VILLAGE OF MOUNT PROSPECT
COFFEE WITH COUNCIL

Meeting convened at 9:08 AM. Those present: Mayor Irvana Wilks, Trustee Steve Polit, Trustee
Paul Hoefert, Trustee Arlene Juracek, Village Manager Mike Janonis and Fire Chief John
Malcolm.

Carol Tortorello complimented the village on the great job they did with snow removal. Also,
she commented on how nice the Celestial Celebration was, but she thinks the price is a deterrent
and may be why the attendance was so low. The Village Manager mentioned they are looking at
making changes to the event and 2017 is the centennial anniversary. Finally, she commented on
the Everbridge notifications that were sent out by the village and how wonderful they were.
Jim Chylik commented that the side streets that intersect at Lavergne and Palm need to have the
snow pushed back because the corners are not rounded and it makes it difficult to make turns in
this area. Also, he mentioned the intersection of Busse and Willow had a site line issue because
of the snow. Mr. Chylik went on to compliment Public Works on what a great job they did
plowing the streets.
John Elenberger commented what a great job Public Words did with snow plowing. He asked
what the structure at the corner of Redwood and Cottonwood was. The Village Manager advised
him it was a backup generator for the lift station and that the generator should help with sanitary
sewer backups. Mr. Elenberger asked about the Building Department Inspectors and noticed that
they are being outsourced. He asked whether or not the new inspectors would be licensed. The
Village Manager advised him that they would be licensed. The Village Manager went on to
explain the RIP process for the inspectors. Mr. Elenberger asked about the exit out of Wal -Mart
on to Rand Road. The lane is marked right turn only, but people continue to go straight across
and almost cause an accident. A number of those in attendance were brought up the same issue
with this location. This intersection will be looked at by staff.
Jan Kent asked if the Village has any intention of annexing the unincorporated townhomes at
the end of the Lake Briarwood subdivision. Mr. Janonis advised that he will have staff look in to
the possibility of annexing this area.
Ken Koeppen asked how many snow augers the Village owns. The Village Manager advised
we own one machine and felt one was sufficient due to the fact this machine only gets used
during the very heavy snow totals and not on a regular basis.
Steve and Barbie VanArsdale complimented Public Works on what a great job they did with
snow removal.
Max Romanowski did not have any complaints about snow removal and commented that the
snow plow drivers can't avoid pushing snow in front of driveways; it is impossible to avoid
doing this.
Thomas Tezky advised that he couldn't remove all of the snow from his driveway because his
snow blower broke down during this heavy snow.
Walter Radtke complimented Public Works on what a great job they did with the plowing. Mr.
Radtke belongs to a railroad club and was looking for information on bylaws for his club. He
was advised to contact the Attorney General's office for information.
David Schein commented about the Des Plaines citizen on patrol units and was wondering if we
ever considered this. The Village did have something similar to this in 1970's, but did not feel
this was needed. These groups are similar to the neighborhood watch groups. Mr. Schein
commented on how well the bike racks were cleared of snow. Also, he handed out brochures on
swans and how they can be used to keep the geese out of area ponds.
Brian Lechner asked why the Village doesn't provide preference to local businesses when it
comes to various bids. The Mayor and Trustees all commented that we have a bid process and if
he is the lowest qualified bidder he will be considered for the bid based solely on his bid and not
because he has a business in town.
State Representative Harris was very pleased to attend the Celestial Celebration and made
general comments to those in attendance.
Mal Holec commented on Cook County President Preckwinkle's website and how she seemed to
be doing a great job and was very responsive. The Mayor and Trustee's all commented on how
open and responsive she was at the meeting they had with her earlier in the week. Mr. Holec
also said he supported zero based budgeting and thought the village should look at this for their
budget process.

Skip Farley asked if the village lost a lot of tar strips from the streets because he found some on
his driveway. Also, he mentioned the Wal -Mart exit and he was advised this was already
brought up and is being looked at by staff.
Carol Craig asked about airplane noise and noticed that there have been numerous low flying
airplanes over her home lately. The Mayor and Trustee Juracek attend the O'Hare Noise
Commission meetings and have noticed the noise footprint has decreased over the years. They
feel the improvement in aircraft engines has attributed to this decrease.
The meeting was adjourned at 11:15 AM.
