Gentleman: saving served the Village of Mount Prospect as its first' president for a continued period of twelve years mod• as I am about to turn over the duties of that offies to my sueoeesor, it seems fitting that a brief statement be rendered concerning the accomplishments of the Village during this period of time, In the year 1917, the Fill e in orporated havi at the time o age of Mount Prospect Three EUndred an d in Six inhabitante; this PopA7.ation h has increased in these twelve years to Twelve Hundred the corporate area of the gill ;while double its case. The inorease population, at e together with the expansion of the corporation limits, brought into demand various improvements inare+�ri a necessary to a fast ng population, in order that proper water s eleotrio street lights, sewer systems, street paving, , polies and fire protection, would be available for the use and enjoyment of the residents of Mount Prospect. The total costs of the water works together with the cost the land, amounts to the sum of $15 600 the land its of now having an estimated value of $31,000.00. elf q ELEC"TRIC STREET LIGHT4S Ileetrie street lights in the Village were installed and their number inereased as required, so that at the present time there are 92 lights and, practically all, as required, remain lighted from dusk to dawn. SEWERS About the year 1926, the Heller Creek Drainage Commissioners installed a sewer system in the Village in sections thereof where streets are paved. PAVING As 4 result of the installation of sewers and water mains, the streets of the Village were left in bad condition for modern travel and in response to demand and desire on the part of many of the property owners, a comprehensive system of concrete paving was laid, which total paving now amounts to 16 miles, all within the Village, with a width of from twenty -four feet to forty -eight feet combined with ourb, gutter and necessary drain inlets. In addition to this system of paving, the State and County has built eight miles of paved highway within the Village, and through it, at a width of eighteen feet, making a total. of 24 miles, and this eoneition gives Mount Prospect the distinction of having the highest number of miles in paTement,per capita, in the State of Illinois, say nothing of the position the Village now 000upies geographically, by reason of its being known sot a (tenter easily aooessible by the many paved State and County Roads crossing through it. POLICE AND FIRM PROTECTION By reason of the numerous paved streets and high - wags within and surrounding the Village, the traffic problem soon booms a vital question and, in order to protect lift and property within the Village, traffic regulations ant ilmir enferoe- manta were provided, It became necessary to employ a competent meteroyel,s polieeman in addition to the Chief of Polioe, whose spssial duty it is to see that the traffic regulations are observed and to be on hand to assist in the enforcement of all other pelisse duties. The oomprehensive paving system, together with the adequate water supply as 2. mentioned, and in conjunction with the modern fire fighting equipment, effected a sabstantiel rsauotion in the firs insurance rates and aids substantially in the prevention of losses incident to fires, and in general made Mount Prospect a safe plaos to live. IN GENERAL Adequate building and soling ordinances were passed in the year 1923, whtoh have been enforesd since their passage in the interests of the oommunity and have resulted in the stabilisation of property value. About six sores of land were esquire& by the Village, without cost, for play ground purposes, located in various seotions of the Village, which land was acquired for reorsation and so that the health of the residents of Mount Prospect would be benefited. The value of this land is now conservatively estimated at $30,000.00. The old public school building was lease& by the Village Board and is being used as a community *enter to promote and foster the activities of various civic and other organisations. During the twelve years of the existence of the Village, the Village Beard has financed their operations from the collections of ten years of taxes and other reeeipts, which was accomplished by strict economy and the application of intelligent business policies. All bills, bonds and interest have been paid promptly, thereby earning for the Village a splendid financial reputation and, as a result, our Special Assessment Bonds ars in demand and bring the highest pries in the market, local conditions considered. In oonolusion, I heartily congratulate the Village Board, the Officers and Employees and the Citisens and Taxpayers of ]count Prospect for the wonderful achievement as made by the Village during these twelve years and it is certain that greater strides will be made in the near future, thereby bringing more and greater problems for solution, which, I feel confident, will be met with the same courage and wisdom as exhibited in the past. My thanks are hereby extended to the Members of this and the former Boards of the Village of Mount Prospect for ,' their courtesy and cos.operation as extended to me during these years, during which time I had the privilege of serving the People of Mount Prospect in the capacity of President of the Board" of Trustees of Mount Prospect. By reason of the increasing duties in lets years, connected with my office as a member of the Board of Cook County Commissioners, it finally became imperative that I 3. P refrain from seeking re- election, yet, I shall always oherish the friendship and relationship that was formed during these twelve years that so mark the progress of our Village.
