ORDER Mayor Farley called the meeting to order at 7:34 P.M.

The invocation was given by Mayor Farley.
MAYOR'S REPORT
AMEND An Ordinance was presented for first reading which would delete the
CH. 13 Class "A" liquor license currently issued to Deelyn, Inc. d/b/a Mrs. P
and Me Restaurant, 100 E. Prospect Avenue, and would delete the
Class "S" liquor license currently issued to Salsa Restaurant, 1801 W.
Algonquin Road; this Ordinance would also increase the number of
,--- Class "S" liquor licenses by one for Mrs. P Acquisition Corp. d/b/a Mrs.
P and Me, 100 E. Prospect Avenue.
This Ordinance will be presented for second reading at the July 21
meeting of the Village Board.
COMMUNICATIONS AND PETITIONS
None.
OLD BUSINESS
Village Engineer, Jeff Wulbecker opened the discussion of one-way
ASPEN DRIVE .. traffic restrictions on Aspen Drive by giving a brief history of actions
ONE-WAY and communications by residents in the area and by the Mount
Prospect Safety Commission. In February, 1998, the Village received
a request for parking restrictions along the west side of Aspen Drive
during school drop-off and pick-up times and o~ne-way designation on
Aspen Drive; Robert Frost Elementary School is on Aspen Drive. As a
result of resident surveys, the Safety Commission recommended, and
the Village Board concurred, in May, 1998, to enforce "No Stopping,
Standing, or Parking on the west side of Aspen Drive between Maya
Lane and Aztec Lane from 8:00 - 9:30 A.M. and from 3:00 - 4:00 P.M.
on school days" and the northbound one-way designation of Aspen
~" Drive at all times.

In June, 1998, as a result of several residents requesting
reconsideration of the recently enacted traffic restrictions, Village staff
took a second survey of residents' opinions. ,
Based on both residents' input and traffic surveys, the Village staff
continues to recommend enforcement of the current parking
restrictions and the one-way designation at all times based on traffic
flow, pedestrian safety, and emergency vehicle access.
Several residents of Aspen Drive, Aztec Lane, and Aralia Ddve
addressed the Board concerning the traffic restriction.
Due to the fact that the next regular Village Board meeting will be in
August, and the new school year begins in August, Village Manager
r~ichael Janonis recommended keeping the current restrictions through
the 1998-99 school year, with an Ordinance to be presented in the
near future which would lift the one-way restriction from during summer
months when school is not in session.
Trustee Hoefert, seconded by Trustee Wilks, moved to concur with the
recommendations of staff to reaffirm its previous approval of "no
stopping, standing or parking" restrictions from 8:00 - 9:30 A.M. and
from 3:00 - 4:00 P.M. on school days for the west side of Aspen Drive,
and approval of the one-way restriction with the condition that the
restriction would be lifted during the summer months. An Ordinance
will be presented in the near future to remove the restrictions from a
specific date in June until a specific date in August, of each year.

An Ordinance was presented for second reading which would impose
NATURAL a natural gas tax upon those who purchase gas from independent
GAS TAX contractors and, consequently, do not currently pay the Village's
natural gas utility tax.
Trustee Corcoran, seconded by Trustee Hoefert, moved for passage of

VILLAGE CODE, ENTITLED 'NATURAL GAS TAX'

An Ordinance was presented for first reading which would approve
BUDGET certain amendments to the annual budget for the fiscal year January 1,
AMENDMENTS 1998 through December 31, 1998.

rule requiring two readings of an Ordinance.

ELECTRIC An Ordinance was presented for first reading which would convert the
UTILITY TAX Village's current gross receipts-based electric utility tax rates to rates
based upon kilowatt hours consumed.

BRIAN Mr. Janonis and members of the Board expressed their good wishes to
CAPUTO Brian Caputo, Finance Director, who was attending his last Mount
FAREWELL Prospect Village Board meeting. Mr. Caputo has accepted a position
with the City of Aurora as Director of Finance.
LAND An Ordinance was presented for first reading to provide for the
PURCHASES;. purchase or condemnation of property at 3 West Central as part of the
3 WEST Downtown Redevelopment Plan.
CENTRAL
Trustee Hoefert, seconded by Trustee Corcoran, moved to waive the
rule requiring two readings of an Ordinance.
Trustee Wilks expressed her dissatisfaction with the idea of waiving
the rule requiring two readings based primarily on the fact that she
did not feel that residents and other interested parties had been
offered ample opportunity to state their views on the Board's actions.
She emphasized that this, and the following four Ordinances, could
be considered controversial mat~ers, and because there had been, she
felt, little discussion with residents regarding the procurement of these
properties, she would not vote for passage of the Ordinances.
Trustee Clowes also stated that he was very disappointed with the
Village Board's action, and that he would not support a waiver of the
first reading of any of the land purchase Ordinances, or the purchases
thereof. He stated that because this was a special meeting, rather
than a regular meeting, he was not satisfied that residents and other

concerned parties had been provided the opportunity to voice their
feelings.
Following a rather lengthy discussion, Mayor Fadey recognized the
motion and asked for votes for waiving the first reading of the
Ordinance for the purchase or condemnation of 3 West Central Road.

(After the adjournment of this meeting, it was determined that an
address revision was necessary for this property; the correct address
is 117 South Main Street).

VILLAGE MANAGER'S REPORT
MANAGER'S rv~r. Janonis reported that the first Sunday of the Village's Farmers
REPORT Market, which was July 5, was a success. Mr. Janonis, Trustee
Nocchi, and Trustee Hoefert complimented the Lions Club on its
efforts.
Trustee Hoefert also complimented the Special Events Commission on
the Fourth of July parade, and the Lions Club for the success of the
annual Village fair.
Trustee Lohrstorfer reported that he recently attended the Major
Investments Study Evaluation Alternatives meeting in Buffalo Grove in
Which the issue of Metra's double-tracking within the Village was
discussed. He suggested that the Board consider hosting a meeting
with Wisconsin Central to discuss noise and other issues that might
impact the Village.
CLOSED CLOSED SESSION
SESSION Mayor Farley stated that there was a need for a Closed Session for the
purpose of discussing Personnel, as set forth in 5 ILCS 120/2 (C) (1)
'q'he appointment, employment, compensation, discipline,
preformance, or dismissal of specific employees of the public body,
including hearing testimony on a complaint lodged against an
employee to determine its validity," and Property Acquisition, as set
forth in 51LCS 120/2 (C) (5) "The purchase or lease of real property for
the use of the public body, including meetings held for the purpose of
discussing whether a particular parcel should be acquired."
Trustee Hoefert, seconded by Trustee Corooran, moved to go into
Closed Session for the purpose of discussing personnel and property
acquisition, as cited above.

Nays: None
Motion carried.
The Board went into Closed Session at 10:35 P.M.
Mayor Farley reconvened the meeting at 11:03 P.M.
