MINUTES APPROVAL OF MINUTES
Trustee Hoefert, seconded by Trustee Polit, moved to approve the minutes of the regular
Village Board meeting held October 5, 2010.

FINANCIAL REPORT FINANCIAL REPORT AND APPROVE BILLS
AND APPROVE Mayor Wilks stated the next item on the agenda, "FINANCIAL REPORT AND APPROVE
BILLS BILLS" was noted by an asterisk, and unless there was a request to remove an item(s), all
items further listed in that manner would be considered with one (1) vote, as business item
"IX. CONSENT AGENDA."
MAYOR'S REPORT MAYOR'S REPORT
Fire Chief Mike Figolah, assisted by Mayor Wilks, presented the 2010 Fire Prevention Poster
FIRE PREVENTION and Essay Contest winners from area schools. 900 students representing 12 schools
POSTER AND submitted a poster or essay depicting this year's theme of "Stay Fire Smart, Don't Get
ESSAY CONTEST Burned." This year the annual "Traveling Trophy" was again awarded to Forest View School
AWARDS for having the most entrants in the contest; 99% student participation. Forest View Principal
Meg Weickert accepted the trophy.
Mayor Wilks called for a brief recess at 7:25 p.m. Mayor Wilks called the meeting back to
order at 7:33 pm.
EMPLOYEE The following employees are celebrating quinquennial anniversaries with the Village this
RECOGNITION year. Mayor Wilks and Fire Chief Figolah recognized those in attendance and presented

Mayor Wilks called for a brief recess at 7:58 p.m. Mayor Wilks called the meeting back to
order at 8:03 pm.

CITIZENS TO BE COMMUNICATIONS AND PETITIONS — CITIZENS TO BE HEARD
HEARD Ms. Stephanie Johanson

Ms. Johanson addressed the Village Board regarding the proposed 2011 budget. She is
specifically concerned with the proposed staff reductions in the Police Department; Officer
Friendly, CSO's and school crossing guards. She indicated students greatly benefit from the
Officer Friendly program. Ms. Johanson does not feel eliminating these positions is the right
way to save money. Encouraged Village Board to eliminate other expenditures such as
banners, parades, to save money, not public education and safety personnel.
In thanking Ms. Johanson for her comments, Mayor Wilks stated the budget process had just
begun, and she along with the Village Board encouraged residents to be a part of this
process. Especially with the current fragile economy the Village Board wants to hold the line
on property taxes, and directed staff to come forward with a balanced 2011 budget without a
tax increase to residents. With an expected $3 million deficit next year and 80% of the
Village's budget is personnel, the $3 million in cuts had to come from personnel.
Village Manager Michael Janonis stated until this year the Village has maintained a better
financial position; longer than many other communities who have already made staff
reductions. He indicated the reductions are affecting all departments. He further stated the
Village Board is committed first and foremost to public safety.
Ms. Johanson was invited to attend the Village's budget meetings to voice her concerns.

Mr. Goodman stated he too has concerns with the Village's proposed budget and
expenditures. He asked several questions regarding cost of the recent Fall
Festival /Oktoberfest. Rather than the Village spending money on this type of community
event, the money should be used for public safety positions. During these difficult economic
times the costs for decorations, parades, festivals, etc, are unnecessary expenditures.
Mayor Wilks stated the Fall Festival / Oktoberfest was done in partnership with the Mount
Prospect Downtown Merchants Association (MPDMA). This and other downtown events co-
sponsored with the MPDMA are an opportunity to bring the community to the downtown
area; beneficial to businesses and local vendors.
Village Manager Janonis stated the festival was not covered 100% by the businesses but a
lot of the costs were defrayed; shared costs by the businesses and fees paid by vendors.
And, while there is a cost for Public Works, Fire and Police personnel, there is some thought
that these type of events are essential to the long -term health of the community; utilizing
local vendors and promoting local business. There are policy decisions to be made regarding
Village costs for community events.
In response to comments regarding the cost for decorations and decorating, Village Manager
Janonis stated decorating is done during normal work hours and decorations are reused.

Each member of the Village Board thanked Ms. Johanson and Mr. Goodman for their
constructive comments and encouraged additional input from the community during the
budget process. Important for Village Board to have resident input as part of the decision
making process for the 2011 budget.
Additional comments from the Village Board included:
• Village is not in debt; trying to avoid deficit.
• Village Board will leave no stone untouched to reduce costs; cutting personnel is very
serious.
• Resident concerns are valid; Village Board must look at global picture.
• Village is so good at being frugal, people may not realize how just how frugal we are.
• Village practices many of the same cost saving efforts as residents; reducing and
reusing.
• Village Board will very carefully consider what should be put back in budget.
• Businesses are struggling — (Fall festival) local vendors appreciate boost during hard
times.
• Money being spent now has nothing to do with proposed budget.
• Village has been very frugal; consideration of tax payers.
• Village looking at all budget costs but also at benefits of community events
• Village Board will be listening to residents; level of service expected and what residents
are willing to pay.
• Maintain fair taxation and services to families.
Mayor Wilks encouraged residents to review the proposed 2011 Budget, including the
statement from the Village Manager. (The 2011 proposed budget is on the Village's web
site.)

