JANONIS FROM: WATER & SEWER SUPERINTENDENT DATE: APRIL 25, 2011 SUBJ: BID RESULTS FOR 2011 CDBG PROJECT — BASIN 37 SANITARY SEWER REPAIRS, LAKE BRIARWOOD SUBDIVISION ($797,285.00) BACKGROUND In response to resident complaints in the Lake Briarwood (Basin 37) area about basement backups and grease blockages, Public Works retained the professional services of Baxter & Woodman Consulting Engineers of Crystal Lake, Illinois to perform a Sanitary Sewer Evaluation Study (SSES) and to prepare engineering plans and specifications for rehabilitation work on Village -owned sewer facilities that service the area. The overall repair effort is comprised of both public and private sewer repairs with the public repairs split into two (2) Phases. As part of the bid, there is an option to bid both phases together as one project and Baxter & Woodman has estimated that there is a potential for savings for the Village in this present economy. The following repairs of the existing public portion of sanitary sewer system were included in the bid: Phase 1 a. Replace approximately 720 feet of sewer near the north ends of Briarwood Drive East and West b. Replace approximately 940 feet of sewer generally located along Lynn Court Rehabilitate approximately 790 feet of sewer along Briarwood Drive East using cured -in- place pipe (CIPP) to eliminate pipe defects Revised Cost Estimate for Phase 1 - $689,000 Phase 2 Replace approximately 900 feet of sewer along Briarwood Drive East Revised Cost Estimate for Phase 2 - $185,000 TOTAL ENGINEER'S COST ESTIMATE PHASE 1 & 2 - $874,000 ENGINEER'S COMBINED PROJECT ESTIMATE (including discount) $851,000 To assist with funding the project, Public Works obtained a $60,000 grant under the Community Development Block Grant program. The use of the federal grant will require the contractor to adhere to the federal program reporting rules and requirements. Additional funds necessary to facilitate completion of both phases (Phase I and Phase II) as a single project were made available by amending the 2011 budget to include unexpended sewer improvement funds from the 2010 budget. Pa e 2 of 3 BID ESULTS FOR 2011 CDBG PROJECT -BASIN 37 SANITARY SEWER REPAIRS, LAKE BRIARWOOD SUBDIVISION ($797,285.00) April 25, 2011 Baxter & Woodman prepared the plans and specifications for the repairs to the public portion of the sanitary sewer system within Basin 37 which is comprised mostly of the Lake Briarwood Subdivision and multi - family developments to the north and east of the Briarwood area. The bid requested that each contractor provide pricing for each of the two separate phases and also, a combined price for all of the work. BID RESULTS Prior to the bid opening, five (5) bids were distributed to area contractors experienced in sewer construction. In addition, public notice was posted in a local newspaper as required. A total of ten (10) bidders picked up plans and specifications for the project. Sealed bids were received until 1:00 p.m. on Monday, April 25, 2011 at which time they were opened and read aloud. Five (5) bids were received. All bidders submitted the required bid bonds and appropriate references. The apparent low bidder for the proposed 2011 CDBG — Basin 37 Sanitary Sewer repairs is Swallow Construction of Downer's Grove, Illinois. They have met all the bid requirements and submitted the required bid bond. Swallow Construction has not worked for the Village in the past. Area references were contacted and all had good remarks for the company. The engineer estimated that the cost of the repairs for both phases of the project is $851,000. Since three (3) of the five (5) bids received were lower than the engineer's estimate for the complete project, and the fact that sufficient funding is available in the current budget, staff and the engineer are recommending that the Board award the entire project as one combined project. Completing the recommended work as a single project will facilitate full realization of the improvements and minimize disruption and inconvenience for the impacted neighborhood. Pan 3 of 3 BID ESULTS FOR 2011 CDBG PROJECT - BASIN 37 SANITARY SEWER REPAIRS, LAKE BRIARWOOD SUBDIVISION ($797,285.00) April 25, 2011 Staff recommends the inclusion of a contingency in the award for this proposed contract due to the fact that the bid quantities are estimates and actual field measurements will vary. In this instance, staff is recommending a 10% contingency to the contract award in the amount of $72,480.50. The total recommended award would be $797,285.00 ($724,804.50 for the base award plus a contingency of $72,480.50). RECOMMENDATION I recommend awarding a contract for the 2011 CDBG PROJECT — BASIN 37 SANITARY