PRESIDENT AND BOARD OF TRUSTEES HELD
IN THE MUNICIPAL BUILDING, VILLAGE OF
MGUNT PROSPECT, NOVEMBER 24, 1959
The meetiug was called to order at 8:12 P.M. by President Lams.
Upon roll call, the following trustees answered present: Airey, Caster- roll call
line, Ekren, Gaw, Norris and Schlaver.
Trustee Gaw, seconded by Trustee Ekren, moved that the minutes
of the meeting of November l?th be approved as corrected. The President minutes
put the question, the Clerk called the roll, with the following response:
Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays,
none. Whereupon the President declared the motion carried.
Trustee Gaw, seconded by Trustee Ekren, moved that the bills of
November 24th be approved for payment as follows:

Water 4,934.14

The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris
and Schlaver. Nays, none. Whereupon the President declared the motion
carried.
Trustee Gaw, seconded by Trustee Airey, moved that the financial
report for the month of October be approved and placed on file. The October
President put the question, the Clerk called the roll, with the following financial
response: Ayes, Trustees Airey, Casterline, Ekren, Norris, Gaw and report
Schlaver. Nays, none. Whereupon the President declared the motion carried.
Trustee Casterline brought up the subject of lease agreement
with Lattof Car Rental, Inc. regarding the four police cars used by the Lattof
Village. Mr. Appleby read proposal from the above-mentioned firm, which agreement
proposal included new Chevrolet automobiles for one year, fully maintained
with tires, oil change and greasing, regular gasoline for a temporary police car
period, no insurance, no add oil, wa§hing or storage. Price per month rental
per vehicle, including gasoline, $$01.72. It was verbally agreed by
Lattof Car Rentals, Inc. that this contract could be renewed in writing
in a year.
Trustee Casterline, seconded by Trustee Gaw, moved that the
lease agreement of Lattof Car Rental, Inc., in their letter of November 7,
1959 be approved and accepted. The President put the question, the
Clerk called the roll, with the following response: Ayes, Trustees Airey,
Casterline, Gaw, Ekren, Norris and Schlaver. Nays, none. Whereupon the
President declared the motion carried.
Trustee Casterline reported that the P~lice Pistol Shoot was
fairly successful in tha~ out of the various municipalities participating, Police
our boys placed third; Arlington and Des Plaines first and second, in pistol
that order. Two of the ~en from our Department won turkeys. The Board shoot
congratulated the Police Department on their skill.
Trustee Gaw gave a report on an electrical survey made of the
municipal building, giving his recommendation for repairs and installation.
After a short discussion, Trustee Gaw, seconded by Trustee Schlaver, moved
that the electrical contractor, Charles R. McDonald, draw specifications Electrical
for this improvement to take care of present needs, and that the Village wiring -
Manager be authorized to advertise for bids upon receipt of these speci- Village
fications. The President put the question, the Clerk called the roll,
with.the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Whereupon the President declared the motion carried.

Trustee Norris referred to the memo from Manager Appleby re
Street improvement of streets by special assessment, contained in last
improvement week's minutes. Some discussion followed, in which the majority
by special decided to add to the improvements described therein; Wm. Cadigan,
assessment engineer for Consoer, Townsend & Associates, agreed to make any engineer-
lng recommendations. Whereupon Trustee Norris, seconded by Trustee Gaw,
made the following motion: That Consoer, Townsend & Associates prepare
a preliminary estimate on the various special assessment projects
mentioned in the memo, including the following additions: Pine Street
running north from Northwest Highway one block, 2?', Bl' and $6' wide;
Lincoln Avenue, 2?', Bl' and B6' wide, Forest Avenue from Northwest
Highway to MacArthur Drive, and for 2?' width on George and Albert
Streets.
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw and
Norris. Nays, Trustee Schlaver. Whereupon the President declared the
motion carried.
I-Zoning Revision of Sec. 8, 1-Industrial District of the zoning ordinm~ce
as drafted by the Village Attorney was referred to the Judiciary
Committee for future consideration.
President Lams read~the~fcllowtng memo from the Village Manager:
Connectinns Our Municipal Code does not require houses to be connected to sewers
to sewers where sewers are available. To the best of our knowledge, when the
Northwest Meadows Sewer Special Assessment proSect is completed all areas
of the Village will have se~ers available. It is our belief that where
sewers are available they should be used, and it is our recommendation
that the Municipal Code~be amended to make house connections to them
mandatory.
This question was referred tothe Street Committee for study and
recommendation.
Trustee Norris, seconded by Trustee Ekren, moved to open and
read returns of the Library Bond Issue Referendum. This motion carried
by acclamation and CIerk Reynolds read the returns as follows:

Trustee Airey, seconded by Trustee Casterline, then moved that the Board
accept the results of the Library Referendum for Bond Issue held on
November 21st and the totals officially noted, and that the Bond Issue
did not carry, by a majority of 19 votes. The President put the question
and the Clerk called the roll, with the following response: Ayes, Trustees
Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Where-
upon the President declared the motion carried.
The matter of the racket picketing ordinance was referred to
the Judiciary Committee.
Proposed Trustee Schlaver read a proposed ~solution which in effect
welcome to would extend a welcome to light industry to the V~llage, stating that
light he would,like to encourage annexations of property for this purpose.
industry After some discussion, President Lams referred this to a special
committee, composed of Trustees Casterline, Gaw and Schlaver.

Village Manager Applebyread a letter from the Volunteers of
America, a non~rof~ organization, asking that they be allowed to place
a man in a San~a Claus suit at a spot iu the business section of town Solicitation
to solicit funds, for one day. He also read a letter ~om the Better of funds for
Business Bureau substantiating the fact that this organization raises charity
funds mainly for hospitalized veterans and their families. T~ustee
Norris, seconded by Trustee Schlaver, moved that the request of Volunteers
of America be granted, and this motion carried by acclamation.
Village Manager Appleby stated that stop s~ns were being placed
along Foundry Road at Eastwood, Fairview and Prospect Manor and Forest st~ signs
Avenue; also 4-way st~ signs at Prospect Manor and Highland, on a trial
basis.
Mr. Michael Mokate of Northwest Homeowners' arose and asked that
something be done about putting sidewalks in on Elmhurst Street north of sidewalk
Central, east side of streW. It was pointed out that this land is the Elmhurst St
private property~ the Haberkam~familyand the cemetery belongs to
St. Paul Church, and that no land was ever dedicated for public use. However,
because the property is used quite extensively by pedestrians, President
Lams referredthe question to the Street Committee.
Trustee Airey, seconded by Trustee Castertine, moved for adjournment
and the meeting was regularly adjourned at 10:24 P.M.
