PROCLAMATION
May 15 - 21, 2011
WHEREAS, there are approximately 900,000 law enforcement officers serving in
communities across the United States, including the members of the Mount Prospect Police
Department; and
WHEREAS, some 60,000 assaults against law enforcement officers are reported each year,
resulting in approximately 16,000 injuries; and
WHEREAS, since the first recorded death in 1791, more than 19,000 law enforcement
officers in the United States have made the ultimate sacrifice and been killed in the line of
duty; and
WHEREAS, the names of these dedicated public servants are engraved on the walls of the
National Law Enforcement Officers Memorial in Washington D. C.; and
WHEREAS, 317 new names of fallen heroes are being added to the National Law
Enforcement Memorial this spring, including 153 officers killed in 2010 and 164 officers killed
in previous years; and
WHEREAS, the service and sacrifice of all officers killed in the line of duty will be honored

during the N3 annual Candlelight
Vigil, on the evening of Friday, May 13, 2011; and
WHEREAS, the Candlelight Vigil is part of National Police Week, which takes place this year
on May 15 21; and
WHEREAS, May 15 is designated as Peace Officers Memorial Day, in honor of fallen officers
and their families.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby
proclaim the week of May 15 - 21, 2011 as
in the Village of Mount Prospect and publicly salutes the service of law enforcement officers
in our community and in communities across the nation. And, I call upon all individuals to
recognize the dedicated men and women of the Village of Mount Prospect Police
Department for their efforts to maintain our peaceful community and to also remember the
fallen or disabled members of law enforcement agencies throughout our country.

WHEREAS,
the services provided by the Public Works Department in our community are an
WHEREAS,
the support of an understanding and informed community is vital to the efficient
operation of a public works system and its many programs relating to water, sewers, streets
and highways, public buildings, public grounds, solid waste collection, recycling, trees, and
snow removal; and
WHEREAS,
the quality and effectiveness of these facilities, as well as their planning, design
and construction are dependent upon the efforts and skills of public works employees; and
WHEREAS,
the efficiency of the qualified and dedicated personnel who staff public works
importance of the work they perform; and
WHEREAS,
the Mount Prospect Public Works Department will have an Open House on
Saturday, May 14, 2011, between the hours of 9:00 a.m. and 1:00 p.m., to acquaint the
residents of Mount Prospect with the many services provided by the Public Works
Department.
NOW, THEREFORE,
I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby
proclaim the week of May 15-21, 2011 as
in the Village of Mount Prospect and I call upon all citizens and civic organizations to
acquaint themselves with the various services provided by the Mount Prospect Public Works
Department to assure the health, safety and comfort of our residents.

VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOISACTING IN THE EXERCISE OF THEIR HOME RULE
POWERS:
SECTION ONE:
That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village
Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor
Licenses available in each Classification and shall establish a list specifying the number of Liquor
Licenses authorized. Said list is hereby amended by decreasing the number of “Class S-3”Liquor

CHANGE IN LIQUOR LICENSE CLASSIFICATION

Due to a number of liquor code violations,the Liquor Commissioner in 2008 converted
Nina’s Class “R” liquor license to a Class “XX” (license with conditions).In 2009 this
classification changed to a Class “S-5” (license with conditions)and in January of 2011
to a Class S-6 (license with conditions).Nina has complied with all regulations during
the past 3 years.
The liquor license renewal deadline was April 30, 2011. As Iconsidered this renewal
request, I felt I could lift the restrictions. However, the new clasificationneeds to be
voted on by the Village Board of Trustees and this is the earliest meeting the matter
could be placed on the Agenda. Therefore, I have used my authority to allow the
Licensee to continue to serve alcohol by issuing them a “Temporary Ad-Hoc” license.
Section 13.204.1 of the Liquor Ordinance reads that the commissioner shall have the
authority to issue an Ad Hoc Temporary Permit subject to conditions similar to those
applicable to the specific classifications, where the commissioner determines that such
permit is in the best interests of the public.I dated the ad-hoc permit tocover the timeof
the existing license’s expiration, and the VillageBoard action on the new license class.
Adoption of an Ordinance decreasing the number of “S-6” liquor licenses(license with
conditions)by one and increasing the number of “F-3” licenses by one would be in
order.
