SUBJECT: SEALED BID RESULTS FOR THE REPAIR OF THE POLICE/FIRE
HEADQUARTERS BUILDING PARKING DECK RAMP
(NOT TO EXCEED $194,085)
BACKGROUND
In the current budget, staff has requested funds to repair the ramp portion of the existing
Police /Fire Headquarters Building parking deck ramp. This ramp was constructed in conjunction
with the rest of the Police /Fire Headquarters Building complex in 1993.
The existing electric cable snow melting system failed within 10 years of construction and has
required numerous repairs. Presently, it is not repairable. In order to control the accumulation of
ice and snow on this incline, Public Works crews must mechanically apply salt and de -icing
agents at frequent intervals during the winter season.
Additionally, the garage access control equipment, ramp lighting, and automatic overhead door
are also inoperable; requiring complete replacement.
The proposed repair work includes selective demolition of the existing concrete ramp,
installation of a new hydronic snow -melt system, replacement of the access drive and the ramp
surface topping, and installation of a new access control system.
The Village hired Desman Associates of Chicago, Illinois to design and prepare the bid
documents, oversee the bid opening and supervise construction of the project. Desman is an
architectural engineering firm that specializes in parking structures. The performed design and
construction management services for the Village Hall Parking Deck project.
BID RESULTS
Sealed bids were opened at 1:00 P.M. on June 27, 2011 for proposed work. A bid notice was
placed in the local paper and four concrete construction/restoration firms were invited to
participate.

Two bids were received. The results are as follows:

Two additional bids were received: one late and one at Public Works. The contract documents
instructed all bidders to submit their bids to the Viiiage Manager's Office at 50 South Emerson
Street prior to 1:00 PM on June 27. Both of these bids were deemed non - responsive and were
returned unopened to the bidders.
DISCUSSION
The low cost proposal was submitted by Martam Construction Inc. of Elgin, Illinois. Martam has
successfully completed a myriad of projects for the Village including bridge deck replacement,
sewer repair and replacement, creek bank stabilization, water main replacement, and streetscape
improvements. They were recently awarded the 2011 Combined /Sanitary Sewer Spot Repair
contract. It is the opinion of staff that Martam is well qualified and sufficiently experienced to
successfully complete this project.
The engineer's estimate of probable cost for this project was $156,169. However, this estimate
was prepared in the initial design phase and the assumptions utilized were changed in the final
bid documents. Specifically, the initial design only required partial removal of the concrete slab
on- grade; the final bid documents stipulated complete replacement. Additionally, the access
control system and the duty rating of the overhead door are more robust than initially proposed.
It is the opinion of staff that these differences in bid requirements satisfactorily explain the
variance between the engineer's estimate and the low bid. Sans these changes, it is probable that
Martam's bid would approximate the engineer's expectations of cost.
Staff recommends including a 10% contingency fee in the award of this project. This
contingency would be reserved for solutions to unanticipated conflicts that arise during the
demolition or construction processes. In this instance, the total recommended award would be
$176,441 (bid) + $17,644 (10% contingency) _ $194,085 (recommended total award).
RECOMMENDATION
Staff recommends accepting the lowest cost proposal as submitted by Martam Construction Inc.
of Elgin, Illinois for repair to the Police /Fire Headquarters Building Parking Deck Ramp in an
amount not to exceed $194,085. Sufficient funds for this proposed project exist in the current
budget.

SUBJECT: SEALED BID RESULTS FOR FIRE STATION 13 FLAT ROOF REPAIR
(NOT TO EXCEED $81,510)
BACKGROUND
In the current budget, staff has requested funds to repair the flat roof at Fire Station 13 (112 East
Northwest Highway). This bid is for repair of the flat roof at Fire Station 13 which has been
failing for several years and is beyond patching. The repair is for total replacement of the roof
membrane including insulation. It includes removal and reinstallation of the existing patio
stones; removal and replacement of the butt joint sealant; any necessary brick replacement; and
installation of a new wall flashing system.
The Hutchinson Design Group, Ltd. of Barrington, Illinois was hired to prepare the bid
documents, oversee the bidding, and supervise construction of the project.
BID RESULTS
Sealed bids were opened at 1:00 P.M. on July 11, 2011 for proposed roof repairs. Four
invitational bids were mailed and a bid notice was placed in the local paper. Four companies
attended the mandatory pre -bid meeting and three bids were received.
Three bids were received. The results are as follows:

DISCUSSION
The low cost proposal was submitted by American Roofing & Repair Company of West
Chicago, Illinois. American Roofing has not performed any roofing work for the Village.
However, they are known to our roofing consultant, Hutchinson Design, as an excellent
contractor who has successfully completed several similar projects. Reference checks also
indicate that American Roofing and Repair has sufficient experience and expertise to perform the
requisite work.
Staff recommends including a 10% contingency fee in the award of this project. This
contingency would be reserved for solutions to unanticipated conflicts that arise during the
removal and installation of the new roofing system. In this instance, the total recommended
award would be $74,100 + $7,410 (10% contingency) _ $85,510 (recommended total award).
RECOMMENDATION
Staff recommends accepting the lowest cost proposal as submitted by American Roofing &
Repair Company of West Chicago, Illinois for the repair to the flat roof at Fire Station 13 in an
amount not to exceed $85,510. Sufficient funds for this proposed project exist in the current
budget.
