JANONIS FROM: WATER SUPERINTENDENT DATE: APRIL 25, 2011 RE: BID RESULTS FOR THE CLEANING AND PAINTING OF 16 ($285,890) BACKGROUND Vb On August 19, 2010 the reservoir roof collapsed at our Station 16 Reservoir and Booster Station located on West Algonquin. Repairs have since been made to the tank and roof and the tank is ready for paint. The tank was last painted in late 2001. The roof C repair left the new roof in a shop � primed condition and the existing sidewall paint was marred as the roof rafters collapsed inward. There appears to be no structural damage to the tank sidewalls except where the roof rafters peeled away from the welds. Our engineering consultant, Tank Industry Consultants, Inc. (TIC) prepared the plans and specifications for the cleaning and painting of the tank. The painting project will include the cleaning and overcoating of the exterior, complete sandblasting and painting of the interior and painting of the new roof, inside and out. The exterior color scheme will remain the same (TNEMEC Desert Sand). After the tank is painted, new cathodic protection netting which, was destroyed in the collapse, must be re- installed by the cathodic protection system supplier, CorrPro. At that time, the tank will be disinfected, sampled and placed back into service. The tank is planned to be back in service by end of June 2011. Page 2 of 3 BID RESULTS FOR CLEANING AND PAINTING OF RESERVOIR 16 ($285,890) APRIL 25, 2011 BID RESULTS Bids were received by the Village on April 25 2011, opened and read aloud. The bid was published in a local newspaper as required. Fifteen (15) firms obtained the bid documents with eleven (11) firms responding with bids. All bidders submitted the appropriate bonds or surety along with project references. Since the three (3) low bidders have not worked with the Village in the past, TIC performed a check of each firm's references. Based on the consultant's review, TIC concludes that the firm of Eagle Painting and Maintenance of Lansing, Illinois appears to be sufficiently experienced, qualified and responsive to the bid and able to perform the painting of Tank 16. Eagle Painting was awarded the Illinois Department of Transportation's 2003 "Contractor of the Year" for the rehabilitation of the Cedar Street Bridge in Peoria, Illinois, which was an unusual honor for an industrial painting contractor. Eagle Painting has performed many large commercial and industrial jobs in the metro Chicago area including painting of the exterior of the unique red - colored CNA Center. Page 3 of 3 BID RESULTS FOR CLEANING AND PAINTING OF RESERVOIR 16 ($285,890) APRIL 25, 2011 The engineer's estimate for the painting is in the range of $430,000 to $480,000. Staff is recommending that the award include a contingency of $25,990 (10 %) to provide for any unforeseen repairs that may be needed after the existing paint is removed and the bare metal of the tank walls is exposed. RECOMMENDATION I recommend that the Village Board accept the proposal for the Cleaning and Painting of Reservoir 16 to the lowest, responsible contractor, Eagle Painting and Maintenance of Lansing, Illinois in an amount not to exceed $285,890 (the base bid of $259,900 plus the 10% contingency of $25,990 for a total bid award of $285,890). JANONIS FROM: WATER/SEWER SUPERINTENDENT DATE: APRIL 28, 2011 SUBJ: PROFESSIONAL SERVICES AGREEMENT FOR ENGINEERING ASSISTANCE FOR CLEANING AND PAINTING OF RESERVOIR 16 ($18,200) BACKGROUND On August 19, 2010 the reservoir roof collapsed at our Station 16 Reservoir and Booster Station located on West Algonquin. The Village retained the professional services of Tank Industry Consultants of Bolingbrook, Illinois to assist with the damage assessment and repairs to the tank. Repairs have since been made to the tank and the roof and tank is ready for paint. All visible repairs have been made to the tank. The tank was last painted in late 2001. The roof repair left the new roof in a shop primed condition and the existing sidewall paint was marred as the roof rafters collapsed inward. Our engineering consultant, Tank Industry Consultants, Inc. (TIC) prepared the plans and specifications for the cleaning and painting of the tank. The Bid for the cleaning and painting project was advertised and contractor bids were opened on April 25, 2011. That project award will be considered under another separate Board item. The cleaning and painting project is expected to be completed with the tank returned to service before the end of June 2011. DISCUSSION Staff is recommending the continued use of consulting engineer, Tank Industry Consultants of Bolingbrook, Illinois on a part -time basis to provide engineering assistance and project monitoring of the cleaning and painting of Reservoir 16. At staff's request, TIC submitted a proposal to supply limited engineering assistance after contract award that includes oversight of the project and contract administration for the cleaning and painting project. Their fee to assist the Village with this project for 2011 is $18,200 based on an estimated four (4) weeks of onsite assistance. Engineering services for this type of work usually range between 8 -10% of the overall project costs. When the fee is compared to the $285,450 painting bid award being considered by the Board, the fee is 6.4 % of the proposed award amount. JANONIS FROM: SUPERINTENDENT OF STREETS & BUILDINGS DATE: APRIL 25, 2011 SUBJECT: SEALED BID RESULTS FOR THE 2011/12 SEWER CATCH BASIN & INLET REPAIR CONTRACT (NOT TO EXCEED $65,110) BACKGROUND This bid is for our annual contract for sewer catch basin and inlet repair. Many of our older structures are made of brick and, with time, the mortar or brick deteriorate requiring patching, reconstructing, or total replacement. The repairs are usually made with concrete adjustment rings or precast cones to minimize future deterioration of the mortar joints. This work is usually completed by late August to make sure all structures are in good repair for the fall rainy season and to minimize any possible winter failures. The proposed agreement is for a 2 -year term