SEWER REPAIRS, LAKE BRIARWOOD SUBDIVISION to Swallow Construction of Downer's Grove, Illinois in an amount not to exceed $797,285.00. Sufficient funds for this proposed contract exist in the current budget. Funding for this proposed project will come from the water and sewer enterprise fund. DISCUSSION Staff reviewed the needed work to determine whether there was an opportunity to receive multiple proposals from area firms to provide construction engineering assistance to the Village during the recommended improvements. Baxter & Woodman is familiar with the Village's sanitary sewer system in that they have several years experience working with village staff and residents in evaluating our sanitary sewers. In addition, Baxter & Woodman has intimate knowledge of this particular basin in that they performed the sanitary sewer evaluation study, attended the various Board and resident meetings to hear the concerns of the neighborhood, and they have also prepared the plans and specifications for the improvements being pursued. Staff asked Baxter & Woodman to prepare a proposal for professional engineering services to provide specified construction engineering services for the Basin 37 Lake Briarwood Sanitary Sewer Improvements. Baxter & Woodman initially proposed a total fee of $71,500.00 to assist for Phase 1 and Phase 2 of the project. Staff went back to Baxter & Woodman and asked if there were any cost savings opportunities available. Baxter & Woodman offered a savings if the Village combined the two engineering assistance agreements into one agreement. The Village will save $4,500 by combining this work. Typically, total fees of 8 to 10% for engineering assistance and construction monitoring are expected. The total fee of $67,000 being proposed is 8.4 % of the actual bid award for the complete project. Due to their exemplary performance record on Village projects, and intimate knowledge of the Lake Briarwood sanitary sewer system, it is the opinion of staff that the best interests of the Page 2 of 2 PROFESSIONAL SERVICES AGREEMENT FOR ENGINEERING ASSISTANCE WITH THE SANITARY SEWER REPAIRS IN BASIN 37- LAKE BRIARWOOD SUBDIVISION ($67,000.00) April 26, 2011 Village would be served by retaining Baxter & Woodman to provide specified construction engineering services for the Basin 37 Lake Briarwood Sanitary Sewer Improvements Phase I and II. RECOMMENDATION I recommend that the Village Board authorize a professional engineering services agreement with Baxter & Woodman, Consulting Engineers of Crystal Lake, Illinois for specified construction engineering services associated with the Basin 37 Lake Briarwood Sanitary Sewer Improvements Phase I and II in an amount not to exceed $67,000. Sufficient funds for this proposed agreement exist in the current budget. Funding for this proposed contract will come from the water and sewer enterprise fund. JANONIS FROM: WATER /SEWER SUPERINTENDENT DATE: APRIL 28, 2011 SUBJ: BID RESULTS FOR SEWER REPAIRS USING CURED -IN- PLACE -PIPE (CIPP) PROCESS ($546,572.81) Background In the current budget, staff requested funds to continue the combined sewer system repairs. These repairs were identified during the Combined Sewer System Evaluation Study (CSSES) completed in 2004. In total, almost $15 million worth of repair work has been slated. This work primarily consists of rehabilitating existing sewer main pipes using a no -dig, cured -in- place- piping (CIPP) process. To facilitate this work, staff prepared two (2) separate bid packages. One package was designed to solicit contractors for rehabilitating sewer mains using the CIPP process. The other bid package was drafted to procure the services of a sewer excavation contractor capable of replacing structurally failed pipe (spot relays). The defects were ranked in the CSSES in categories from 5 being the worst to 1 being minimal to no repairs being needed. Both of these bid packages are oriented towards repairing a few remaining Category 4 defects and many of the Category 3 pipe defects identified in the CSSES. The worst defects noted in Categories 5 and 4 have been repaired in prior years work. The rehabilitation work performed since 2005 resulted in the elimination of all the worst defects (Category 5) and will address 100% of the Category 4 with the successful completion of this year's efforts. In addition, approximately 10% of the Category 3 and 2 defects in our combined sewer system have been completed to date. Also, each year the Village also repairs a portion of the separate sanitary sewer system. This work in the separate sewer system also utilizes the CIPP process. This separate sanitary sewer work has also been included in these bid packages. Distinct