The meeting convened at 9:00 a.m. Those present were Mayor Irvana Wilks and Trustee
Steven Polit. Representing the Village was the Human Services Director Nancy Morgan.

Mayor Wilks distributed the press release and discussed yesterday's train accident. She
offered tickets to Wheeling's Haley Reinhart American Idol concert at Arlington Park.
Mal Holec asked if something can be done to increase safety at the RR crossing where
yesterday's accident took place. He wanted to know how a commercial truck driver could
continue driving with 50 citations. A discussion took place regarding these issues. Mayor Wilks
described the recent table top exercise the departments conducted and how these exercises
prepare the Village for disaster response. She said that the Village has been commended on its
excellent response and she thanked all the first responders for their excellent work. He asked if
the Village of Wheeling had settled on the Retention Park, and after a discussion it was agreed
that it may be built by 2013. He asked about the Village's effort to have the State release the
local tax dollars and after a discussion Mayor Wilks said that we may lose up to $1.2 million
which will have a huge impact on the budget. He was concerned that the AMC Theater has not
as of yet opened. The AMC Theater opened on April 29, 2011. Many Coffee with Council
attendees stated that the theater opened to positive reviews.
Jim Chylik said that he was told by a female employee that there was no way to get a variance
for a six foot privacy fence. He was upset when he recently received a variance notice
regarding a neighbor's request for a six foot privacy fence. Mayor Wilks asked that Bill Cooney,
Community Development Director, follow up with him. He asked if bank owned foreclosed
properties pay real estate taxes. After a discussion, it was determined that once a final decision
has been made regarding the property, the taxes are released and paid. He asked if the Village
gets insurance reimbursement when a car tow is arranged after a vehicle accident. After a
discussion, Mayor Wilks asked that Police Chief Dahlberg follow up with him.
Steve Vanarsdale was observing the meeting.
Jan Kent & Teri Markowitz asked when the sewer work would begin at the Lake Briarwood
area. The association plans to install a Sea Wall and they want to coordinate the work. After a
discussion, they agreed to contact Sean Dorsey, Public Works Director, for work coordination.
They asked for advice on how to handle non - homeowners using the lake. After a discussion it
was decided that they need to call 911, sign and file complaints against the trespassers, go to
court and hopefully the trespassers will get the message. A police representative could attend
an association meeting to discuss their response further, however if this involved overtime the
association would be charged. Mayor Wilks asked that Police Chief Dahlberg follow up with Ms.
Markowitz. They inquired and were told that there was no timeline for the Lynn Court
annexation.
Carol Tortorello had nothing to add.
Sheldon Tabas asked about a dropping storm drain grate which is located partially on the
public sidewalk at Kensington. It was determined that he needs to contact American Water. He
asked if there was a dandelion nuisance ordinance. After a discussion it was determined that
the eight inch grass height restriction probably would not apply to this situation, but there was a
remote possibility that the nuisance ordinance might apply. He asked about feral cats living
under a deck in his complex and was told to call Bob Roels, Environmental Health Coordinator.
He said that even though Boxwood, Wheeling and Dogwood Roads had been cold patched
during the winter, they are in rough condition. He asked that two large pot holes at 1225
Boxwood & 1170 Wheeling Roads be repaired. Mayor Wilks said that Sean Dorsey, Public
Works Director, will be notified. Since the cut in police staff, he has observed many cars at all
times of the day ignore the one way signs on Boxwood Drive. He is anticipating car accidents
due to this behavior. Mayor Wilks told him to call 911 when he observes this behavior. Police
Chief Dahlberg will be notified about the situation. He asked about the construction at the
former Browns Chicken location and was told it will be a Chase Bank. He asked if the Village
was spraying for the Emerald Ash Boar and was told that the Village is treating the stronger
parkway trees and marking them with a white flag. It was suggested he attend the Public Works
Open House and discuss this further with the Forestry Department.

Thomas Tezky discussed a grass cutting issue and feral cats.
