TRUSTEES HELD IN THE MUNICIPAL BUILDING ON
FEBRUARY 21, 1961
President I~ms called the meeting to order at 8:08 P.M. with
the following trustees present: Airey, Casterline, Ekren, Gaw and Norris. roll cal~
Absent, Trustee Schlaver.
Trustee Ekren, seconded by Trustee Gaw, moved that the minutes
of the previous meeting of February 14th be approved as submitted. The minutes
President put the question, the Clerk called the roll, with the following
response: Ayes, Trustees Airey, Casterline, Ekren, Gaw and Norris. Absent,
Trustee Schlaver. Whereupon the President declared the motion carried.
Trustee Gaw, seconded by Trustee Norris, moved that the following
bills for the week of February 21st be approved as follOWs:

Parking Syst. Rev. 188.50 bills
Library 1,649.02
Water, operations 3,888.42
$17,349.05
The President p~t the question, the Clerk called the roll, with the following
response: Ayes, Trustees Airey, Casterline, Ekren, Gaw and Norris. Absent,
Trustee Schlaver. Whereupon the President declared the motion carried.
Trustee Gaw, seconded by Trustee Ekren, moved that the Financial
Report for the month of January, 1961 be approved and placed on file. The Financial
President put the question, the Clerk called the roll, with the following report
response: Ayes, Trustees Airey, Casterline, Ekren, Gaw and Norris. Absent,
Trustee Schlaver. Whereupon the President declared the motion carried.
Trustee Casterline, seconded by Trustee Norris, moved that the
Clerk be authorized to open the bids presented from contractors for Open bids fc
building the addition to the Village Hall. This motion carried by Village Hall
acclamation, and the bids were opened and read accordingly. Addition

Trustee Ekren, seconded by TrusteeAirey, moved that the foregoing bids
be referred to the Building & Grounds Committee and the architect for study
and recommendation. This motion carried by acclamation.
Trustee Oaster~ine, seconded by Trustee Norris, moved that any certified
checks submitted by bidders whose base bid was $180,000 or over be return bid chec~
returned to them sub,eot to the approval of the architect. This motion
carried by acclamation.
President Lams read the follOWing letter from the Library Board:

Mount Prospect Village Board Board
Gentlemen:
The Library Board herewith submits its resolution asking for a
referendum on March 18, 1961, for the issuance of Village bonds in the
amount of $198,000 in accordance with the plan proposed by the Village Board
at the joint conference of January 20, 1961.
The Library Board is grateful to the Village Board for its help
in the matter of the Busse property purchase. It is aware of vexing problems
which have risen overnight. These, however, do not alter the acute and
immediate need for expanded library area in which to provide service for the
more than lO,O00 who actively use the library and whose requirements must
be the Library Board's first duty.

President Lams also reported that the Park District is proposing a
referendum to be held on April ~s~ for the purchase of the golf course
and an area on the north Side. Discussion ensued, in which the
following persons gave reasons for holding the Library referendum on
March 18th:

Clerk Reynolds and Attorney Downing pointed out that it might not be
physically or legally possible to hold a referendum that soon, asking
them'to consider running this proposition along with the regular April 18th
electiens. Mr. Bittner, acting as spokesman, insisted that the referendum
be held on March 18th, stating that members of~ the Board of Trustees had
Promised themthis date. Attorney DOWning stated that every effort would
be made to do so, but that there were only four working days in which to
do it~ and he could not promise to have everything in order.
Trustee Airey, secnnded by Trustee Norris, then moved that
the Village Board concur in the resolu%ion presented to them by the Board
of Library Directors of the Village of Meunt Prospect, authorizing the
Village Attorneyto prepare the necessary ordinance and to engage the
services of Chapman & Cutler for bond approval. The President put the
question, the Clerk called the roll, with the following response: Ayes,
Trustees Airey, Casterline, Ekren, Gaw, Norris. Absent, Schlaver.
Whereupon the President declared the motion carried.
Trustee Airey outlinedthe items that are before the Judiciary
Committee.
Trustee Airey, seconded by Trustee Casterline, moved for
the passage of Ord. #Y49:
Zoning Ordinance AN ORDINANCE TO AMEND SECTION 8 AND SECTION ?.2 OF
amendment THE VILLAGE OE MOUNT PROSPECT ZONING ORDINANCE AS
AMENDED
This ordinance deletes from the R-$ Section of the Zoning Ordinance
the following:
"4. General hospitals for humans, orphanages, homes
for the aged and similar institutions, with
sleeping roomsin number not exceeding one for
each 800 squ~re feet'ef lot area."
and adds it tothe B-2 District. The President put the question, the
Clerk called the roll, with thefoll~wing~esponse: Ayes, Trustees
Airey, Casterline, Ekren, Gaw and Norris. Absent, Schlaver. Whereupon
the President declared the motion carried.
Trustee Norris, seconded by Trustee Ekren, moved that the
Firemen's Mount Prospect Firemen's Pension Fund be established, with deposits to
Pension Fund be made at the Mount Prospect State Bank. The President put the
question, the Clerk called the roll, with the following respcnse: Ayes,
Trustees Airey, Castertine, Ekren, Gaw and Norris. Absent, Schlaver.
Whereupon the President declared the motion carried.
Clerk Reynolds announced there would be voter registration in
voting registration the Village Hall on Marchl, 2 and B during regular hours~ and
from ?:30 P.M. to 9:00 P.M. on March Brd.
Trustee Ekren, secon~ded by Trustee Airey, moved that the plat

Village Manager Appleby announced County Zoning hearing to
be held on March 8th: County
Docket #lB1 Zoning
Three acres located on the north side of Dempster Street
181 Ft. west of Busse Road in Elk Grove Township, asking
permission to erect an Electric Substation in residential
district.
Docket #146
One acre on west side of Ltnneman Road about 659 ft. north
of De~pster, asking for well pumping station and ground
storage tank, in residential district.
Mr. Appleby stated that he would attend this hearing and report to the
Board.
Mr. Appleby presented the State audits of the Motor Fuel Tax ~T Audit
Fund for calendar years 1958 and 195~.
Trustee Airey, seconded by Trustee Norris, moved for adjournment,
and the meeting was regularly adjourned at 10:15 P.M.