funds were appropriated in the current budget for these improvements. As was done last year, the bid will allowed contractors to propose either steam or hot water curing of the lining for certain diameters of pipe. This change has resulted in a per foot cost savings as additional footage can be lined with this improvement in technology. This memorandum presents the results of the bids for the CIPP work only. Bid results for spot relays will be presented via a separate document. The locations of the work planned for the Page 2 of 3 BID RESULTS FOR SEWER REPAIRS USING CURED -IN -PLACE -PIPE (CIPP) PROCESS ($546,572.81) April 28, 2011 proposed CIPP award is outlined in Attachment A. This year's proposed project features 14,558 lineal feet of lining work in pipes ranging from 8" to 30" in diameter. Bid Results Prior to letting, four (4) invitational bids were distributed to contractors experienced in the CIPP process. Public notice was posted in a local newspaper as required. A total of four (4) bid sets were released to contractors. Sealed bids were received until 1:00 P.M. on Monday, April 25, 2011 at which time they were opened and read aloud. Three (3) bids were received. The bid results are as follows: Bidder Bid Visu -Sewer of Illinois, LLC of Bridgeview, IL $ 524,572.81 Insituform Technologies of Lemont, IL $ 536,433.20 Michels Lining of Brownsville, WI $ 1,335,756.00 American Pipeliners of West Chicago, IL No Bid Discussion Staff has evaluated all bids and determined that the bids received are responsive to the request. All bidders submitted the required bid securities and appropriate references. All of the submitted bids are compliant with the bid specifications in all aspects and all are an authorized licensee of an acceptable CIPP system. Visu -Sewer of Illinois, LLC of Bridgeview, IL is the apparent low bidder and provided all the necessary material and reference as outlined in the bid specification. Visu -Sewer has done work for the Village in the past and their work has been satisfactory and timely. Over the last 20 years, Visu -Sewer has satisfactorily completed several CIPP installations in our Village. Staff is recommending that an estimated 5% contingency ($22,000) be added to the contract. A contingency would cover the difference between actual lineal footages and the estimates used to prepare the bid specifications, address unforeseen sewer services that would need to be reinstated and make any other small repairs needed to be performed prior to the lining of the sewer. The contingency would raise the total project cost to $546,572.81) ($524,572.81 base bid plus the contingency of $22,000). Sufficient funds for this proposed contract exist in the current budget. All funding for this proposed project come from the water and sewer enterprise fund. Some sewer pipe segments have significant structural defects that can only be effectively repaired by excavating and replacing segments of sewer main (spot relays). The majority of the sewer rehabilitation is being performed using the cured -in- place -pipe (CIPP) process. To facilitate this work in 2011, staff prepared two (2) separate bid packages: one package for sewer repairs using cured -in -place piping (CIPP) and another for sewer repairs requiring excavation and pipe replacement (spot relays). The sewer line spot relay bid package was drafted to procure the services of a sewer excavation contractor capable of replacing structurally failed pipe and installing or repairing manholes. This proposed work, along with the spot relay rehabilitation work performed since 2005, has eliminated the worst combined sewer defects (Category 5) and addresses the remaining Category 4 and Category 3 defects requiring excavation and pipe replacement. Each year the Village also rehabilitates the separate sanitary sewer system using the same contract and specifications. This proposed work is comprised of both spot relays and cured -in- place -pipe lining. This work is included in the appropriate bid package (CIPP or spot relay) and distinct funds are utilized to pay for these improvements. This memorandum will present the results of bids for spot relay work only. Bid results for the CIPP will be presented via a separate document. The locations of the work planned for the proposed Sewer Line Spot Relays award is outlined in Attachment A. This year's proposed project features (23) point repairs and (5) new or replacement manholes. In addition, public notice was posted in a local newspaper as required. Five (5) additional contractors picked up plans and specifications for the project. A mandatory pre -bid conference was held on April 19, 2011 to allow for questions on the plans