CALL TO ORDER — ROLL CALL
The meeting was called to order at 7:05 p.m. in the Village Board Room of the Village
Hall, 50 South Emerson Street, by Mayor Irvana Wilks. Present at the meeting were
Trustees Paul Hoefert, Arlene Juracek, John Korn, John Matuszak, Steven Polit and
Michael Zadel. Staff present included Village Manager Michael Janonis and Assistant
Village Manager David Strahl.
APPROVAL OF MINUTES FOR NOVEMBER 23, 2010
Motion made by Trustee Hoefert seconded by Trustee Polit. Minutes were approved.
Mayor Wilks abstained.

Eric Mertes — 223 S. Albert spoke. He stated that he is a resident and a Mount
Prospect Firefighter. He would like to acknowledge the difficult economic times the
Village is going through at this time and wanted to voice his concerns regarding the
reductions in staffing at the Fire Department. He stated that the Fire Department
ersonnel are willing to work together and would encourage the Board to refill the
2010 HOLIDAY DECORATIONS AWARDS
Paul Seils of the Special Events Commission presented the annual decorations awards.
The winners are:
• Grand Prize Matthew Fiorito and Rachna Soriana - 111 S. I -Oka
• Best Business Avanti Cafe -1900 S. Elmhurst
• Best Use of Lights Donald and Girlie Dichoso — 1710 Laurel
• Best Block 200 -300 S. Pine

• Best Religious Timothy Taylor 107 N. Elmhurst Ave.
• Simple but Elegant Walter Szarowicz — 748 Whitegate
ORDINANCE AMENDING CHAPTER 23 REGARDING FIREARMS AND DANGEROUS
OR FACISIMLE WEAPONS
Manager Janonis stated that he would like to bring this Draft Ordinance to the January
4, 2011 Village Board meeting if direction is provided tonight to allow that to occur.
Staff discussion started on this topic through a resident inquiry to set up an outdoor
archery range in the back yard. Since the existing ordinance does not specifically include
a definition of an archery range as a prohibited activity staff researched the definition of
dangerous weapons and felt that broadening the overall definition was enough to be all
inclusive of various activities which could be considered dangerous activities.

General comments from the Village Board members included the following items:
• There was a concern regarding arrows or other projectiles leaving a person's
property and the potential harm those projectiles could cause on an unsuspecting
pedestrian or other property.
• There was also general comments regarding the physical restrictions necessary to
contain the usage of possible dangerous weapons.
• There was a discussion regarding the practice of allowing such activities without
risking the damage to other persons off of the property.
• There were comments regarding discharging of firearms inside a home and the
fact that just because they are discharged indoors does not necessarily mean the
projectile will be contained within the four walls of the structure.
• There was a comment regarding the proposed definition is easier to understand
and enforce and it was felt that the change addresses the urban nature of
restrictions within the community.
• There was also a discussion regarding the public safety and enforcement of such
activity and the fact that any number of items could be converted from being
safely used to an improper manner and could be considered a dangerous
weapon.
• There was a concern regarding the creation of an all inclusive list and a
suggestion was made to make sure that any definition of dangerous weapons was
inclusive enough without listing each individual potential weapon.
Manager Janonis stated the Police would like to close the loop hole on the bows and
arrows or archery activity initially and address the other items after the first of the year if
that is the pleasure of the Board.
General consensus of the Village Board was to move forward with the Ordinance for
consideration at the next Village Board meeting.
VI. RENEWAL OF INTERGOVERNMENTAL AGREEMENT (IGA) WITH THE CITY OF
PROSPECT HEIGHTS FOR THE SALE OF WATER
Manager Janonis stated the Village has had an agreement with the City of Prospect
Heights to supply their police station with water for some time. He also stated the
agreement was changed to extend water service to Prospect Heights City Hall after it was
rebuilt. He is recommending the agreement be changed to start a new ten year term with
the possibility of extending the term for another ten years at the discretion of Prospect
Heights and the Village. He stated the initial agreement expired in 2004 and there have
been several extensions undertaken but not completed. Prospect Heights has paid for
water even after the expiration of the agreement without interruption. It was also pointed
out that if Prospect Heights ever were to start a water system the Village of Mount
Prospect does not have the capacity to provide water to the entire Prospect Heights
community as a purveyor of water. He is recommending the agreement be placed on the
next Village Board meeting agenda for Village Board approval.
Consensus of the Village Board was to consider the Intergovernmental Agreement at the
next available Village Board meeting.
VII. ORDINANCE AMENDING CHAPTER 13
Manager Janonis stated that these items are housekeeping items and some changes
presented are detaling the regulations without negatively impacting the restaurants in the
community. He stated there is an improved definition of ownership and there is an added

regulation to include citation authority over businesses without liquor licenses and
enforcement when businesses do not have a liquor license.
Consensus of the Village Board was to consider these modifications at the next available
meeting.
VIII. VILLAGE MANAGER'S REPORT
Manager Janonis stated that December 21 is the final public hearing for the 2011
Budget. He also stated that there is no need to have the December 28 Committee of the
Whole meeting.
IX. ANY OTHER BUSINESS
Trustee Hoefert voiced a concern about a lift station generator instillation and what
screening options are consideration by staff and would recommend painting and
screening the generator in the right of way.
X. ADJOUORNMENT
The meeting adjourned at 8:25 p.m. and moved into Closed Session at 8:25 p.m.
returned to Open Session at 8:33 p.m. and immediately adjourned at 8:33 p.m.
