MINUTES
October 9, 2007

Chairman McKillop called the meeting to order at 6:08 p.m.
Roll Call: Robert McKillop, Chairman

APPROVAL OF MINUTES
A motion was made by Commissioner Cotten and seconded by Commissioner Busse to accept
the minutes of the September 5, 2007, Open Meeting.
Voice Vote: Ayes: Busse, Cotten, McKillop
Nays: None Motion carried
FIRE DEPARTMENT UPDATE
Nothing to report.
POLICE DEPARTMENT UPDATE
Sergeants Test— Chief Dahlberg reported that there were 15 applicants. One officer submitted a
memorandum instead of the Notice of Application. The officer was contacted to turn in the
correct form. The Chief asked the Board to allow the officer to continue since his memorandum
was submitted on time.
A motion was made by Commissioner Busse and seconded by Commissioner Cotten to approve
the notification with a request for some basic counseling.
Voice Vote: Ayes: Busse, Cotten, McKillop
Nays: None Motion carried
Chief Dahlberg advised the Board of the following dates: Written test on November 10 at 9:00
a.m., Merit & Efficiency on November 26' and the Assessment Center on December 61h & 7
Chairman McKillop asked for a motion to go into Closed Session under Section 2C1 of the Open
Meetings Act.
A motion was made by Commissioner Busse and seconded by Commissioner Cotten to go into
closed session to approve the minutes and discuss personnel at 6:18 p.m.

The Board reconvened at 6:47 p.m. with everyone present.
PROPOSED BOFPC RULES & REGULATIONS REVISIONS
The Board held a discussion regarding the BOFPC Rules & Regulations changes. They agreed
to adopt the changes contingent upon legal approval and the proposed language changes.
A motion was made by Commissioner Busse and seconded by Commissioner Cotten to accept
the draft document with the proposed changes for the interview panel and pending legal review.
Voice Vote: Ayes: Busse, Cotten, McKillop
Nays: None Motion carried
OTHER BUSINESS
The Chairman asked the Board members to please turn in their registration as soon as possible if
they are interested in attending the Illinois Fire and Police Commissioners Association
Conference in November.
The next meeting date will be Tuesday, November 6` at 6:00 p.m.
A motion was made by Commissioner Cotten and seconded by Commissioner Busse to adjourn
the meeting at 7:15 p.m.