and project. Sealed bids were received until 1:00 P.M. on Monday, April 25, 2011 at which time they were opened and read aloud. Four (4) bids were received. The bid results are as follows: Bidder Base Bid Martam Construction, Elgin, IL $213,723.00 American Underground, Schaumburg, IL $229,679.18 Suburban General Construction, La Grange Park, IL $231,160.00 LIFCO Construction, East Dundee, IL $240,400.00 DISCUSSION Staff has evaluated all bids and determined that all bids received are responsive to the request. All bidders submitted the required bid bonds and appropriate references. The apparent low bidder for the proposed spot relay work is Martam Construction of Elgin Illinois. Martam Construction is a very well known contractor and has worked on numerous Village projects in the past. They have met all the bid requirements and submitted the required bid bonds. Area references were contacted and all had good remarks for the company. Previous work for the Village has been timely, without issue and of high quality. Staff's estimated that the cost of the repairs for 2011 was approximately $200,000. Staff recommends the inclusion of a contingency in the award for this proposed contract due to the fact that the bid quantities are estimates and actual field measurements will vary. Also, during each year of the project, there have been 2 to 3 additional spot relays discovered during the CIPP process. The average cost per additional dig can be up to $10,000 and having a contingency would allow some additional work if needed. In this instance, staff is recommending a 10% contingency to the contract award in the amount of $21,372.30. The total recommended award would be $235,095.30 ($213,723.00 base award plus a 10% contingency of $21,372.30). The combined sewer repairs were identified during the Combined Sewer System Evaluation Study ( CSSES) completed in 2004. In total, almost $15 million worth of combined sewer repair work has been slated over fifteen years. This year is the 7th year of the project. Due to the scale of this project, literally a multi - million dollar, multi -year effort, staff is recommending the use of an engineering consultant part -time to assist Village staff in the oversight of this program. The program for 2011 includes 14,558 lineal feet of cured- in- place- piping (CIPP), 23 spot relays, and 5 manhole replacements. DISCUSSION Baxter & Woodman, Consulting Engineers of Crystal Lake, Illinois prepared the initial CSSES study that provided the Village with detailed information about the condition of the Village's combined sanitary sewer system. The firm is very familiar with the Village's infrastructure rehabilitation program and is well attuned to our customer oriented work philosophies. In addition, Baxter & Woodman has successfully provided construction engineering services for each of the 6 annual CIPP and spot relay projects completed to date. All of these projects have been completed on schedule and under budget. The CIPP and spot relay programs continue to be substantial and demanding as in previous years. It is the opinion of staff that the best interests of the Village would be served by the continued use of Baxter & Woodman on a part -time basis to provide engineering oversight on these programs. Mount Prospect Public Works Department At staff's request, Baxter & Woodman submitted a proposal to supply limited engineering assistance after contract award that includes half -time oversight of the CIPP project, 100% construction observation of the spot relay work, and overall contract administration for both projects. Page 2 of 2 Engineering Services Agreement for Cured -In -Place -Pipe (CIPP) and Sewer Line Spot Relay Projects ($80,385) April 28, 2011 Their fee to assist the Village with both of these projects for 2011 amounts to a not to exceed total of $80,385. The amount paid to Baxter & Woodman in 2010 for this effort was $96,000. The proposed work in 2011 has 9 more spot relays than performed in 2010 but the CIPP lining project has 20 less CIPP liner segments than last year. Baxter & Woodman has reduced their 2011 fee request accordingly. Engineering services for this type of work usually range between 8 -10% of the overall project costs. When the fee is compared to the actual bids received, the fee is 10% of the proposed award amounts of $769,168.11. As this is a not to exceed proposal, the fee will vary with the actual project costs but not exceed the $80,385. RECOMMENDATION I recommend that the Village Board authorize a contract with Baxter & Woodman Consulting Engineers of Crystal Lake, Illinois for specified engineering services associated with the Sewer Line Spot Relay Repairs and the Sewer