PROCLAMATION
MARCH 26, 2011
WHEREAS
, the Village of Mount Prospect is deeply concerned about the impacts of
climate change and the future health and well-being of our planet and believes energy
efficiency, natural resource conservation, and a demand by the voting public for action by
elected officials are important elements to combating climate change; and
WHEREAS
, Earth Hour is both an international and local symbolic event organized by
World Wildlife Fund to raise awareness about climate change issues, to encourage
businesses, individuals and government to take actions to reduce their carbon emissions
and their impact on the environment in their daily lives and operations; and
WHEREAS
, Earth Hour asks all citizens, businesses, government agencies, and
commercial and non-commercial establishments to turn off all non-essential lighting for one
hour beginning at 8:30 pm on March 26, 2011, and to encourage citizens and businesses to
commit to actions they can take in the coming year to reduce their carbon footprints and
conserve energy; and
WHEREAS
, extinguishing non-essential lights in all local government buildings, public
schools and public landmarks for one hour and urging all businesses and citizens to do the
same will send a clear message that the people of Mount Prospect in the state of Illinois in
the United States of America are concerned about climate change.
NOW, THEREFORE, I,
Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby
proclaim the hour between 8:30 and 9:30 p.m. on March 26, 2011
and encourage all residents and businesses to join with the Village of Mount Prospect in
extinguishing non-essential lights during Earth Hour to conserve energy and raise
awareness about global change.

SUBJECT: SAKURA RESTAURANT,
105 S. MAIN STREET
CHANGE IN OWNERSHIP /REQUEST FOR CLASS "F1" LIQUOR LICENSE
On Wednesday, March 2, 2011 the Village Manager met with applicant Ms. Soon Nam Kim, Attorney
Mr. Richard Kim and a current owner /manager of Sakura, Ms. Toshiko Paullin, to discuss Ms. Kim's
request for a change in ownership for the existing Class "F1" liquor license classification at Sakura's
Restaurant. Ms. Kim is currently under contract to purchase the assets and goodwill of Sakura
Restaurant. The "F1" classification provides for the service of alcoholic beverages at dining tables only.
Ms. Kim previously owned and operated a restaurant with a liquor license in Korea but does not have
any experience with a liquor license in the United States. Ms. Toshiko will remain on as the manager
and help with the transition. Ms. Kim plans no changes to the decor, menu or hours of operation. Ms.
Kim is hopeful to keep Sakura's current loyal customers and not have any interruption of service or
blemish the high standard reputation that Sakura has built over the years. Ms. Paullin has managed the
restaurant for many years.
The Village Manager discussed at length with Ms. Kim and manager the Village's particular sensitivity
to the sale of alcohol to minors and over service to clearly intoxicated individuals. The Village Manager
also indicated that Ms. Kim is responsible for the actions of all employees and managers. Mr. Janonis
also covered the Village's Fight Ordinance requirements. Ms. Kim indicated that she has completed a
certified liquor servers' course as a condition of issuing the license.
A completed application as well as all other required documentation is on file. Ms. Kim has also
submitted to a background check and fingerprints in association with the Sakura liquor license. As
required by the Liquor Code all managers and individuals involved with the sale and service of alcohol
must complete a certified liquor servers training course. If the Village Board views this application
favorably, an Ordinance creating a new Class "F1" License would need to be adopted.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class "F -1" Liquor Licenses by One (1): SHO
RESTARANT INC. d /b /a SAKURA RESTAURANT 105 S. MAIN STREET Said list is as follows:
