HomeMy WebLinkAbout09/22/1959 VB minutes 37/ MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN THE MUNICIPAL BUILDING, VILLAGE OF MOUNT PROSPECT, SEPTEMBER~.22, 1959 The meeting was called to order at 8:15 P.M. by President roll call Lams, and the following trustees answered "Present": Airey, Casterline, Ekren, Norris and Schlaver~ Trustee Gaw was absent. Trustee Norris, seconded by Trmbee Ekren, moved that the minutes of the meeting of September 15, 1959 be approved as submitted. The President put the question, the deputy clerk called the roll, Clerk Reynolds being absent. The following trustees ~answered "Aye": Airey, Casterline, Ekren, Norris and Schlaver. Absent, Gaw. Whereupon the President declared the motion carried. Trustee Airey, seconded by Trustee Casterline, moved that the bills as of September 22, 1959 be approved for payment as follows: General $10,849.03 bills Library 334.63 Motor Fuel Tax 7,030.03 Water, operation 7,454.40 Water Bond & Interest, 1955 10,312.50 Water, surplus 115.45 $35,898.04 The President put the question, the deputy clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Norris and Schlaver. Absent, Gaw. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Ekren, moved that the Treasurer's Treasurer's Report for the month ending August 31, 1959, be approved. Report for The P~esident put the question, the deputy clerk called the roll, with August the following response: Ayes, Trustees Airey, Casterline, Ekren, Norris and Schlaver. Absent, Gaw. Whereupon the President declared the motion carried. Trustee Airey brought up the subject of subdivision south of the Briarwood Village, Briarwood Lake, mentioning that the only remaining bar to full Lake Sub. approval of this plat was whether the school district was satisfied. He thereupon read the following letter from District 5~, Forest View School. September 21, 1959 Letter from Forest View President and Trustees of School re the Village Board Briarwood Gentlemen: As the Secretar~ of the Board of Education of the Forest View School, District #56, I wish to submit the following information to you for your consideration. Mr. E. L. Trendel, President of E. L. Trendel & Associates, Inc. has made an offer bo the Board of assistance to help alleviate possible hardship created by his building project in our school district. He has offered Seventy-Five ($75.00) per unit of Town House Buildings.with a total of Three Hundred Dollars ($BO0.O0) for each Town House Bumlding, or, One Hundred Dollars ($100.00) for each single family residence constructed, if any such residences are constructed. It is our understanding that Plat #2 contains a total of Thirty-Nine lots (39). Based on a total of thirty-nine lots the maximum amount that would be paid would be Eleven Thousand and Seven Hundred Dollars September 22, 1959 3?7 ($11,700.00). This would be paid as the units or residences are sold. We have received satisfactory assurance from E. L. Trendel & Associates, Inc., that this assistance will be given as agreed upon. It is under- stood that if the sale of the building is made prior to the construction of the building tha~ the payment can be made upon occupancy of the building. Briarwood Lake Gentlemen: The Plan Com~ission to whom was referred the plat of Briarwood Lake for study and recommendation, recommendsappr6val ef Said plat subject to dedication of land as required for public use. It was stated to the Plan Commissionby the developer that he proposes te irStall 280 units. On the basis of one acre for each 60 units, this would require a dedication of 4.67 acres of land for public use. Respectfut'ly submitted, ' S/ A.C. Dresser, Chairman H. G. Appleby, S~cretary Briarwood Trustee Airey, seconded by Trustee Schlave~, then made the following Subdivision motion: "That the subdivision plat cf Lake Briarwood Covehing 39 Plat Unit # 1 lots and approved by the County MapDepartmentand County Clerk as to approved unpaid taXes, underdate of September 16, 1959, along with plat of dedication for public read similarly identified,.be approved by the Board; and that the requirement of dedication or, land for public use be waived in view of letter of School District #56 dated September 21, 1959; also that the President and Clerk be authorized to sign the plats~ The President put the question, the deputy clerkcalled the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Norris and Schlaver. Absent, Gaw. Whereupon the President declared the motion carried. Village Manager Appleby read the following letter regarding Entrance entrance markers to Golfh~rst Subdivision~ markers - Golfhurst .... - - Subdivision September 16, 1959 President and Board of Trustees Village of Mount Prospect ~ Attention: Mr. Harold Appleby' Gentlemen: I have been advised byMr. James Viger, who made the archi- tectural drawings of the entrance markers which we propose to erect September 22, 1959 at the entrance to the Golfhurst Mount Prospect Subdivision Entrance markers - leading from Golf Road into the subdivision, that he has Golfhurst Subdiv. delivered to you three prints of his sketch showing location in reference to the right of way, type of construction and dimensions. This is a request on the part of Golfhurst, Inc. for permission to erect these entrance markers at the location indicated upon the Uondition that these markers will be removed by us within 90 days frm the date of your request for such removal. Further, Golfhurst, Inc. agrees to keep the markers in good repair at all times and to make any change or modification thereof should such a change or modification be requested byyou. Trustee Airey, seconded by Trustee ScSlaver, moved that approval be granted Golfhurst, Inc. to erect markers at their Golf Road subdivision entrance, subject to the deposit of $400- for future maintenance or removal as determined by the Board of Trustees. The President put the question, the deputy clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, N~rris and Schlaver. Absent, Gaw. Whereupon the President declared the motion carried. Discussion was held regarding the following letter of Mr. R. C. Gillespie offering the Village the lot at the northeast corner of Golf and Rte. 8B. It was decided to hold this matter for further Gift of lot study, at Rtes. 83 ....... and 58 September 14, 1959 Honorable Theodore A. Lams, President Board of Trustees, Mt. Prospect, Ill. Gentlemen: We hold title to the lot located at the North-east corner of Elmhurst Road and Golf Road, fronting on Etmhurs~ Road, of the approxi- mate size of 93' x 157'. This lot lies Jmst within the southern limits of your village. We believe that it would be excellent advertising for Mount Prospect to cause to be erected and maintained a sign, bearing the slogan of Mount Prospect, or perhaps similar words to "ENTERING MOUNT PROSPECT"- "WHERE TOWN AND COUNTRY MEET". This location is the most prominent for people entering your village. For this purpose, we are willing to deed this lot to Mount Prospect, without any cost to the village. Gillespie Mr. Appleby informed the Board that the County Zoning Board County will hold a hearing on areas in Elk Grove Township on October 7th, listing Zoning the location of the areas in question. The one location that was discussed hearings was on the southwest corner of Golf Road and Rte. 8B, petitioning to be rezoned from farming to B-2, tavern, amusement and business. Mr. Appleby was asked by the Board to be present at this hearing and to tell the County that the B~ard is satisfied with the indicated future soning of R-4 for this land, and asks that it not be changed to the petitioned use. September 22, 19~9 ighland Ave. Mrs. Joseph Vavra arose, stating that she wassthe newly- paving and elected representative of Northwest Homeowners, and asked that Mr. Atwood's Mr. Brickman be required to clean the streets leading from Highland excavation Avenue where his construction trucks have dropped clods of earth and stones. She also brought up the subject of Mr. Atwood's property on Foundry Road, where a basement exists which was never built upon nor filled in. THis basement is surrounded on three sides by a snow fence, which is not considered adequate by the -- neighbors to keep small children out. NorthweSt Homeowners ask that something be done to require Mr. Atwood to cover over this hole. Promise was made to take it up again with the Village Attorney and to do everything that is legal to get rid of this attractive nuisance.
