AN ORDINANCE CREATING A RECYCLING COMMISSION
FOR THE VII.I.AGE OF MOUNT PROSPECT
WHEREAS, the Village of Mount Prospect supports the ecological principles of recycling,
and
WHEREAS, in order to consider methods of improwng and expanding the recycling
program, the President and Board of Trustees of the Village of Mount Prospect have
determined that a Recycling Comrmssion should be established in order to make
recommendations
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS'
SECTION ONE' That Chapter 5 of the Village Code of Mount Prospect, as amended,
~s hereby further amended by adding thereto an entirely new Article XV entitled
"Recycling Commission;" so that hereinafter smd Article XV of Chapter 5 of the Village
Code of Mount Prospect shall be and read as follows

Sec. 5.1501. Creation and Purpose. In that it is useful to the ecological welfare of the
Village, there is hereby created a c~t~zens' comnussxon which shall be known
as the Recycling Commission of the Village for the purpose of advising, educating and
assisting the Village President and Board of Trustees in proposing rules and regulanons
to promote commumty education on the use of recycling and to reduce the amount of
trash generated within the V~llage.
Said Recycling Commission shall be composed of nine (9) members, each
of whom shall be residents of the Village of Mount Prospect and shall be
appointed by the Village President w~th the advice and consent of the
Board of Trustees The Village President shall appoint the Chairman of
this Commission with the advice and consent of the Board of Trustees
Sec. 5.1502.
The term of office of each member of the Recychng Commission shall be
four (4) years with the exception that upon the imtlal appointment of this
Commassion, three (3) members shall be appointed for four (4) years; three
(3) members shall be appointed for three (3) years and three (3) members
shall be appointed for two (2) years

The members of the Recychng Commission shall serve without
compensation. Immediately upon 1ts organization, the Comrmss~on shall
elect from its membership a Vice Chairman and Secretary The persons
so elected shall serve as such for a term of one (1) year but may be
reelected to said positions
he ex-officio or nonvoting members shall be the Village President and the
Director of Public Works or his designated representative

The Commission shall adopt rules for the conduct of its meetings and
hearings.
1 In the case of meetings, however, a majority of the members of
the Commission shall constitute a quorum to conduct business.
2. The Commission shall keep minutes of all such meetings and
hearings.
Sec. 5.1503. Meetings and Hearings.
All meetings and all hearings of the Commission shall be pubhc and the
minutes thereof shall be available for exanunation in the office of the
Village Clerk during regular business hours

Regular meetings of the Commission shall be held not less than once every
two (2) months and upon twenty-four (24) hours' written notice thereof to
each member of the Commission and m the manner provided by law
provided, however, that failure to gxve notxce to each member of the
Cormmss~on shall not invalidate any otherwise valid action of the
Commission
Sec. 5.1504. Powers and Duties. The purpose of the Recycling Comrmsslon shall be to
act ~n an advisory capacity to the Mayor and the Board of Trustees in
proposing rules and regulations to promote the use of recycling and to reduce the
amount of trash generated within the Vdlage.
Sec. 5.1505. Duties of Secretary. It shall be the duty of the Secretary to keep a written
record of all meetings of the Commission and all Ordinances proposed
which shall be a public record and shall be kept on file in the office of the Village Clerk
available for public inspection "
SECTION TWO: This Ordinance shall be in full force and effect from and after its
passage, approval and pubhcatlon in pamphlet form in the manner provided by law.
