HomeMy WebLinkAbout11/17/1959 VB minutes MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN TRE MUNICIPAL BUILDING, VILLAGE OF MOUNT PROSPECT, NOVENBER 17, 1959 The meeting was called to order at 8:12 P.M. by President Lams~ Upon roll call, the following trustees answered Present: roll call Casterline, Ekren and Norris. Absent, Airey, Gaw and Schlaver. Trustee Airey arrived later. Trustee Norris, seconded by Trustee Ekren, moved that the minutes of the meeting of November 10th be approved as corrected. The President put the question, the Clerk called the roll, with the minutes following response: Ayes, Trustees Casterline, Ekren and Norris. Absent, Gaw, Airey and Schlaver. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Casterline, moved that the bills of November 17th be approved for payment as follows: General $10,189.69 Garbage B. 75 Library 1,4lB. 25 -- PSRF 388.25 bills %0 MFT Fund 89,701.17 LC. Water, Op. 4,571.92 ~T Water,surplus 4,635.00 ~-' $110,901 .03 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Casterline, Ekren, and Norris. Nays, none. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Casterline, moved to advance temporarily from the General Fund the amount of $102.60 to Special Assessment #60, to cover payment of the following bills: S.A. #60 Paddock Pub. - legal notice $ 9.00 " " " " 46.80 " " " " 48.80 $" ~02.60 The President put the questuion, the Clerk called the roll, with the following response: Ayes, Trustees Casterli~e, Ekren and Norris. Nays, none. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Casterline, moved to advance temporarily from the General Fund the amount of $1,149.50 to the Library Library Building Bond & Interest Fund to cover Bond & Interest payments due on Bldg. Bond December 1, 1959. The President put the question, the Clerk called the & Interest roll, with the following response: Ayes, Trustees Casterline,. Ekren and Norris. Nays, none. Whereupon the President declared the motion carried. Village Manager Appleby read the following letter from the Village Engineers regarding Joseph Weber's sewer relocation: J. Weber' s November 5, 1959 Sewer ~.~ Mr. Harold G. Appleby, Manager Relocation Municipal Bldg., Mount Prospect Dear Sir: We have given final inspection to the recently completed sewer relocation work done for Mr. Joseph Weber in the easement north of Lincoln Avenue and east of Maple Street. This relocation is complete in accordance with the approved plan and good p~actice. We therefore recommend that it be accepted by the Village. Cadigan November 17, 1959 T~nstee Ekren, seconded by Trustee Norris, moved that the Village accept the sower which was installed in Lincoln Avenue by Mr. Weber, upon the recommendation of the VillsEe Engineers. Village Manager Appleby read the following letter from the Village Engineers regarding paving improvements in Candota Avenue made by Mr. Di Mucci, as follows: __ November ll, 1959 Paving Candota Mr. H. G. Appleby, Manager Ave. - DiMucci Municipal Bldg., Mount Prospect Dear Mr. Appleby: Re: Paving Candota Avenue north of Lonnquist Blvd., CT&A #§6-165 We have made an inspection of the paving improvements constructed in Candota Avenue from Lonnquist Parkway to a point l§O feet north thereof. This inspection was made in company with M~. Harry Miller. The improve- ments are complete in accordance with the agreements made with the Village and we recommend that they be accepted by the Village. Cadigan Trustee Norris, seconded by Trustee Ekran, moved that the Village accept the paving improvements on Caudota Avenue which were recommended by the Village ~h~Eineers known as C.T.& A. #56-165. The President put the question, the Clerk called the roll, with the following response: Ayes, Casterline, Ekren and Norris. Nays, none. Whereupon the -- President declared the motion carried. Trustee Airey arrived at 8:38 P.M. and took his seat. Trustee Norris read memo prepared by Village Manager Appleby, in which it is recommended that m special assessment project be set up to take care of portions of various streets that require improvement. Memo is as follows: Special Assessment project for MEMORANDUM various street improvements To: Village President & Members of Board of Trustees From: Village Manager Date: November lB, 1959 Las~Tuesday night Mrs. Vavra raised the question of completing Memory Lane. It is strongly recommended that a special assessment project be set up to put curb and gutter along this street and to do whatever else is necessary to put it in conformity with other streets in the area. At the same time and in the same special assessment, if possible, pavement ~ front of the three lots on either side of Elmhurst immediately north of Memor~,.~rLane should be included. Along ~incoln Avenue, particularly along the south side thereof, drainage ditches have been filled up and surface drainage runs.along the edge of the pavement. This will deteriorate the pavement rapidly and we will soon have a situation like Northwest Meadows' streets. It is recommended that, if parking is to be permitted alonE this street, that it be widened to 36 feet and curb and gutter installed from Wapella Avenue to the west Village limits under a special assessment. November 17, 1959 Only half of Kenilworth Avenue north from Central Road has been constructed. Apparently paving that was installed was put in with the idea of a central parkway being left on this street. It is not yet a serious traffic hazard in our opinion. Before it becomes so, it is recommended that a special assessment proceedings be set up to complete the pavement on th~ street at this time. George and Albert Streets and some cross streets in that area do not have curbs and gutters and drainage along them is very peer. In addition, residents have placed stones and posts along the pavement edge. These obstructions add to Village liability since they are in the street. In addition, they are bad for snow plowing in that a plow could easily be disabled by -htting. them and the balance of the Village left without snow plowing facilities. It is recommended that these streets be widened to a minimum width of 31 feet and curbed under a special assessment program. Lincoln and Milburn east of Albert are unimproved and should be paved by special assessment if they are not vacated. We have been discussing these streets with property owners for several months. To bring the matter to a head, it is recommended that they be paved by special assessment. The south Side of Henry Street from Forest Avenue one-half block east and the north side of Thayer from Forest Avenue one-half block east are unimproved and it is recommended that they be paved by speeial assessment. The possibility of combining the small areas into one special assessment should be considered as they are too small to set up a program for each one. The preliminary work on these streets should get under way now in order that construction can be carried out during the next con- struction period. (End of memo) It was agreed that Pine Street north from Northwest Highway to Central Road should be grouped with improvements mentioned above, and the matter further considered next week. Village Manager Appleby displayed peti~on signed by all, or Petition- almost all of the property owners in the block bounded by Central Road, alley Main, Henry and Emerson (but not signed by Mr. Bolger) asking for vacation vacation of the alley therein. Discussion was held, in which it was decided to acknowledge receipt of this, petition and refer the matter to the Judiciary Committee. Mr. Appleby brought up Plat of Colonial Heights, formerly a Colonial Hts. portion of an area subdivided by Hatlen, west of the Village. Trustee outside villa~ Airey, seconded by Trustee Casterline, moved that this plat be referred to the Plan Commission for study and recommendation. This motion carried by acclamation. Discussion was held concerning uses permitted in the Industrial District, in w~ich it was pointed out that business use may be allowed in industrial area. The feeling was that inasmuch as there is not too Zoning - much industrial area, it should be saved for that alone. Trustee Industrial Dis~ Airey, seconded by Trustee Ekren, moved that the Village Attorney be directed to prepare an amendment to the zoning ordinance, Section 8, I-1 District, said amendment to retain the use of any such district to exclude any other classification. Trustee Casterl~ne called for the full support of the Board Library Bond of Trustees in regard to the Library Bond Referendum to be held for Referendum the second time the following Saturday, November 21st, stating that second try the addition to the tibrary was badly needed.
