Janonis VILLAGE CLERK M. Lisa Angell Phone: 847/392 -6000 Fax: 847/392 -6022 www.mountprospect.org The meeting convened at 9:00 a.m. Village Board members present were Mayor Wilks and Trustee Polit. Representing staff was Village Manager Michael Janonis and Finance Director David Erb. Also present was VMO Intern Alex Bertolucci. Residents in Attendance Jim Chylik Locust Mal Holec Quince Lane Jan Kent Briarwood John Elenberger Redwood Drive Carol Tortorello South Elmhurst Avenue Max Romanowicz Ardyce Lane Bob Betts Picadilly Elaine Nekritz Des Plaines, IL Greg O'Brien Hiawatha Trail David Schein Na -Wa -Ta Avenue Mayor Wilks opened the meeting with general remarks and asked for introductions from Trustees, staff and visitors in attendance. Mayor Wilks then moved to the resident portion of the meeting. Jim Chylic, Locust — Mr. Chylic did not have anything to bring to the group and was only in attendance to observe. Mal Holec, Quince Lane — Mr. Holec was concerned for the safety for bicyclists now that we are coming into Spring. He inquired whether the Village should put out information to Village residents regarding bicycle rules of the road. Mr. Holec also inquired about the new group home recently approved to be built on Dempster Road near Culvers restaurant. Mr. Janonis was able to provide background information on the project. Lastly, Mr. Holec wanted to know the status of the Levee 37 compensatory storage project. General discussion followed. Jan Kent, Briarwood — Ms. Kent inquired about the potential annexation of area surrounding Lynn Court. The topic of annexation will be discussed at the April 12 Committee of the Whole meeting. Impacts to municipal services from annexation opportunities and the cost/benefit of a particular annexation will be discussed. General discussion followed. John Elenberger, Redwood Drive — Mr. Elenberger wanted to thank Public Works on help with questions regarding the flooding issue at Hobby Lobby. Mr. Elenberger also had several other questions regarding Village vehicle stickers, status of the old Artemis restaurant, permit requirements for brick paver patios (contractor's license required ?) and regulations in place to enforcement of small motor vehicles (scooters). Mr. Elenberger was informed that these particular vehicles are banned on public streets. General discussion followed. Carol Tortorello, Elmhurst Avenue — Ms. Tortorello wanted to inform the Village of a roadway sign that was in disrepair and whether the Village was responsible for its replacement. The sign is located at the southeast corner of Shabonee and Candota. The posts of the sign appear to be rotting. The sign reads "County Club." Mr. Janonis will ask that public works look into this issue. Max Romanowicz, Ardyce Lane — Mr. Romanowicz asked about the open lot on Rand Road (former Mitchell Buick property). He was asking what was happening with redevelopment of this particular piece of property. Mr. Romanowicz also wanted to comment on the nice work being done by the tree trimming company. There was also an inquiry whether the Village will be conducting the tree planting cost share program in the current year. Mr. Janonis explained that the cost - sharing program was discontinued for 2011. The residents could still participate in the program but would have to absorb the entire cost of the planting. Mr. Romanowicz also wanted to know if there were regulations cleaning up after a dog. General discussion followed. Bob Betts, Picadilly — Mr. Betts had been in contact with Chief Dahlberg regarding enforcement issues at Colony Country homes (area surrounded by Old Orchard Golf Course). Chief Dahlberg suggested Mr. Betts attend a Coffee with Council meeting to learn more about village operations. Mr. Betts did not have anything to bring to the group and was only in attendance to observe. He did have kudos for Village services in general. Elaine Nekritz, Des Plaines — Representative Nekritz was in attendance to take in comments and answer questions from the group. Several questions regarding the budget for the State of Illinois were taken and general discussion followed. Greg O'Brien, Hiawatha Trail - Mr. O'Brien did not have anything to bring to the group and was only in attendance to observe. David Schein, Na -Wa -Ta — Mr. Schein inquired about the parking meter located in the East Metra parking lot. There apparently had been some questions regarding the condition of the meter and timing for a replacement machine. Mr. Erb was able to provide some information on the timing of a replacement. Mr. Schein also commented on the AMC Theatre liquor license debate. He felt that the Youth Commission has not been involved up to this point and whether there is an opportunity for the Commission to comment before final Board action? Mr. Schein was encouraged to have the Youth Commission provide input into the matter. General discussion followed. Mayor Wilks asked if there was any further business for the good of the Village.
