Northwest Highway Mount Prospect, Illinois 60056 boo BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES April 4, 2006 Public Safety Building Fire Administrative Conference Room, 2nd Floor Chairman McKillop called the meeting to order 6:00 p.m. Roll Call: Robert McKillop, Chairman John Arndt, Commissioner Clyde Brooks, Commissioner Marie Cotten, Secretary Absent: George Busse, Commissioner Present: Richard Eddington, Chief of Police Michael Figolah, Fire Chief John Broihier, BOFPC Attorney Phone 847/870 -5656 APPROVAL OF MINUTES A motion was made by Commissioner Brooks and seconded by Commissioner Cotten to accept the minutes of the February 7, 2006, Open Meeting. Voice vote: Ayes: Arndt, Brooks, Cotten, McKillop Nays: None Motion carried A motion was made by Commissioner Brooks and seconded by Commissioner Arndt to accept the minutes of the March 7, 2006, Open Meeting. Voice vote: Ayes: Arndt, Brooks, Cotten, McKillop Nays: None Motion carried FIRE DEPARTMENT UPDATE Chief Figolah reported there are currently two openings in the Fire Department. Ten additional candidates were sent to the orientation session for the physical ability test. The actual test will be held in the middle of May. MILITARY & PAID -ON -CALL PREFERENCE POINTS A discussion was held on a proposed amendment to the Rules and Regulations of the Mount Prospect Board of Fire and Police Commissioners for military points and paid -on -call points for candidates who have successfully passed the examination process as potential police officers and /or fire fighter /paramedics with the Mount Prospect Police and Fire Departments. Mr. Broihier stated the preference points for paid -on -call firefighters would need to be done by ordinance. Mr. Broihier also provided an amendment to Chapter III, Section 7B entitled "Fire." This would amend the Board's rules regarding the probationary period for new firefighter /paramedics and bring the probationary period into compliance with recent changes to the Board of Fire and Police Commissioners' Act. It was the consensus of the Board to table these topics to the next meeting. Page 2 Minutes 4/4/06 POLICE DEPARTMENT UPDATE Chief Eddington reported on several recruiting events. The Chief passed out an article from the Washington Post which is attached to the minutes. CORRESPONDENCE No correspondence. CLOSED SESSION A motion was made by Commissioner Arndt and seconded by Commissioner Cotten to go into Closed Session at 6:35 p.m. to discuss personnel matters. Roll Call: Ayes: Arndt, Brooks, Cotten, McKillop Nays: None Motion carried The Board reconvened at 8:15 p.m. with everyone present. OTHER BUSINESS Chairman McKillop would like the Board to consider giving the Chiefs authority to discharge during the probation period of any member for failure to achieve the standards of the department. Chairman McKillop reminded the Board of the July 9 and July 16 police officer testing dates.
