PROCLAMATION
April 29, 2011
WHEREAS, in 1872 J. Sterling Morton proposed to the Nebraska Board of
Agriculture that a special day be set aside for the planting of trees; and
WHEREAS, this holiday, called Arbor Day, was first observed with the planting
of more than a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the world;
and
WHEREAS, trees can cut heating and cooling costs, clean the air, provide
habitat for wildlife, beautify our community, and produce life-giving oxygen;
and
WHEREAS, trees are a renewable resource giving us paper, food, wood for our
homes and fuel for our fires.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount
Prospect, do hereby proclaim Friday, April 29, 2011, as
in the Village of Mount Prospect and I urge all citizens to observe Arbor Day by
attending the ceremonial tree-planting at Park View Montessori School, 805
Burning Bush Lane, on Friday, April 29, 2011, at 10:00 a.m.

PROCLAMATION
DAYS OF REMEMERANCE
May 1 8, 2011
WHEREAS,
the Holocaust was the state-sponsored, systematic persecution and annihilation of
European Jewry by Nazi Germany and its collaborators between 1933 and 1945six million
were murdered; Roma (Gypsies), people with disabilities, and Poles were also targeted for
destruction or decimation for racial, ethnic, or national reasons; and millions more, including
idents, also
suffered grievous oppression and death under Nazi tyranny; and
WHEREAS,
the history of the Holocaust offers an opportunity to reflect on the moral
responsibilities of individuals, societies, and governments; and
WHEREAS,
we the people of the Village of Mount Prospect always remember the terrible
events of the Holocaust and remain vigilant against hatred, persecution, and tyranny; and
WHEREAS,
we the people of the Village of Mt. Prospect should actively rededicate ourselves
to the principles of individual freedom in a just society; and
WHEREAS,Days of Remembrance
the have been set aside for the people of the Village of
Mount Prospect to remember the victims of the Holocaust as well as to reflect on the need for
respect of all peoples; and
WHEREAS,
pursuant to an Act of Congress (Public Law 96-388, October 7, 1980), the United
States Holocaust Memorial Council designates the Days of Remembrance of the Victims of the
Holocaust to be Sunday, May 1 through Sunday, May 8, 2011, including the Day of
Remembrance known as Yom Hashoah, May 1, 2011.
NOW, THEREFORE,
I, Irvana K. Wilks, Mayor of the Village of Mount Prospect do hereby
proclaim the week of Sunday, May 1 through Sunday, May 8, 2011, as
DAYS OF REMEMBRANCE
in memory of the victims of the Holocaust and in honor of the survivors as well as the rescuers
and liberators, and further proclaim that we, as citizens of the Village of Mount Prospect should
work to promote human dignity and confront hate whenever and wherever it occurs.

LICENSE RENEWAL –
CHANGE FROM CLASS F-3 LICENSE TO CLASS S-6
Background--
In Mount Prospect, all liquor licenses (68 in total) must be renewed
each year by the end of April. As Liquor Commissioner I have the authority to renew
the licenses with my signature if the renewal applications and fees are properly
submitted. As you know, I do not have the authority on my own to create, delete or
change the license classifications. All of those are submitted to the Village Trustees to
be voted on at a Village Board Meeting.
Retro Bistro Hearings–
Retro Bistro, 1746 W. Golf Road: Lorraine Barth –Owner of
Licensee –has a Class F-3 (food service license). On November 9, 2010, December 2,
2010 and December 14, 2010 hearings were held before the Local Liquor Control
Commissioner on charges of certain violations with respect to this licensee. On
December 16, 2010, as Liquor Commissioner, I entered an Order that among other
things, established a probationary period for this restaurant.
Retro Bistro has submitted their renewal application and fees for 2011/2012. Although
Mrs. Barth has operated the restaurant without problems for years, the seriousness of
the violations which led to the hearings caused me to pause before renewing the
license. However, we do have a classification (Class S-6–a license with special
conditions) which allows me to keep the restaurant in business, and at the same time to
extend the probationary period for at least one year.
In order to change the license, the Village Board must approve an ordinance deleting
Retro Bistro as having a Class F-3 and establishing the license as a Class S-6 with
special conditions. Presently we do have one other licensee, Nina’s, with special
conditions.

VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOISACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE:That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by decreasing the number of “Class F-3”Liquor LicensebyOne(1)CLCN
Inc. d/b/a Retro Bistro at 1746 W. Golf Road and Increasing the number of “Class S-6” Liquor License
by One(1) Said list is as follows:

SUBJECT: TONY SACCO'S COAL OVEN PIZZA

REQUEST FOR CLASS "F3" LIQUOR LICENSE
On Tuesday, April 12, 2011, the Village Manager met with owners Erin and Jill Morgan
regarding their request for the creation of a new Class "F3" liquor license at their newly
constructed Randhurst Village location near the AMC Theater. The Class "F -3" license provides
for the full service of alcohol in a restaurant with lounge.
Tony Sacco's Coal Oven Pizza corporate is headquartered in Florida. Mr. Morgan purchased
the franchise rights for the Chicagoland area and the Randhurst Village location will be the first
to open in Illinois. Mr. Morgan indicated that the uniqueness of the coal oven cooking process is
what distinguishes this pizza from others. The total building square footage is 3,400 square feet
with an estimated 43 tables inside and another 14 in outdoor seating. The restaurant will be
open seven days a week Sunday through Thursday from 11:00 a.m. to 10 :00 p.m. and until
11:00 p.m. on Friday and Saturday.
The Village Manager discussed at length the Village's particular sensitivity to the sale of alcohol
to minors or clearly intoxicated persons. The requirements of the Village's Fight Ordinance were
also discussed. The Village Manager made it very clear to all present that the restaurant
managers were responsible for the actions of all restaurant employees with regard to the
service of alcohol. Also discussed was the need for all employees involved in the delivery of
alcohol to complete a certified liquor servers training course.
A completed application as well as all other required documentation is on file. Both Mr. and
Mrs. Morgan have completed background checks and fingerprinting in association with the Tony
Sacco's application. As required by the Liquor Code all managers and individuals involved with
the sale and service of alcohol must complete a certified liquor servers training course. If the
Village Board views this application favorably, an Ordinance creating a new Class "FT' License
would need to be adopted.