concluding at the end of 2012, with a possible one year extension based on performance. Prices are to remain firm (no increases) throughout the 2 -year term. If an extension is granted, prices will remain unchanged through the extended term as well. BID RESULTS Sealed bids were opened at 1:00 P.M. on April 18, 2011 for proposed sewer catch basin and inlet repairs. Bid prices were based on estimated quantities of 20 -25 structures per year to be adjusted, reconstructed or replaced. Invitational bids were mailed, and a bid notice was placed in the local paper. All three references were called and they said Concrete Etc., Inc. has done quality work and they would use them again. RECOMMENDATION I recommend acceptance of the lowest bid as submitted by Concrete Etc., Inc. for a sewer catch basin and inlet repair contract for an amount not to exceed $65,110. Quantities will be adjusted so that the total expenditure will not exceed the budgeted amount. Staff also requests authority to extend the contract by one (1) year if performance is satisfactory and the contractor agrees to maintain pricing. JANONIS FROM: SUPERINTENDENT OF STREETS & BUILDINGS DATE: APRIL 25, 2011 SUBJECT: ACCEPT BID FOR 2011 & 2012 CRACK SEALING PROGRAM (NOT TO EXCEED $58,448) BACKGROUND As part of our annual preventive street maintenance program we typically select streets that have been paved in the last 4 -5 years for crack sealing. At 4 -5 years, the pavement develops transverse and longitudinal cracks, which are sealed to prevent further deterioration of the pavement, thereby extending the life of the street. The program is no longer available through the NWMC. This is the third year we have let our own cracking sealing contract with IDOT's approval since we will be using Motor Fuel Tax money for funding. BID RESULTS Sealed bids were opened at 1:00 P.M. on April 18, 2011 for the 2011& 2012 Crack Sealing Contract. Four invitational bids were mailed, and a bid notice was placed in the local paper. Also because State of Illinois Motor Fuel tax money is funding a portion of these services, IDOT also advertised this bid in the IDOT bulletin. The bids received were based on estimated quantities which will be adjusted so the total expenditure does not exceed the budgeted amount. There is $58,448 of funds available for crack sealing in this year's budget. In 2008 the North West Municipal Conference contractor defaulted, thereby creating a year's back log of streets that are due for crack sealing. We are requesting to use the total budgeted amount for 2011 to reduce the back log of streets that need to be sealed. RECOMMENDATION I recommend acceptance of the lowest bid as submitted by North Suburban Asphalt Maintenance for an amount not to exceed $58,448.00. JANONIS FROM: SUPERINTENDENT OF STREETS & BUILDINGS PAUL BURES DATE: APRIL 25, 2011 SUBJECT: SEALED BID RESULTS FOR THE 2011& 2012 PAVEMENT MARKING CONTRACT (NOT TO EXCEED $52,773) BACKGROUND A contract is let annually for repainting markings for crosswalks, centerlines, lane dividing lines, parking stalls, and stop bars throughout the village. Pavement markings require repainting and installation of glass beading every two years to maintain their reflectivity. For purposes of this contract, the village is divided into north and south sections using Central Road as the dividing line. These areas are serviced every other year, with the exception of the downtown area and parking lots, which are done annually. On the state highways we are only responsible for painting some of the crosswalks and stop bars. BID RESULTS Sealed bids were opened at 1:00 P.M. on April 18, 2011 for the proposed contract to install pavement markings. The pavement marking work contemplated this year will be for all areas south of Central Road, the downtown business district, parking lots, Wolf Road, and select areas on state highways. Four invitational bids were mailed, and a bid notice was placed in the local paper. Also because State of Illinois Motor Fuel tax money is funding a portion of this project, IDOT also advertised this bid in the IDOT bulletin. Funding for this proposed contract exists in the 2011 budget in an amount of $52,773.00. Expenditures will be limited to available funding and crews will only mark streets, parking lots and Downtown areas that need to be striped. RECOMMENDATION I recommend acceptance of the lowest bid as submitted by Preform Traffic Control Systems, Ltd. for an amount not to exceed $52,773. This annual program helps minimize the potential for sewer flow restrictions caused by clogged sewer structures. This program also provides an opportunity to assess the structural integrity of inlets and catch basins on a scheduled basis. The proposed agreement is for a 2 -year term concluding at the end of 2012, with a possible one year extension based on performance. Prices are to remain firm (no increases) throughout the 2 -year term. If an extension is granted, prices will remain unchanged through the extended term as well. BID RESULTS Sealed bids were opened at 1:00 P.M. on March 24, 2011 for this proposed sewer catch basin and inlet cleaning contract. This year's target area is from Mount Prospect Road to Busse Road and from Golf Road to Prospect Avenue. The bid prices were based on estimated quantities of 250 sewer catch basins and 250 inlets to be cleaned. Ten invitational bids were mailed, and a bid notice was placed in the local paper. Funds expended in 2012 will be limited to the approved budget amounts. RECOMMENDATION I recommend acceptance of the lowest bid as submitted by United Septic, Inc., for the 2011 & 2012 Sewer Catch Basin and Inlet Cleaning Contract. Expenditures will be limited to $36, 226.00 in 2011. 2012 expenditures will be limited to authorized budgeted amounts. Staff also requests authority to extend the contract by one (1) year if performance is satisfactory and the contractor agrees to maintain pricing. Any expenditures during an extended term will also be limited to approved budgeted amounts in 2013. Funds for this proposed contract are available in the current budget.
