Emerson Street, by Mayor Irvana Wilks. II.ROLL CALL Village Board Trustees present at the meeting included: Paul Hoefert, Arlene Juracek, Steve Polit and Mike Zadel. Safety Commission members present at the meeting included: Chairman John Keane, Chuck Bencic, Angel Campos, Bob Fisher, Carol Tortorello, Fred Pampel,Fire Battalion Chief Henry Dawson, Police Sergeant Bob Smith andStreets/Buildings Superintendent Paul Bures.Staff members present at the meeting included: Village Manager Mike Janonis, Director of Public Works Sean Dorsey, Village Engineer Jeff Wulbecker and ProjectEngineer Matt Lawrie. III.NEIGHBORHOODTRAFFIC CALMING PROGRAM ProjectEngineer Lawriesummarized the presentation and discussion from the previous workshop held in March 2010. At that workshop there were a number of questions andcomments from the Village Board of Trustees and Safety Commission concerning the draft Neighborhood Traffic Calming Program. Project Engineer Lawrie then presented Staff’s responses to each of the questions and comments, and summarized the changes to thedocument. He then opened the item for discussion. Mayor Wilks asked if other nearby communities have approved a comprehensive traffic calming program. Project Engineer responded that other communities such as Naperville and Des Plaines do have traffic calming programs. The discussion then focused on the resident voting phase of the process. Trustee Zadel supported counting a no response from a property as a vote against the project. This would put the responsibility on the neighborhood to gather sufficient support to move a project forward. Trustee Hoefert cautioned that the wording on the ballot would have to be clear as to what a vote and a no response meant. Trustee Polit asked how many properties would be included in a typical project area. His concernwasa significant Traffic Workshop Page 1of 3 June 13, 2011 amount of time and money may be spent on a small project area that would require only a few positive votes. Project Engineer Lawrie responded that Staff would look to avoid that situation. Commissioner Fisher was concernedmany residents may not respond and that, in turn, would influence the outcome of a project. Trustee Juracek believesa no response should be considered a vote against the project. She mentioned there are several fail-safes built into the process to still allow a project to be heard by the Village Board of Trustees regardless of the resident vote. Trustee Zadel reiteratedthis document is a starting point and can be amended in the future. He agreesresidents should gather the needed support for a project.Commissioner Bencic asked if there would be a time limit for returning the petition. Project Engineer Lawrie respondedthere would not be a time limit to submit a petition to begin the process but there would be a deadline for returning ballots when it came time for a resident vote. Village Manager Janonis summarized this pointof the discussion and saidStaff would include clear language on any ballot. Chairman Keane saidthe Safety Commission supports the program and recommends adoption. Project Engineer Lawrie mentionedthe only change to the Village Code would be to Chapter 2. In a couple of cases, an extraordinary vote would be necessary to approve a project. Mayor Wilks said the Village Board of Trustees would consider the amendment and the program at the same time. Trustee Polit asked that Staff provide an analysis showing expected Staff time and associated costs to go through a resident-initiated traffic calming request excluding construction costs. Project Engineer Lawrie said he would provide that information. Trustee Zadel asked that if a traffic calming project was expected to be constructed as part of the annual resurfacing program it should be presented priorto approval of the contract. Mayor Wilks commented that traffic calming projects should be identified in the Capital Improvement Program. Village Manager Janonis agreed that suchwill be the case for traffic calming projects. With no further discussion, it was agreedthe program would be presented at a future Village Board Meeting for adoption. IV.SEE-GWUN AVENUE SPEED HUMPS Project Engineer Lawrie summarized the original traffic data collected along See-Gwun Avenue and how the data would be evaluatedwithin the context of the traffic calming program.Only the two blocks south of Lonnquist Boulevard would be considered for traffic calming measures and Staff does not believe the data warrants the Village initiating a project. Project Engineer Lawrie recommendedthespeed humps be removed andthe Police Department and Engineering Division monitor the subsequent traffic conditions. If additional data warranted the Village intercede and begin development of a new project, Staff would do so. Otherwise, it was recommendedthe residents could initiate a project within the framework of the traffic calming program. Trustee Zadel questioned whether there was a resident petition to install the speed humps. Village Manager Janonis saidthe speed humps were installed at the direction of the Village Board of Trustees in response to ongoing traffic complaints from the residents. Trustee Zadel rememberedin previous discussions one of the issues was that motorists were driving over the 4” tall roll curb onto the sidewalk along the 700 block of See-Gwun Avenue. He asked if addressing that concern was still included in this item. Project Engineer Lawrie saidStaff looked at various options and the most cost-effective option was to replace the roll curb with a barriercurb at the same height and leave the sidewalk behind the curb. Traffic Workshop Page 2of 3 June 13, 2011 Trustee Polit suggestedwe consider going through the removal process as outlined in the traffic calming program. Project Engineer Lawrie respondedresidents did not originally vote on the project and that speed humps would not have beenapproved for this street within the context of the program. Trustee Hoefert commentedin a previous resident meeting it was stated that the speed humps would be removed once an alternative plan was developed. Trustee Juracek agreedalternatives ought to be discussed before the speed humps are removed. Trustee Zadel commentedthe next steps including an alternate plan needto be communicated to the residents.Trustee Polit would like to include resident input as part of the next steps. Project Engineer Lawrie said he would develop a schedule and begin to look at alternative traffic calming measures for the street. Village Manager Janonis commentedfollowing the process to remove the speed humpsper the traffic calming programwas not applicable since the driving force to remove them is their affect on emergency response vehicles. He summarizedStaff would develop an alternate plan including addressing the curb issue along the 700 block, present it to theSafety Commission and Village Board of Trustees, and then bring it before the residents at a neighborhood meeting. V.REDEFINING THE SAFETY COMMISSION Project Engineer Lawrie spoke on the reasoning why Staff was looking to redefine the Safety Commission including changing its name to the Transportation Safety Commission and presented the amendment to the VillageCode. He provided this information so that the Village Board of Trustees was familiar with the issue before presenting it at a Village Board Meeting. Mayor Wilks supports the change and the broadening of topics to be heard by the Commission. Trustee Juracek believes the change isa logical move. She notedthe Planning and Zoning Commission oversees the Village Comprehensive Plan which includestransportation issues. She asked that there be coordination with the two commissions. Trustee Polit asked how the current Safety Commission members would be transferred to the new Commission. Village Manager Janonis responded there would be language inthe ordinance to allow the members to continue with their current terms. Chairman Keane saidthe Safety Commission has reviewed the amendment to the Village Code and recommended approval at their April meeting. Project Engineer Lawrie statedStaff wouldpresent this item at a future Village Board Meeting.