NEW BUSINESS NEW BUSINESS
Mayor Wilks presented a resolution authorizing the execution of an agreement between the

PROSPECT PUBLIC caused by the late issuance of property tax bills. 90% of library revenue is from property
LIBRARY taxes. Property tax bills will not be sent until after the November 2 election; disbursement
of tax money not expected until after first (1 of the year. While the Library's fund balance
and reserve fund should be sufficient to meet bills through December of this year, the
Library is seeking a line of credit from the Village to borrow funds if tax monies are not
received to meet its January bills.
Mr. Richard Tani, President of the Mount Prospect Library Board of Trustees stated the
Library has reserves to last through December; appreciates the Village's assistance until the
funds from the State are received. Will also be re- evaluating Library's reserve fund.

Village Board Comments
• This is what happens when money owed local governments is not released.
• Short term loan to Library not unprecendented.
• Village's frugality (built up reserve fund) allows us to help the Library.
• Supports short term financial assistance to Library — Library has no control over State's
actions.
• Village assisting Library saves residents money; Library avoids going elsewhere to
borrow money and paying interest.
• Short -term loan to Library — no risk; money will be released, just not when it should.
• Library has reserve policy; important to financial management.
• County action regarding property taxes is incomprehensible.
Trustee Hoefert, seconded by Trustee Zadel, moved for approval of Resolution No. 34 -10:
A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN
RES 34 -10 THE VILLAGE OF MOUNT PROSPECT AND THE MOUNT PROSPECT PUBLIC
LIBRARY ALLOWING THE VILLAGE TO EXTEND A LINE OF CREDIT TO THE MOUNT
PROSPECT PUBLIC LIBRARY

AMEND CHAPTERS Mayor Wilks presented for a first (1 reading an ordinance amending Chapters 8 and 16,
8, 16 AND and Divisions II and III of the Village Code regarding mobilization, notice, and trees and
DIVISIONS II AND III shrubs.
OF THE VILLAGE
CODE Village Manager Janonis stated this ordinance amends Chapters 8, 16 and Appendix A to
regulate removal of infected Emerald Ash trees and other housekeeping changes including
clarification of mobilization fees; the changes were presented and discussed at the
September 24, 2010 Committee of the Whole meeting.
Mayor Wilks recommended the following change to the ordinance: page 3, Section 6.D.
Ashes — change to read Section 6.D. Ash Tree.
In response to questions from the Village Board, Forestry Superintendent Sandy Clark
provided the following:
• Ordinance clarifies that no Village funds will be expended to remove private property
trees.
• Owners of trees that are removed by the Village will be billed — Village has authority to
lien property if Village is not reimbursed for tree removal.
• Property owners notified of infected tree must have tree removed within 10 days of
notification.
• Consult Village attorney regarding ownership if property is in foreclosure.
• High level of cooperation from residents required to remove trees with Dutch Elm
disease; hope same level of cooperation for affected Ash trees.
Trustee Zadel, seconded by Trustee Polit, moved to waive the rule requiring two (2)
readings of an ordinance:

MANAGER'S VILLAGE MANAGER'S REPORT
REPORT No additional business or community updates.
OTHER BUSINESS OTHER BUSINESS
Mayor Wilks stated the General Election was November 2 "d . Therefore, the next Village
Board meeting scheduled for Tuesday, November 2 would be held Wednesday, November
3 rd
Trustee Polit thanked the vendors from the Mount Prospect Lions Club Farmers Market for
their generous donations to the Village's Community Connections Center. At the end of each
Sunday market the vendors donated their left over fruits and vegetables to the Center for
distribution to families in need.

Mayor Wilks asked for a motion to enter Closed Session to discuss:
PERSONNEL 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation, discipline,
performance, or dismissal of specific employees of the public body, including hearing
testimony on a complaint lodged against an employee to determine its validity.
PERSONNEL 5 ILCS 120/2 (c) (2) - Collective negotiating matters between the public body
and its employees or their representatives, or deliberations concerning salary schedules for
one or more classes or employees.
LITIGATION 5 ILCS 120/2 (c) (11) - Litigation, when an action against, affecting or on behalf
of the particular public body has been filed and is pending before a court or administrative
tribunal, or when the public body finds that an action is probable or imminent, in which case
the basis for the finding shall be recorded and entered into the minutes of the closed
meeting.
Trustee Zadel, seconded by Trustee Juracek, moved to meet in Closed Session to discuss
PERSONNEL 5 ILCS 120/2 (c) (1), PERSONNEL 5 ILCS 120/2 (c) (2) and LITIGATION 5
ILCS 120/2 (c) (11).

The Village Board entered Closed Session at 9:00 p.m.

The Village reconvened in Open Session at 10:19 p.m.; there being no further business to
discuss the October 19, 2010 Village Board meeting adjourned at 10:20 p.m.
