse on intellectual freedom, equity of access, and narrowing the 'digital divide '; and WHEREAS, awareness and support must be increased for libraries, librarians, and library workers by raising their visibilities in a positive context and by communicating clearly and strongly why libraries are both unique and valuable. NOW, THEREFORE, I, Gerald L. Farley, Mayor of the Village of Mount Prospect, do hereby proclaim the week of April 18-24, 2004 as "NATIONAL LIBRARY WEEK" and I encourage all residents to support and use your library, and discover or rediscover the wealth of resources available at your library. FARLEY AND BOARD OF TRUSTEES FRO<>M: DATE: VILLAGE MANAGER APRIL 15,2004 (Ii SUBJECT: ROSATI'S PIZZA, 1629 SOUTH BUSSE ROAD NEW CLASS W LICENSE On Wednesday, April 14, 2004, the Village Manager met with Messrs. Geary and Stephen Rosati regarding their request for the issuance of a new Class W Liquor License for the existing establishment referenced above. The Class W License provides for service of beer and wine at dining tables only. The applicants have operated the business in Mount Prospect since 1976. The business has been located at this address in United Plaza since 1990. The restaurant's menu consists of pizzas and other fast-food items with sit down or carry out service. The applicants previously held a Class W License for the business from approximately 1990 to 1999 at which time they chose not to renew. During that period, no Liquor Code violations were noted. The applicants currently feel that the availability of beer and wine on their menu will enhance business. The Village Manager discussed with the applicants the Village's particular sensitivity to the sale of alcohol to minors or the over service of clearly intoxicated persons. The Manager also discussed the Village's Fight Ordinance and indicated that the applicants were responsible for the actions of all employees and managers. The applicants indicated they have read the Village's Liquor Code and understood all of its requirements. A completed application is on file along with fees and most required documentation. The applicants have submitted to fingerprinting and background checks. Issuance of the Liquor License would be subject to submission of remaining outstanding documentation. Should the Village Board view this request favorably, the adoption of an Ordinance creating a new Class W Liquor License would be appropriate. MEJ/rcc  J ORDINANCE NO. - AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended by increasing the number of Class W Liquor Licenses by One (1) Rosati's Pizza, 1629 Busse Road. FARLEY AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: APRIL 13, 2004 HAN RIVER RESTAURANT, 1827 WEST ALGONQUIN ROAD, CLASS R LIQUOR LICENSE CHANGE IN OWNERSHIP SUBJECT: On Monday, April 12, 2004, the Village Manager met with owner Jin Kyung Lin, President of Jin's Sushi Bay, Inc., doing business as, Han River Restaurant, to discuss her request for a change in ownership with regard to the existing Liquor License. Ms. Lin would like to continue operation of the restaurant under the same business name. There is currently a Class R Liquor License authorized for Han River Restaurant. The Class R designation provides for the sale of full liquor service for consumption at dining tables only. Han River Restaurant specializes in Korean cuisine. According to Ms. Lin, the restaurant would continue to operate with the same menu. No remodeling or renovations are anticipated. Lunch and dinner would be served Tuesday through Sunday. While Ms. Lin has had previous experience operating a restaurant in Korea, this is her first venture in the United States. It is also the first time she would hold a Liquor License. Under such circumstances, the Village always requires the owners to successfully complete a certified liquor servers' training course. In this case, both Ms. Lin and her husband have already completed such a course and have provided proof of same. The Village Manager discussed at length with Ms. Lin the Village's particular sensitivity to the sale of alcoholic beverages to minors as well as over service to intoxicated persons. Ms. Lin indicated that she understood the requirements of the Village Liquor Code and will comply with all aspects of same. A completed application is on file along fees and most required documentation. The applicant has submitted to fingerprinting and a background check. If the Board considers, this application favorable, a Motion to recognize a change in ownership would be in order. Since a Class R License already exists for this premise, no additional action is necessary. If approved, the License will be issued only after all outstanding paperwork and insurance certificates have been submitted. P & ME RESTAURANT, 100 EAST PROSPECT AVENUE CLASS S LIQUOR LICENSE CHANGE OF OWNERSHIP SUBJECT: On Tuesday, April 13, 2004, the Village Manager met with the prospective purchasers of Mrs. P & Me, Messrs. Christopher Figaro, Nicholas Figaro and Patrick McLean, regarding their request for a transfer of the existing Class S Liquor License cu rrently in effect at Mrs. P & Me Restaurant. The Class S designation provides for full service liquor both in a restaurant and lounge setting. Purchase of the business and the building are contingent upon approval of the transfer. The Figaros indicate they have previous restaurant experience through family ownership of restaurants in and around Chicago, some of which possessed liquor licenses. Mr. McLean has no previous experience in the restaurant business. According to the applicants, Chris Figaro and Mr. McLean will be the day-to-day co- managers of the establishment with Nick Figaro more passively involved. Given the Class S designation which provides for a stand-alone lounge, the Village Manager is recommending that the co-managers successfully complete a certified liquor servers' course as a condition of issuing the license. With regard to the operation of the establishment, the applicants plan no substantive changes other than some redecorating and upgrading of the menu. They indicate the restaurant may close for approximately two weeks beginning mid-May. Lunch and dinner will continue to be served seven days a week. The Village Manager discussed at length with the applicants the Village's particular sensitivities to the sale of alcohol to minors and over service to clearly intoxicated individuals. The Manager also indicated that the applicants were responsible for the actions of all employees and managers. They indicated they had read the Village's rules and regulations in this regard and understood all of the Village's requirements. The required application is complete and on file along with the payment of appropriate fees and other documentation. The applicants have submitted to required fingerprinting and background checks. As stated above, the Village Manager recommends the co- managers successfully complete a liquor servers' course prior to the issuance of the license. If the Village Board considers this request favorably, a Motion recognizing a change in ownership for the existing Class S License would be appropriate. MEJ/rcc V'I</L 4/14/04 RESOLUTION NO. A RESOLUTION IN SUPPORT OF ILLINOIS AND THE GREATER WOODFIELD TRAVEL AND TOURISM INDUSTRIES WHEREAS, the Village of Mount Prospect supports the sales and marketing efforts of the Greater Woodfield and State of Illinois tourism industries; WHEREAS, our local hotel and lodging operations, restaurants, retail outlets and attractions benefit from the tourism and travel dollars generated through the efforts of our local hospitality industry, the Greater Woodfield Convention & Visitors Bureau, and the Illinois Bureau of Tourism; and WHEREAS, the Greater Woodfield tourism economy already has suffered a loss of $105 million in visitor spending, nearly $4 million in state and local taxes, and 1,296 jobs, in the last three years; and WHEREAS, it is projected that the local Greater Woodfield economy will lose an additional $66 million in visitor spending and 947 jobs if the proposed cut in state funding is allowed to stand; and WHEREAS, the Illinois Tourism Industry has generated $22 billion in visitor spending annually, and is one of the State's top growth industries, providing $1.5 billion annually in state and local taxes; and WHEREAS, the Corporate Authorities of the Village of Mount Prospect, on behalf of our citizens and business community deem it essential to our economic growth and stability to promote the Greater Woodfield area as a destination for overnight stays for groups, and business and leisure travelers. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: The Mayor and Board of Trustees of the Village of Mount Prospect, its citizens and business community, do hereby urge Illinois Governor Rod Blagojevich and the Illinois General Assembly to demonstrate support for the tourism industry of the State of Illinois and the Greater Woodfield region by continuing to maintain the state tourism budget at the 2004 fiscal level until it becomes economically feasible to increase it.