Rehabilitation using CIPP Process projects in an amount not to exceed $80,385. JANONIS FROM: VILLAGE ENGINEER DATE: MAY 12, 2011 SUBJECT: 2011 POND REHABILITATION PROJECTS KENSINGTON BUSINESS CENTER — POND #4 ENGINEERING DESIGN RECOMMENDATION - $19,687 POND #5A INSPECTION RECOMMENDATION - $8,363 Backjzr As part of the Kensington Business Center development in the 1980's, the annexation agreement requires the Village to maintain certain aspects of the 11 retention basins within the park. While the park's management company provides routine maintenance such as algae removal, the Village is responsible for dredging work so that the water depth of the ponds conforms to the design requirements. In addition, the Village maintains and repairs the inflow and outflow structures in each of the ponds and provides bank stabilization. In 1998 a comprehensive study of the condition of all the ponds was completed, in part to identify needed repairs and establish a priority ranking for these repairs. In 2002, 2006, and 2008, the Village rehabilitated ponds #4A, #3 and #7, respectively. The Village Board awarded contracts for design and construction engineering for each pond to Ciorba Group Inc. ( Ciorba). The next ponds on the priority list are ponds #5A and #4. The ponds, shown on the attached map, are at the northwest corner of Business Center Drive and Feehanville Drive. Funds have been allocated for the design and construction engineering and construction of Pond 5A and for design engineering for Pond 4. Discussion — Pond #5A Construction Engineering The Village Board awarded a contract to Ciorba for design engineering for Pond #5A. The design has been completed and the project will be let out for bids soon. Village Staff will provide daily construction inspection but specialized layout, surveying and quantity verification will be needed. In order to provide a timely and inexpensive transition, staff proposes to use Ciorba to provide limited but necessary construction engineering services. Village Staff requested a fee proposal for construction engineering services from Ciorba. Their fee proposal was closely scrutinized in terms of both proposed staff hours and prices compared to previous similar projects. The fee proposal is $8,363.00. 2011 Pond Rehabilitation Projects May 12, 2011 Discussion— Pond #4 Engineering Design Proposal As permitted by the Qualification Based Selection process, the Village solicited a proposal for engineering services for the design of the Retention Basin Dredging Project Pond #4 from a qualified engineering firm Ciorba, with which the Village has prior experience. Ciorba has previously completed engineering services for retention basin dredging projects for the Village. In addition, Ciorba has also provided services for the Village on street light, traffic signal and bridge rehabilitation projects. With each of these projects in the Village, their work has been acceptable. Ciorba was asked to submit as part of their proposal the following information: 1. A summary of the firms approach to the project. 2. A staff hour estimate for major phases of work. 3. A maximum, not -to- exceed fee for design of the project. 4. A project schedule. Tasks that were identified to be performed included: 1. Topographic survey 2. Preliminary design 3. Final plan preparation 4. Bidding assistance 5. Attending meetings 6. Obtain necessary permits from the Army Corps of Engineers, Metropolitan Water Reclamation District of Greater Chicago, and the North Cook County Soil and Water Conservation District. Ciorba's proposal depicts a clear understanding of the dredging project's goals and their methodology of the design process. Their fee proposal was closely scrutinized in terms of both proposed staff hours and prices compared to previous similar projects. This contract is for design services only. Once the project is ready to go to construction, it is anticipated that a separate construction engineering contract will come before the Village Board of Trustees for approval. It is difficult, however, at this point to determine the amount of a construction engineering contract until the project's scope is refined and the design is complete. Should the consultant meet the Village's expectations during the design phase, we plan to negotiate a construction engineering contract with the same company. This will allow for a smooth transition into the construction phase and enable the field personnel to work closely with their own design team. The fee proposal is $19,687.00. It is also Staff's recommendation that the Village Board award a contract to Ciorba Group, Inc. for engineering design of Pond #4 for a not to exceed amount of $19,687.00.
